Chair Lee Noel Chase called the October 9, 2025 Historic Districts Commission meeting to order at
6:05pm.
FORMAL HEARINGS
Chair Lee Noel Chase opened the formal hearing for 1906 Massachusetts Avenue (HDC-25-28),
exterior alterations (Additions) in the Battle Green Historic District

Colin Smith, representing homeowners, presented architectural changes. Public comments were heard. On
a motion duly made and seconded, the proposed alteration was continued to the November 6, 2025 meeting
date.

Chair Lee Noel Chase made a motion to move this submitted formal hearing to an informal hearing.

Neumeier – Yes, Dan Hisel – Yes, Paul O’Shaughnessy – Yes, Robert Bellinger – Yes, Scott Cooper
– Yes, James Carrico – Yes, Lee Noel Chase – Yes. Motion carried. All in favor.
Scott Melching, Architect, presented proposed alternate plans for a multi-family condominium complex
with commercial space on the first floor at 16 Clark Street.
Commissioners asked clarifying questions. Public comments were heard. This informal hearing will
continue to the next HDC meeting.

This item will be postponed to November HDC meeting.
The meeting was adjourned at 9:13 pm. Motion carried. All in favor.
