Minutes of Meeting
April 24, 2019
A meeting of the Recreation Committee was held on Wednesday, April 24, 2019 at 7:00pm in the Hudson
Room at the Cary Memorial Building, 1605 Massachusetts Avenue, Lexington.
Members Present: Lisah Rhodes, Lisa O'Brien, Francesca Pfrommer, and Ruixi Yuan
Staff Present: Peter Coleman, Assistant Director of Recreation and Christine Dean, Community
Center Director
Others Present: Tim Clackson(14 Winthrop Road, Lexington), Eileen Jay(School Committee
liaison), and Doug Lucente (Select Board liaison)
Lisah Rhodes, Vice Chair of the Recreation Committee, called the meeting to order at 7:24pm.
1. Meeting Minutes from March 28 and April 3,2019
Francesca Pfrommer moved and Lisa O'Brien seconded the approval of the Committee Minutes
of March 28th. The Recreation Committee voted 3—0 to approve the March 28 minutes with
1 abstaining. Francesca Pfrommer moved and Lisa O'Brien seconded the approval of the
Committee Minutes of April 3rd. The Recreation Committee voted 4—0 to approve the April
3 minutes.
2. Citizens,Public Comment and other Boards
3. Liaison Reports
Eileen Jay, School Committee Chair,reported on the proposed late start for schools. She relayed
that Tom Martellone,principal at Fiske Elementary School,will be the lead on the project,
collecting feedback and issues around transitioning to the late start. Lisah Rhodes asked if there
will be a team of people to assist or committee meetings for staff to participate in. Ms.Jay agreed
that those were good questions but she did not know yet. Ms. Rhodes also asked for an update on
the Lexington Children's Place. Ms.Jay reposted that the LCP is on schedule for occupancy in
September and that Hastings School is also on schedule with a move-in date around February
2020.
Ms.Pfrommer, liaison to the Community Center Program Advisory Committee (CCPAC)
reported that the group has met the charge of the committee and because of such,recommended
that the committee be dissolved and instead meet on an annual basis to bring interested parties
and stakeholders together. The dissolution is on the Select Board agenda for April 29th. Doug
Lucente mentioned that the only unfinished business of the CCPAC is the CPR program in honor
of Dan Palant. The group will continue to work on this goal.

Mr. Lucerne reported that LexSwim presented to the Board on April 8th. The Board did not take a
position other the plan to look at the results of the Needs Assessment and go for there.
Lisa O'Brien reported on behalf of the Lincoln Park Sub-Committee. She had an opportunity to
visit the granite forest and it is projected to be finished this week. Please see pictures in the
attached Recreation Report.
Lisah Rhodes, Community Preservation Committee, suggested that members call Senator Cindy
Friedman in support of the CPA.
4. SOLaware Request
Kevin Rivas presented a PowerPoint on their product followed by an opportunity for questions such
as,where does the solar panel go and can the readings get stuck? Mr. Rivas explained that the solar
panel is on top of the device and the UV is read every 15 minutes to ensure accurate readings. The
data is collected remotely so the technicians can monitor that it is working correctly and collecting
info on the UV index. SOLaware will set up and break down the device at the end of the season.
There is a QR code on the machine to direct questions to the website. It is possible to keep the
product for longer than the 3 months of a typical season. Some communities have collected data to
report back usage or justify funding. The system costs $250 per unit per month. Ms.Pfrommer
was in favor of piloting a unit this year for one of the parks and explore others in the future. Mr.
Lucente suggested a portable device that could be used at events such as Discover Day and the
Lions Club 4'of July Carnival. Ruixi Yuan was reassured that the sunscreen is easy to refill and
the battery powered dispenser will last throughout the season. When inquired, Mr. Rivas reported
that there was one case of vandalism last year where the education board was ripped off the unit.
The contract states that the cost to repair vandalism damage is split 50150 with the user. A total of
15 units were in use last year. The turnaround time is about I month.
The committee agreed that is would be great to have something in place by Discovery Day to create
awareness and educate residents about the unit. Peter Coleman added that we would promote the
unit on our website, social media outlets, e-newsletter, etc.
Francesca Pfrommer made the following motion: The Recreation Committee moves to
authorize the Recreation and Community Programs Department to continue dialog with
SOLaware for a pilot program of one year, and to determine location, length of time, and
details surrounding the installation ofa unit. Ruixi Yuan seconded the motion. The
Recreation Committee voted 4 —0 to approve.
The sunscreen will have an ingredient list.
5. LHS Boosters (Boys Soccer) Donation Request
Postponed until May meeting.
6. 5 year Capital Projects
All capital projects were approved at Town Meeting,which includes funding for a Community
Needs Assessment,Pine Meadows Golf Club improvements,bathhouse renovations at the Old
Reservoir,resurfacing of the Adams basketball and tennis courts, and renovations of Diamond
Field.

Ms. Rhodes confirmed that all updates on the capital projects would be on the website. She also
asked for a timeline of the Needs Assessment. An RFP will be drafted this spring and ready to go
out in the fall with a goal to accept by January.
Doug Lucente commented on the PA system for the Special Olympics Day.
7. Recreation and Community Programs and Parks Reports

The next meeting of the Recreation Committee is scheduled to take place on Wednesday,May 15"
at 7:00pm in Room 237 of the Lexington Community Center,39 Marrett Road.
