HomeMy WebLinkAbout1981-02-03-SC-min Page 8 February 3, 1981 A meeting of the Lexington School Committee was held at 8:00 p.m. on Tuesday, February 3, 1981, in the School Administration Building. Present were: Swanson, Shaw, Gaudet, Michelman, Brown, and Dean Madden, alternate for Student Representative, J. Anderson. Also present were: Dr. Lawson, Pierson, Maclnnes, DiGiammarino, Monderer, and Barnes. Michael Allen, representative of Lexington Junior Girls' Softball PUBLIC League, expressed his concerns regarding the rental policy revision and PARTICIPATION requested an exception by the School Committee for his group. He re- viewed the financial burden as well as the decision of the Selectmen to differentiate between youth and adult users in Town-related facilities. Mr. Brown responded that the Committee empathized with Mr. Allen, but rental fee charges were overdue, especially with the impact of Prop- osition 21/2. Mr. Michelman suggested the School Committee find out what the Town's fee policy was before making a final determination, in order to consider possible congruent policies. Mrs. Gaudet suggested that Mr. Allen consider looking for sponsors, if the Committee could not accommodate his request. Mrs. Swanson added that establishing higher fees was not pleasant, but conditions mandated it. She said that since the item was not on the agenda, the discussion of the policy be scheduled for another meeting. The Committee agreed to discuss the policy as a future agenda item and not grant individual exceptions. Upon the recommendation of the Superintendent of Schools, it was VOTED: to accept the following schedule of payments as listed on the SCHEDULE OF attached sheet: (Michelman, Gaudet, Unanimous) PAYMENTS VOTED: to rescind the vote of December 22, 1980, covering P.L. 874. P.L. 874 (Michelman, Swanson, Unanimous) FUNDS VOTED: to use available and anticipated Federal and State funds total- ing $283,162 to reduce the 1981-82 budget request. (Michelman, Swanson, Unanimous) VOTED: to accept new personnel (certified) as listed on the attached NEW PERSONNEL sheet: (Swanson.. Michelman, Unanimous) VOTED: to accept the personnel changes as listed on the attached sheets: PERSONNEL (Gaudet, Shaw, Unanimous) CHANGES Dr. Lawson reported that on December 1, 1980, 112 of 160 teachers LEXINGTON HIGH indicated they had 1,756 appointments with parents. He noted that Dr. SCHOOL PARENT Clune projected that the total number of appointments would be approxi- CONFERENCES mately 2,525 when completed. Preparations for March conferences were underway. Mr. Barnes reviewed the report on staffing ratios and staffing for STAFFING FOR the schools for 81/82. Dr. Clune, at the request of the Committee, re- 1981/82 viewed the history of staffing at Lexington High School, with particular emphasis on the Science Department. Due to the projected decrease of 2.0 staff in Science for 1981/82, Mr. Michelman expressed a desire to have Page 9 February 3, 1981 the curriculum offerings reviewed. Dr. Clune and Laura Krich, Science Department Head, commented on the student-teacher ratios and course as- signments as developed over the past 15 years. The average class size in Science was rated at between 22 and 23. Mrs. Swanson noted that the low ratio of 1:16 and large class sizes were difficult to explain to con- stituents. Dr. Clune agreed to prepare a summary of the percentage of teaching time during a typical week in all departments. He said the re- port would provide a view of High School teachers' loads during a normal week. Dr. Lawson added that staff had other supervisory duties in addi- tion to their teaching duties, which should be included in the summary. The budget discussion continued with a presentation and review by 1981/82 BUDGET Dr. Lawson of a listing of items that was recommended as revisions due to agreed-to deferrals, double entries, miscalculations, or further re- duction possibilities. After review, it was agreed to accept the list- ing with the exception of 3415 (421, 422, 426) and towels. The budget then totaled $17,177,233 or a .44 increase. Committee members expressed their compliments to Dr. Lawson and staff for the proposed 81/82 budget developed during a period of severe financial constraints. Dr. Lawson added that the budget he recommended was one that would enable Lexington to maintain current staff ratios and programs. It al- so would provide a high level of quality services for students and staff. It was VOTED: to approve the tentative school budget of $17,177,233 for 1981/82.
