Review of Dates (SMMA and D+W):
PBC needs to confirm at the 2/12/26 meeting which items from the potential VE list should move
forward for estimating. The project budget will be confirmed next on 3/26/26. This is the first
opportunity to decide to engage VE scope and cost reductions. There will be other
opportunities in the future for engaging VE scope and cost reductions. 100% Construction
DesignDocuments will be in May 2027.
Target Value Design (TVD) update (SMMA):
Two items were presented.
1. Roof drainage changes, expected savings ~$574K
2. Different options for
Potential Value Engineering (VE) list review:
Tonight’s meeting is a chance for the PBC to add or remove items from the potential VE list.
Each item was discussed, but nothing marked for removal. Will be taken up at the next
meeting. Suggestions were made to improve the spreadsheet with various consequences of
scope removal, including higher maintenance and operational costs.
Presentation by Mark Sandeen on Solar and Storage benefit comparison for potentially lowering
system size:
Presentation covered monetary and resilience benefits associated with retaining the full solar
and storage design submitted to MSBA: provides an immediate net positive reduction in LHS
operating expenses, significant positive net present value over time ($40M+), and also
significantly reduces greenhouse gas emissions compared to grid projections.
The meeting was adjourned at approximately 8:00 pm.
