The Economic Development Advisory Committee met remotely via Microsoft Teams on
December 18, 2025, from 8:00 to 9:30 a.m. The Committee reviewed the Nexus Study and
voted to forward recommendations to the Select Board, including setting an initial rate at zero
for five years, developing a comprehensive rate structure within three years to take effect in
Year Five, and tying any future rate to defined market conditions such as a vacancy rate of 7
percent or lower and four consecutive quarters of positive net absorption, as reported by
CoStar for the Boston Metropolitan Area. The Committee also recommended a review of all
developer fees to ensure competitiveness and reaffirmed its commitment to affordable housing
as a Town priority. In addition, the Committee received updates from the Economic
Development Office and discussed the transportation and circulation study for the Town Center.
