Parker Room, Town Office Building 1625 Massachusetts Ave Chair Philip Hamilton opened the meeting at 6:30pm in the Parker Room of the Town Office Building Commissioners Present: Phil Hamilton, Alex Dohan, Ruth Ladd, Duke Bitsko, Dick Wolk Others present: Karen Mullins, Conservation Administrator and Casey Hagerty, Conservation Department Assistant 6:30pm Issue Order of Conditions for DEP 201-1101, BL 1058, 443 Lincoln Street The commission discussed this project. Ms. Mullins stated that the trail that the applicant is proposing connects to a trail on the Grey Oaks property that does not exist. If the Grey Oaks property wants to put a trail in, they will have to come back the commission to get approval because the proposed trail is in the Conservation restriction area. The commission decided that they will not approve the path at 443 Lincoln until they know what is happening with the Grey Oaks property. Motion to issue the Order of Conditions made by Ms. Dohan and seconded by Mr. Wolk. Vote: 5-0 in favor. 6:37pm Extend Order of Conditions: 30 Oakmount Circle DEP 201-939, BL 898 Mr. Dan Orwig explained that this project has been held up because of legal issues with neighbors. Those issues have been resolved and they are getting ready to start construction. Motion to extend the Order of Conditions for one year made by Mr. Wolk and seconded by Ms. Dohan. Vote: 5-0 in favor. 6:38pm Approve minutes from 6/11/2018 meeting This will be taken up at the next meeting. 6:40pm Schedule Site Visits for the 7/9/2018 Meeting Site visits were scheduled for Saturday 6/30/18 at 9am. 6:44pm Planning Board Project Comments Ms. Dohan reported that 114 Wood Street is up for a sketch plan in front of the Planning Board. The commission has been interested in a creating trail connection through this property in the past. Ms. Mullins reported that the Belmont Country Club property is going in front of the planning board. They are proposing to keep all work outside of the 100 ft. bufferzone. She recommended to the planning board that they require a Conservation Restriction on the wooded area in the front of the property. 6:50pm Bufferzone Regulation discussion The Commission discussed the next steps for this regulation. They are interested in looking at the regulations for infiltration and restoration. 7:00 pm NEW PUBLIC HEARINGS DET 18-14 RDA, 3 Forbes Road Owner/applicant: Robert Schlager, 3 Forbes Road DE, LLC Project: Parking lot resurfacing Rob Gemma- Metrowest Engineering Mr. Gemma explained that Bullfinch Properties, the owner of 3 Forbes Road, wants to resurface the parking lot. Much of the lot is within the 100ft. buffer with some of the parking lot right on the edge of wetlands. The property is also within the 200 ft. Riverfront area to Hobbs Brook. Erosion control is proposed and they are going to place large boulders along the edge of the parking lot near the wetlands to prevent snow plows from pushing snow into the wetlands. Mr. Gemma also stated that the owner is amendable to having a conditions regarding documentation of the implementation of the O and M plan. Questions and comments from the Commission: The commission stated that the curbing along the entire lot is in poor condition. Mr. Gemma stated they will be replacing all of the curbing. The commission stated that they want the boulders to be placed no more than 5 ft. apart. Motion to issue a Negative Determination with Conditions made by Mr. Wolk and seconded by Mr. Beuttell. Vote: 5-0 in favor. 7:12pm Continued Public Meetings DEP 201-1098, BL 1055 NOI, 4 Grimes Road Owner/applicant: Irene Palmieri Project: Home addition Dan Wells- Goodard Consulting Mr. Wells explained that his client is proposing a small addition approximately 70 ft. away from the wetland. The area where the addition is proposed is on already disturbed area where a hot tub was located. The new addition will have an infiltration system. A 30 inch concrete pad is proposed to support a propane tank. Mr. Hamilton entered the Engineering report into the record. Motion to close the hearing made by Mr. Wolk and seconded by Ms. Ladd. Vote: 5-0 in favor. 7:18pm DEP 201-1099, BL 1056 NOI, 473 Lowell Street Owner/applicant: Saurabh and Naridini Lshatriya Project: Home addition Mary Trudeau- Wetlands Scientist Mr. Hamilton entered the engineering report into the record. Motion to close the hearing made by Ms. Ladd and seconded by Mr. Wolk. Vote: 5-0 in favor. 7:21pm DEP 201-1022, BL 979 NOI, 138 Laconia Street Owner/Applicant: DEBCO Properties, David Burns Project: New Single Family Home Mr. Bitsko recused himself from the hearing. Mr. Hamilton explained that this project has been continued many times without any new evidence being provided. The original NOI was filed in February 2016. The applicant has expressed interest in possibly donating the land to the Conservation Commission. Ms. Mullins explained that the Wetlands Protection Act states that if an application is not acted upon within two years, it can be considered expired. The commission stated that if the applicant does not provide any evidence that proves the application is not expired within 60 days, they will consider the application expired. Motion to treat application as expired if no information is received within 60 days made by Mr. Wolk and seconded by Ms. Ladd. Vote: 5-0 in favor.
