SELECTMEN'S MEETING,
February 3, 1962
A special meeting of the Board of Selectmen was
held in the Selectmen' s Room, Town Office Building, on
Saturday morning, February 3, 1962, at 9:00 A.M.
Chairman Morey, Messrs . Adams, Ferguson and Richards
were present. Mr. Staples, Executive Assistant , and
Miss Murray, Executive Clerk, were also present .
The Chairman said that the Board should discuss
the 1962 budget for the Law Department .
Law Depart- Mr. Richards suggested that the Board discuss
ment budget the subject with Mr . Stevens first, and it was agreed
to place this item on the agenda for Monday night .
The Chairman reported that she had received a
request from Mr . Nickerson to have an article inserted
in the warrant to appropriate money for the Symmes
Hospital expansion program. She said she had questioned
whether or not such an appropriation would be legal .
Mr. Richards said that he believed a contribution
to a private non-profit organization, from which the
Town would receive no direct benefit, would not be legal.
Mr . Ferguson said he would be very much opposed.
The Chairman referred to Veterans ' Benefits budget
and reported that the Town has been paying Mr . Healy' s
excise tax bill and the question is why.
Mr . Staples reported that he had discussed the sub-
ject with Mr. Healy and also with the clerks in the
Accountant' s Office and found out that the Town has been
paying his car insurance , excise tax, and registration
for some time . Mr. Healy said he had been doing this
right along and assumed that it was all right . He also
got gasoline at the garage which was charged back to his
account .
The Chairman stated that Mr. White is filling Mr .
Palmer' s job, and until he has authority as Town Accountant,
she thought he needed to be instructed to report anything
that seemed to him to be questionable .
Mr. Richards said that when Mr . White is appointed,
if the Board decides to appoint him and he is willing to
accept, or any Accountant, the Board should tell him that
it expects him to call its attention to anything he feels
is improper and that the Board will uphold him.
Mr . Ferguson felt that something could be said to
the Accountant now.
It was agreed to invite Mr . White to meet with
the Board on Monday night .
Budgets were discussed until 12:20 P.M. , at which
time the meeting adjourned.
