Ms. Hair, Chair; Mr. Lucente, Mr. Pato, Ms. Kumar, and Mr. Sandeen were present, as well as Mr. Bartha, Town Manager; Ms. Axtell, Deputy Town Manager; Ms. Katzenback, Executive Clerk. CONSENT AGENDA 1. Approve: One-Day Liquor License - Monroe Center for the Arts, 1403 Massachusetts Avenue Gallery Reception - Thursday, November 6, 2025 To approve a One-Day Liquor License for the Monroe Center for the Arts to serve to serve wine at their Gallery Reception, on Thursday, November 6, 2025 from 6:30 pm - 8:30 pm at 1403 Massachusetts Avenue. DOCUMENTS: MCFTA - EVENT DIAGRAM 2. Approve: One-Day Liquor License - Off Beat Tap Company, 1403 Massachusetts Avenue Seasonal Suites Tap Dance Event - Friday, November 7, 2025 To approve a One-Day Liquor License for the Off Beat Tap Company to serve to serve beer and wine for the purpose of the Seasonal Suites Tap Dance event reception, on Friday, November 7, 2025 from 7:00 pm - 9:00 pm at the Monroe Center for the Arts, 1403 Massachusetts Avenue. DOCUMENTS: Event Map 3. Approve: Town Manager Reappointment Commission on Disability - Nancy Wong To confirm the Town Manager's reappointment of Nancy Wong to the Commission on Disability with a term set to expire October 30, 2028. Accept Fund Terms: Elizabeth Whitfield Endowed Concertmaster Chair Fund To accept the terms of the Elizabeth Whitfield Endowed Concertmaster Chair Fund, to be managed by the Trustees of Public Trusts. DOCUMENTS: 11/3/25 Comm VOTE: Upon motion duly made and seconded, the Select Board voted 5-0 to approve the Consent Agenda, as presented. ITEMS FOR INDIVIDUAL CONSIDERATION 1. Approve: FY2026 Water & Sewer Rates Ms. Hai explained that this is the second and final meeting regarding the proposed water and wastewater rates for FY2026. The Select Board held a public hearing regarding proposed rates on Friday, October 17th. Ms. Kosnoff, Assistant Town Manager for Finance, explained that the proposed rates represent a combined increase of $36.40 or 3.4% for the average Lexington household. This is driven by the budget. The proposed water rates are slightly lower than advertised and presented at the public hearing on October 17, 2025, and the proposed wastewater rates remain the same as proposed. There were no questions or comments at this time. VOTE: Upon motion duly made and seconded, the Select Board voted 5-0 to approve proposed FY2026 water and wastewater rates shown on page 3 of the attached rate presentation. Special Town Meeting 2025-2 - Article Discussions and Select Board Positions The Board considered positions for Articles 3, 4, and 6. Article 3: all Board members are ‘yeses.’ Article 4: all Board members are ‘yeses.’ Article 6: all Board members are ‘yeses.’ Article 8: Mr. Lucente changed from a ‘wait’ to a ‘no.’ DOCUMENTS: Art 2 unpaid bills.
