Meeting Minutes for March 20, 2019

Action Items:
Ms. Walker to discuss comments on the Jefferson Drive flyer with Ms. Foutter and then work
with Liz Rust of the Regional Housing Services Office (RHSO) regarding those comments.
Mr. Linton to post a statement to the HPB website to indicate that the HPB Meeting Minutes
Archives section.
HPB members: review the material on the Lexington website regarding the 186 Bedford Street
development (list documents).
HPB members: review the material at the links provided by Jeri Foutter regarding the 40R and
40S legislation and please read about the Massachusetts starter home initiative (see this article
for a summary of the starter home initiative).

p. 42 2.6 talks about modifying overlay districts
Ms. Weiss will ask Mr. Pato as to where the funds from Brookhaven will go. (The clarification is
requested as these funds are specifically for building new affordable units.)

available for review by HPB members and other interested parties.
The Housing Partnership Board (HPB) meeting was chaired by Betsey Weiss and minutes were taken by
Harriet Cohen. The meeting was called to order at 7:03 pm.
1. Approve Prior Minutes
Ms. Walker moved the tabling of the minutes to the next meeting. Ms. Thompson seconded the
motion. The motion passed unanimously.
2. 186 Bedford Street Discuss and Vote
Because the developer has committed to 4 of 13 units as affordable (30% of the total units), all
13 count towards the 10% affordable housing count (SHI).

Ms. Walker moved that the HPB support Article 38, Amend Zoning Bylaw and Zoning Map, 186
Bedford Street and that the chair contact the town meeting moderator for time at Town
Meeting to read a letter in support at town meeting. Mr. Pressman seconded the motion. The
motion passed unanimously.
The HPB discussed the proposed content of the letter to be read at town meeting. Ms. Weiss
will create a first draft.
3. LexHAB
For Lowell Street housing, LexHAB is considering building two triplexes as prefab (manufactured
housing) in New Hampshire. LexHAB members will be meeting with the prefab companies who
are candidates for building the housing.
LexHAB is also working on better processes and procedures and on better communication of
housing resources.
4. Lexington Human Rights Committee Fair Housing Training
Tabled until the next meeting.
5. LIP application 3 homes at Jefferson Drive (Grove Street)
The Select Board approved the LIP application at a recent meeting.
6. 40R and 40S, Starter Home Initiative and Housing Production Plan
The full discussion was tabled. Ms. Corcoran-Ronchetti suggested that we focus on 40R, the
residential portion of the regulations, and not on 40-S, which discusses schools.
7. Website name and rename
Ms. Cohen suggested that the Housing Partnership Board consider renaming the Board website
to reflect official name of the group. The address for the website is
LexingtonHousingPartnership.org, which uses the colloquial name for the Board. The website
can also be reached through a secondary URL, lexhopa.org. One alternative would be to make
LexHousingPartnershipBoard.org the main name for the website and make the secondary
address LexingtonHousingPartnership.org.

Boston Affordable Housing Conference April 9
at 7:30 at the Boston Marriott Long Wharf.
9. New Business
Ms. Walker informed the HPB that the Massachusetts Municipal Association now supports Bill
H.4075, An Act to Promote Housing Choices. This bill is known informally as
Housing Choice bill.
10. Action Items
There was no update regarding the action items.
11. Set Next Meeting Date
The next meeting will be on April 23, 2019

Ms. Cohen proposed adjournment of the meeting. Ms. Corcoran-Ronchetti seconded. The
motion passed unanimously. The meeting adjourned at 8:26 pm.
