Introduction of Galen Mook and Alexis Hosea—Abbott from MassBike: MassBike is the statewide, not-for-profit advocacy and educational organization With a mission to promote better bicycling through improved infrastructure, access, and safety, for all people throughout Massachusetts. 1. Meeting Introduction The purpose of this meeting is to facilitate a discussion on how to keep everyone safe and how the three towns can cooperatively regulate electronic mobility devices on the Minuteman Commuter Bikeway. We are going to focus on the Bikeway at this meeting. 2. MassBike Presentation on State Laws Review of Toolkit presented by MassBike Brief presentation from Galen Mook on the Massachusetts Micromobility Commission The Commission is in the process of defining further the language for Class 3 ebikes, e - scooters, and other forms of micromobility. The Commission is charged with making recommendations on ebike, scooters, emotos, etc. The Commission should* have a full report by the end of 2025. 3. Open discussion Points covered included: • Signage to promote proper bikeway etiquette • Speed limits and signage • Encouraging e vehicles for transportation • Importance of state guidelines to help towns regulate • Focus on the user behavior versus prohibitive regulation • Review of class identification; class 1, 2 and 3 • Police enforcement of speed on the bikeway • Education is key to promote good behavior and build safe culture on the bikeway 4. Meeting goal to develop ideas/suggestions/action items The following ideas and action items were identified during the meeting: 1. Add more speed limit signs along the bikeway 2. Add speed limit signs on the barrels at each intersection 3. Paint speed limits on pavement at each intersection/entry point 4. Education: Develop a guideline sheet for parents — post from Police and Town in social media 5. Education: Develop guideline sheets to distribute in schools 6. Research getting a speed monitoring device on the Bikeway — with smiley/frowny face monitoring speed — costs about $5k — there are grants available and we may be able to be rented for pilot project 7. Education: at Point of Purchase with guidelines flyer/brochure 8. Find out how to get approval of speed limit on the Bikeway for each town 9. Explore methods to develop vehicle registration for vehicles that go more than 20 mph 10. Coordinate an in-person public forum / education seminar with MassBike, Police Departments, Friends of Lexington Bikeways and Safe Routes to School
