HomeMy WebLinkAbout2019-03-20-LEXHAB-min LexHAB Board Meeting 1620 Massachusetts Avenue, Suite 4, Lexington, MA 02420 March 20, 2019 at 7:00 AM Minutes of the meeting held at the offices of LexHAB at 1620 Massachusetts Avenue in Lexington on March 20, 2019. Members present were Bob Burbidge, Les Savage, Bob Phelan, Bill Hays, Donna Leary, Gerry Howell, Henry Liu and Pat Goddard. Also present were Patricia S. Nelson, counsel to LexHAB, Karen Iverson – Accounting Manager, and Bob Pressman of the Lexington Housing Partnership. Absent were Bill Kennedy, Chairman and Martha Wood. The Vice-Chairman, Bob Burbidge, presided. Minutes from the March 20 2019 meeting were reviewed and accepted. FINANCIALS Gerry Howell reviewed P & L. Bottom line /Low Income with lots of expenditures, primarily for rehabitation of new and existing units. Presently “bleeding” on a monthly basis. Task force established and has met and will meet again prior to April meeting. Bob Phelan complimented Gerry and Karen for putting financial reports together for review. Karen has itemized building by building run down to share. Most items went to Hamblen. Motion to accept financial report – All in Favor. ORGANIZATION Pat Goddard reviewed the contract issued change to PHA Web. Termination notice sent to Multi Site. Phone call set up as overview to set Up PHA. Will know more by next month. Pat Goddard spoke with Liz Rust regarding the Calculation Worksheets and she is willing to review them. In the future Website design may come in to play with PHA. POLICY TASK FORCE UPDATE Pat Nelson distributed draft Tenant Selection Plan. The task force will continue to work on the draft and bringBring it back to the Board at the April meeting with further edits per discussion.This will also be shared with Liz Rust. Bob Pressman indicated Lexington Preferences must meet Fair Housing requirements. Bill Hays indicated we are in a much better place than we were. FINANCIAL TASK FORCE UPDATE Gerry Howell discussed Minimum rent issue. Pat G. Distributed spread sheet showing breakdown of income and expenses. regarding income/budget/ {policy Housing costs. Budget was 108K this year. Gerry Howell discussed further increases in Minimum rents . rents. Karen Iverson and Bob Phelan reiterated the necessity for minimum rents and requested more detail on the various units. Board requested further information on the impact of increases on tenants likely to be affected. Issue was tabled pending further discussion by the Financial Task Force and the Board at its next meeting. Bob Pressman suggested LexHAB seek other sources of funding such as Mass Housing grants. The Board also discussed payments anticipated from Brookhaven and additional CPA funding. Inc for funding, Brookhaven, CPA Funds. Karen Iverson and Bob Phelan reiterated the necessity for minimum rents and requested more detail on the various units. Pat Goddard asked the Board if discussed rents should cover the cost of new acquisitions and rehabilitation. the amount of money being paid for new acquisitions and also indicated the idea of selling some of our low income units which should help with this concern. If a goal of the Board is to continue to expand the inventory of low-income units, he asked if would the Board would consider selling some rental units to new low income owners help raise funds for new inventory. Pat Nelson will research the Mass Housing information Bib Phelan indicated an urgency to discuss and finalize this. FARM VIEW  Pat Goddard reviewed DCAM regulations. He invited p\[Proposing any board members who were interestedwere interested ito join him in n taking a trip TO TRIUMPH Modular, to explore building Farm View using modular construction..... Bob Phelan, Lester Savage, and Bob BurbridgeBurbidge expressed an interest. Pat Goddard will visit Triumph. Bob Burbidge will try if schedule permits.  CPA funding is presently Presently there is 2.68 M ??????; Triumph Modular’s preliminary estimate was and the estimate quote was 2.88 M  Prevailing wage only affects construction. There are logistics costs as well. There is a 200K difference. Also discussed installing solar panels.  Feltonville would be a 2 year project, Triumph Modular’s estimated time for construction was a 1 year, compared to a 2 year estimate for “stick built” construction. project. WRIGHT FARM  Lester Savage updated – Minuteman students doing the framing.  Termite repair and tree removaled took place  Making good progress OTHER BUSINESS Marilyn Fenilosa requested that the Board take a vote on the Citizen’s petition to reduce the current 3%  surchargeSurcharge, even though the petition was  Bob Pressman indicated the CPA Surcharge indefinitelyIndefinitely postponed. Citizens petition to reduce surcharge. Pat Goddard reviewed current Insurance Coverage – re: with Kelly Axtell, Assistant Town Manager, and th Knapp Schenck on Wednesday the 27. Nap shank who specializes in policies .
