Associate Commissioner Absent: Chair Lee Noel Chase called the October 9, 2025 Historic Districts Commission meeting to order at 6:05pm. FORMAL HEARINGS Chair Lee Noel Chase opened the formal hearing for 1906 Massachusetts Avenue (HDC-25-28), exterior alterations (Additions) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated September 4, 2025 Photographs of entire face of each building elevation visible from the public way: dated September 4, 2025 Material List: dated September 4, 2025 Work scope Narrative: dated September 4, 2025 Owner Authorization Letter: dated September 4, 2025 Mass Historical Commission Inventory Form: dated September 4, 2025 1906 Mass Ave-Fence Design Pictures: dated Sep 4, 2025 Colin Smith, representing homeowners, presented architectural changes. Public comments were heard. On a motion duly made and seconded, the proposed alteration was continued to the November 6, 2025 meeting date. On a motion duly made and seconded, the proposed alteration was continued to the November 6, 2025 meeting date. INFORMAL HEARINGS Chair Lee Noel Chase opened the informal hearing for 16 Clarke Street (HDC-25-29), exterior alterations (Demolition & New Construction of a new Mixed-Use Building) in the Battle Green Historic District Documents Full plan set of proposed alteration: dated September 15, 2025 Photographs of entire face of each building elevation visible from the public way: dated September 9, 2025 Site Plan: dated September 9, 2025 Material List: dated September 15, 2025 Work scope Narrative: dated September 9, 2025 Owner Authorization Letter: dated September 8, 2025 Massachusetts Historical Commission Inventory Form (Form A/Form B): dated September 22, 2025 Chair Lee Noel Chase made a motion to move this submitted formal hearing to an informal hearing. Richard Neumeier seconded. Roll Call Vote: Edward Adelman – Yes, Brien Cooper – Yes, Richard Neumeier – Yes, Dan Hisel – Yes, Paul O’Shaughnessy – Yes, Robert Bellinger – Yes, Scott Cooper – Yes, James Carrico – Yes, Lee Noel Chase – Yes. Motion carried. All in favor. Scott Melching, Architect, presented proposed alternate plans for a multi-family condominium complex with commercial space on the first floor at 16 Clark Street. Commissioners asked clarifying questions. Public comments were heard. This informal hearing will continue to the next HDC meeting. ACTION ITEMS Consideration and vote on Meeting Minutes on September 4th, 2025 This item will be postponed to November HDC meeting. The meeting was adjourned at 9:13 pm. Motion carried. All in favor.
