HomeMy WebLinkAbout2025-12-16-HFAC-min Hanscom Field Advisory Commission (HFAC) Minutes 16 December 2025 Prepared by Massport Staff Video of HFAC Meeting on the Lincoln, MA TV Page: https://cloud.castus.tv/vod/lincoln/?page=HOME HFAC Website: https://sites.google.com/view/hfac Call to Order: Chair Margaret Coppe called the meeting to order at 7:02pm Announcements: th Chair Coppe recording HFAC Meeting; greeted all to Dec 16 meeting pursuant to MA Open Meeting Law Christopher Eliot confirmed Terrence Parker has been added to the HFAC website o Has also added older HFAC notes and minutes to website given to him by Mike Rosenberg Amber Goodspeed announced Massport Strategic Planning team will present at January 2026 HFAC meeting o Thanked HFAC members for another successful year of communication and collaboration Minutes: The November 2025 Meeting Minutes were reviewed for approval The November 2025 Meeting Minutes were approved unanimously with the following amendment: o o Chair Coppe will send approved HFAC meeting minutes to the respective Town Clerks for the four towns Monthly Noise Reports: presented by Amber Goodspeed In November 2024 as compared to November 2025: 7am - 11pm operations increased 6.3% in November 2025 Singles (including touch and goes) decreased 4.4% in November 2025 Turbo activity increased 2.4% in November 2025 Jet operations increased 28.8% in November 2025 Helicopter activity increased 1.0% in November 2025 Night Operations (11pm-7am) increased 10.6% with 208 in November 2024 compared to 230 in November 2025 Barbara Katzenberg commented that a majority of the monthly complaints were submitted by one person o Amber Goodspeed explained how noise complaints can highlight when specific operations reported by multiple residents alerts Massport to investigate and determine if some form of remediation can be accomplished o Mark Wimmer added that specific reports are better than overloading the system with a multitude of complaints o Patty Dahlgren provided her opinion that Airnoise.io is the best way to submit a comprehensive complaint o Amber Goodspeed noted Airnoise.io requires a paid subscription while Massport provides a variety of free methods o Terri Ackerman requested if Massport could provide information on various ways to submit noise reports o HFAC agreed to put a presentation of noise report methods on the February HFAC meeting agenda Elizabeth Coules queried about the safety and level of decibels reported in the noise report on Page 2 o Amber Goodspeed explained that noise exposure (EXP) values are a modeling tool to compare noise to previous months, and not a measure of ambient sound in DNL o Capital Programs and Third Party Development Reports: Amber Goodspeed presented the Capital Programs and Third Party Development reports and noted that: Water line project at the West Campus has been paused for the Winter; will resume in the Spring of 2026 Placement of modular trailer at the Airfield Rescue and Fire Fighting (ARFF) facility pushed until February 2026 Chair Coppe requested update on North Airfield Supplemental Draft Environmental Impact Report (SDEIR) o Amber Goodspeed explained it will not be released until March 2026 by North Airfield Ventures, LLC (NAV) Christo o Amber Goodspeed reported truck used by the Maintenance Foreman and it works very well Cargo or Scheduled Commercial Passenger Services Amber Goodspeed stated there have been no requests for future scheduled passenger or cargo service Agenda Items: Topics discussed on published agenda: Chair Coppe shared email reply she received from Christopher Celozzi, public affairs representative for U.S. Department of Homeland Security, Immigration and Customs Enforcement (ICE) Boston o Copy of email sent to Chair Coppe: From: Celozzi, Christopher L <Christopher.L.Celozzi@ice.dhs.gov> Subject: RE: HFAC Agenda December 16, 2025 To: Margaret Coppe <mecoppe@gmail.com>, Covington, James <James.Covington@ice.dhs.gov> Greetings Margaret, -Chris STATEMENT Attributable to an ICE Spokesperson: t operations. With regards to flights at Hanscom, all proper authorities are notified prior to ICE using the airfield. ICE is in constant communication with our local law enforcement partners, and all appropriate notifications are made through them. Due to the aforementioned operational security concerns, ICE will continue to operate under this process." Christopher L. Celozzi Public Affairs Specialist Office of Public Affairs (OPA) Department of Homeland Security/U.S. Immigration and Customs Enforcement (ICE) Cell: 857-289-1294 Email: christopher.l.celozzi@ice.dhs.gov o o Amber Goodspeed reiterated that Massport is not notified for ICE flights o Christopher Eliot noted the MA State Police are notified; Troop F provides security for all Massport facilities Chair Coppe requested input from the HFAC on letter sent from MA Governor Maura Healey to U.S. Secretary of Homeland Security Kristi Noem on the use of MA airports to deport residents and obstruct due process o Terri Ackerman suggested sending a thank you letter to Governor Healy for her letter Amber Goodspeed reported that all passengers, including ICE detainees, are included in the Hanscom Field enplanement numbers that come from the Federal Aviation Administration (FAA) Kathy Madison expressed her view that the ICE response was a boilerplate acknowledgement Christopher Eliot asked what actions would be taken if Massport knew illegal operations were occurring o Amber Goodspeed stated the MA State Police is the law enforcement agency at Hanscom Field and not Massport th o Terrence Parker noted the 14 Amendment guarantees equal protection under the law for anyone on U.S. soil Patty Dahlgren voiced her opinion it is disingenuous for Massport to say they don't have ICE flight information Toby Sackton posted charter flight information received from Freedom of Information Act (FOIA) request o Reported most flights are going to Buffalo (Batavia) Service Processing Center in NY and Alexandria, Louisiana o Barbara Katzenberg noted FOIA report Toby Sackton presented to HFAC lists all charter flights operating in and out of Hanscom Field and does not specifically catalog ICE flights o Terri Ackerman requested to receive monthly flight information from Massport about ICE flights o Amber Goodspeed will investigate Massport providing monthly flight data to HFAC HFAC voted to empower Chair Coppe to write two letters on behalf of the HFAC o First will be a thank you letter to MA Governor Healy for her letter to the Department of Homeland Security o Second letter will be to ICE Boston for a response to questions not properly answered by email from Mr. Celozzi Amber Goodspeed reported that she received an email from Megan Chapman about setting up a meeting with Massport Legal but was unable to schedule a date; will try and coordinate a suitable time for all parties Chair Coppe asked if there were any Sustainable Aviation Fuel (SAF) updates in terms of legislative action o Institute for Policy Studies (IPS) report described several problems if Massport wanted to pursue SAF Amber Goodspeed reported Massport informed the Air Force about the Fam Camp complaints; Air Force took allegations very seriously and are investigating each one. Citizen Comments: Jennifer Boles requested HFAC post the email from Mr. Celozzi in the December 2025 Meeting Minutes Rhea Paul expressed her for taking the time and taking seriously the concerns of many citizens about both the legality and the morality of ICE flights in Massachusetts Other Business: The date for the next HFAC meeting will be at 7:00 pm on 20 January 2025 o Massport Strategic Planning team headed by Flavio Leo will present at January HFAC meeting Action Items: Chair Coppe formally invite Mr. Celozzi or ICE leadership to the January HFAC for follow-up questions Massport investigate providing monthly flight activity reports to HFAC Chair Coppe write thank you letter to Governor Healy Chair Coppe write letter to ICE Boston requesting answers to questions from original letter sent Adjournment: The meeting adjourned at 8:40 p.m. Attendees: Margaret Coppe, Terri Ackerman, Christopher Eliot, Thomas Hirsch, Barbara Katzenberg, Terrence Parker, Amber Goodspeed, Mike Vatalaro, Mark Wimmer, Renea Reddish, Jeannette Atkinson, K.
