HomeMy WebLinkAbout1961-03-09-BOS-min 381 SELECTM;N' S MATING March 9, 1961 A special meeting of the Board of Selectmen was held in the Selectmen' s Room, Town Office Building, on Thursday, March 9, 1961, at 9:00 P.M. Mrs . Morey, Messrs . Adams, Ferguson, Richards, and Cole were pre- sent . The Executive Clerk was also present . The meeting was called to order by the Executive Clerk, Motions were in order for the election of a Chairman . Upon motion duly made and seconded, Mrs . Ruth Morey was nominated Chaitman of the Board for the Organizati.on ensuing year . Upon motion duly made and seconded, nominations were closed. The Clerk cast one ballot for Mrs. Morey as Chairman. Mrs . Ruth Morey was unanimously elected Chairman of the Board for the ensuing year. The Chairman reported that she had met with Mr. Cronin, Mr. Lichtenberg and Mr. Carroll relative to the maps Mr. Lichtenberg has been working on. She explained thatthe Assessors expect to present the . Appraisal Article requesting authorization to contract for an Article expert appraisal of taxable real estate and have made arrangements to have slides that will show what they have to work with. Mr. Ferguson asked if, as a Board, the Se s ctmen were going to support or oppose the article . The Chairman said she thought the Board should look at the information before arriving at a decision. The Chairman said that another subject to be con- sidered is the garbage contract. She said the Board Garbage should interview the two low bidders, and it was Contract agreed to invite them in Monday, March 13, at 8:00 P.M. The Chairman reported that Mr. Blake, represent- ing The 1820 Barn Inc. , has written a letter withdraw- ing the application for a Package Goods Store License and filed a new application. He has requested that a date be set for a hearing upon tip new application and that the Board withhold any action upon the application filed by Mr. Aruda until after a hearing is held on the second application. 2 Upon motion duly made and seconded, it was voted Liquor to have Mr. Richards conduct the hearings to be held Licenses Monday, March 13, on the applications for licenses for Package Goods Stores filed by The 1820 Barn Inc . and Manuel J. and Ethel R. Aruda . The Chairman said she would like to hold a meeting Ieetin; of the Board on Tuesday to take care of whatever busi- ness is not completed on Monday. A lengthy discussion was held relative to the ap- pointment of a Town Counsel and an Executive Assistant . Mr. Richards sugee s to d that the Bo<r d could permit • Mr. Sfevens to employ an assistant of his own choosing to help him and the Board of Selectmen assign no duties to the assistant but let Mr. Stevens assign the duties. The assistant would fill in until an Executive Secretary has been appointed. The second consideration would be to appoint a new Town Counsel immediately and have him ready to take over the position at the expiration of Mr. Stevens' period. Mr. Ferguson said that the problem is, as he sees it, is Mr. Stevens going to accept re-appointment or is he not going to accept. If Mr. Stevens does accept , he has a question he would like to ask him in his presence , and the answer could very well have some bearing on the Board' s decision . Town Counsel Mr. Adams said it all depends on a decision first from Mr. Stevens . Once that is made and made definite , that he will not accept re-appointment, the next step is a transition period of an assistant who will then go I on as Town Counsel. He said the key is settling the question as soon as possible . The Chairman said she thought the Board would have to consider Mr. Stevens as a consultant. Mr. Richards said in that event, the Board should make up its mind toobtain another Town Counsel . Mr. Forguson said that if Mr. Stevens ' decision is going to be no, then there is no question. However, if the Board is going to urge him to continue, the Board should have the facts before it . He said he had a question he must ask Mr. Stevens and he did not think it would be fair to ask it until Mr. Stevens is present . The Chairman asked if Mr. Ferguson wanted to ask the question before :the Board suggests that Mr. Stevens get an assistant . Mr. Ferguson replied that he would definitely say that the Bo r d would probably want to hold off until the question is answered. He said that before he could do anything, he would have to know the answer to his question, 383 It was agreed to go into Executive Session on Monday, Marc 13, at 7: 30 P.M. , at which time Mr. Stevens is to be present .
