HomeMy WebLinkAbout2019-04-17-LEXHAB-min LexHAB Board Meeting 1620 Massachusetts Avenue,Suite 4, Lexington, MA 02420 April 17, 2019 at 7:00 AM Minutes of the meeting held at the offices of LexHAB at 1620 Massachusetts Avenue in Lexington on April 17, 2019. Members present were Bill Kennedy, Bob Burbidge, Les Savage, Bob Phelan, Bill Hays, Donna Leary, Gerry Howell, Martha Wood and Pat Goddard. Also present were Patricia S. Nelson, counsel to LexHAB, Sue Barry, Lexington Board of Selectman, Bob Pressman of the Lexington Housing Partnership. Absent was Henry Liu. The Chairman, Bill Kennedy, presided. Minutes from the March 20 2019 meeting were reviewed and accepted. FINANCIALS Gerry Howell reviewed P& L. Gross Income is up. • Payroll has increased. • Financial Services—Audit expense • Repairs and Maintenance—lots of turnovers and reviewed Fairview Expenditures • Utilities—we are getting solar credits and this brings utility expenses down • Capitalized Expenses were reviewed • Reviewed Parker Manor Flood Issue • Investments reviewed Motion to accept financial report—All in Favor. POLICY TASK FORCE UPDATE Pat Nelson Reviewed Tenant Selection Policy for LEXHAB Units. • Local Preferences as either living or working in Lexington. • Series of verifications will be done at front office level • Will be kept in a binder for tenants to review • Discussion took place regarding Asset Test Motion to accept Tenant Selection Policy—All in Favor. RENT COLLECTION POLICY Reviewed and identified procedure we ae following. Pat Goddard will have the authority to proceed collections with Specific units. Pat Nelson noted changes to lease will be a $25 late Fee Motion to allow Pat Goddard to go forward regarding collection on Fairview—all in favor Motion to Accept Rent Collection Policy—All in favor FINANCIAL TASK FORCE UPDATE Pat Goddard distributed reports for review. Pat Goddard met with Town. Town needs to annually approve rates. Board Members discussed 400, 600, 800, 1000 minimums . Bob Pressman asked if there was a knowledge of income of present tenants. Bob Burbidge inquired to what degree will this affect present tenants. Donna Leary—indicated even though the limits ate set,we still have to set 30%of income. She indicated looking at tenant's income would be useful. Pat Goddard referred to his discussion with Liz Rust. It was also agreed upon to implement interim addendums when income changes. Motion to accept 400, 600, 800 1000for all new tenants—All in favor. Subject to Town approval. FARMVIEW • Lester reviewed visit to Triumph Modular. Colin Smith has also spoken with them. • Pat Goddard indicated we will bid modular, Chapter 149 Section 44E. • Bid will include Base Bid with Add Alternates. • Looking at a $3Million project • If board wants to go with base bid, should look for supplemental appropriations. • $350K may come out of LEXHAB if we do not get funding • Sue Barry inquired what the timeline was and how much money are we looking for? • Pat Goddard indicated $400K is needed • Bob Burbidge will be going to a meeting next Tuesday with: Lexington Community Farm WRIGHT FARM • Lester Savage updated Moving along slowly. Repairing framing from termite damage. Students are moving slowly. Aulson wants to get in there. We are two weeks away from electrical and plumbing starting. • A tree fell—this was an extra cost. • Looking to complete this project at end of 2019 CUMMINGS GRANT Pat Nelson reviewed the program. It gives out grants up to 100K. It is a two page grant proposal required By July 2. • Need to put in request—improvements to our properties • Help pay for Farm view • Board Members Pat Goddard and Pat Nelson to put this proposal together and Martha Wood will also join in this proposal preparation. EMPLOYEE HOUSING PROGRAM Bill Kennedy got the approval to move forward. Advertise a lottery to rent Hamblen Street. Bob Phelan to check with John as to status of completion. Same Selection procedure Town Council researched and it would be a good employee benefit. Set rent at 30% income with no utility allowance. Motion to Accept Employee Housing Program—All in favor OTHER Pat Goddard-Parker Manor Insurance reviewed. We have confirmation from Bill Kennedy we are covered under the policy with a $15K deductible. Unit that caused damage will absorb deductible. Loss is$44K, our expenses are$60K Adjuster will review again. Insurance Program NAPSHANK is well run. Also reviewed DHCD Lottery Units. We will communicate to Metro West our Rent Minimums accepted. All verifications, credit checks will be conducted in House by Housing Manager NEXT MEETING • The Board scheduled the next meeting for May 15, 2019 at 7 AM. EXECUTIVE SESSION The chairman then proposed that the Board go into executive session to consider tenant matters, stating That Consideration of same in open session could have a detrimental effect on the negotiating position A semi-public Body, namely LexHAB, and might also affect adversely the privacy rights of tenants and that The Board not return Open session at the end except to adjourn.
