HomeMy WebLinkAbout1980-12-22-SC-min Page 82 December 22, 1980 A meeting of the Lexington School Committee was held on Monday, December 22, 1980, at 8:00 p.m. , in the School Administration Building Conference Room. Present were: Michelman, Shaw, Gaudet, Brown, and Student Representative Anderson. Also present were: Dr. Lawson, Pierson, Monderer, DiGiammarino, Maclnnes, and Barnes. It was VOTED: to accept the minutes of November 25, 1980, as amended. MINUTES - (Gaudet, Michelman, Unanimous) NOVEMBER 25, 198( VOTED: to accept the minutes of December 9, 1980, as presented. DECEMBER 9, 1980 (Gaudet, Michelman, Unanimous) Upon the recommendation of the Superintendent of Schools, it was VOTED: to accept the following schedule of payments as listed on the SCHEDULE OF attached sheet: (Gaudet, Michelman, Unanimous) PAYMENTS The financial statement was discussed. Mr. Michelman asked if FINANCIAL there had been any discussion on this year's spending. Dr. Lawson STATEMENT responded that some suggestions for savings had been made, with sug- gestions and changes now being coordinated with program managers. In addition, memorandum had been sent to the entire staff which listed possible savings (approximately $150,000) in the 1980-81 budget. Staff have been encouraged to confer with supervisors if they have any ques- tions or concerns. Mr. Michelman commended the Superintendent for the procedure. The Superintendent said he would report to the School Com- mittee at its next meeting. The Superintendent presented a summary of the Preliminary 1981-82 BUDGET 1981-82 Budget (Pre-Proposition 22, post-Muzzey closing) . He stated the sum- PRELIMINARY wary was based upon the best information and advice available from program managers, Central Office staff, etc. He added that the $17.4 million was designed to maintain current staffing levels and programs. He said Lexington was in a better position than most systems since the budget would reflect a decrease due to Muzzey closing, the Early Re- tirement Program, enrollment decrease (7-8%) , energy and renovation com- pletions. Dr. Lawson stated that it might be necessary to make further re- ductions due to "shortfall," but was waiting for additional information from the Town Manager. He said various options were being presented to the Board of Selectmen by the Town Manager that very evening to address the "shortfall" of funds. Mr. Michelman suggested early discussions before any fees, etc. , were finalized. The Superintendent then added that he was prepared to discuss the budget at the next meeting. He would present the Committee with infor- mation by program, so that if reductions were necessary, everyone in the community would see exactly where and why the reductions were made. He stated he would recommend reductions that would not affect educational programs. However, If the "shortfall" was in the 500k - 600k range, he suggested the Committee might wish to ,change some of its policies. Dr. Lawson affirmed his priority was similar to that of the Town Manager, Page 83 December 22, 1980 that no reduction in persons be made until all other avenues were ex- hausted. The School Committee requested the Superintendent schedule a meet- ing with the Selectmen in the near future to discuss preliminary budget figures. The Superintendent agreed. Upon the recommendation of the Superintendent of Schools, it was VOTED: to accept the new personnel listed on the attached sheet. NEW PERSONNEL (Gaudet, Michelman, Unanimous) VOTED: to accept the personnel changes listed on the attached sheets. PERSONNEL (Shaw, Gaudet, Unanimous) CHANGES VOTED: that the available and anticipated Federal and State funds to- 874 FUNDS taling $253,181 be used to reduce the 1981-82 budget request. (Michelman, Gaudet, Unanimous) VOTED: that, effective January 26, 1981, School Lunch Type A meal be SCHOOL LUNCH set at 70p for students and $1.35 for adults. (Gaudet, Shaw, PRICE INCREASE Unanimous) An informational sheet was presented to the School Committee re- NEASSC garding a response to a question in the New England Association of MATH DEPT. Schools and Colleges Evaluation Report of Lexington High School. No RESPONSE discussion was held. Elizabeth Murray, Director of the Language Arts/Writing Program, LANGUAGE ARTS/ presented a comprehensive report on the Elementary Language Arts-Writ- WRITING ing Program. Dr. Pierson presented Ms. Murray and complimented her PROGRAM for the excellent report and program implementation. Ms. Murray proceeded to give the Committee an overview of the pro- gram and commented on her own observations after reviewing all elemen- tary student writing folders. She noted the superb cooperation and en- thusiams of classroom teachers in the program. Ms. Murray's demonstra- tion contained highlights of the Summer Workshops, which focused on the development and refinement of Writing Manuals, Resource Manuals, Special Needs and Handwriting Manuals as well as manuals for special needs stu- dents, spelling, paragraphing, and reports. She reviewed several com- mercial resources available in the classroom (Working Words in Spelling, Speller, Homonex, Visuals, and computer programs) . She summarized by tracing the development of the classroom grouping patterns for student writing. Following the presentation, she responded to suggestions and comments by the School Committee. The Superintendent and School Couuuittee complimented Ms. Murray for the excellent report and superb program. It was VOTED: to convene in executive session at 9:35 p.m. to discuss matters dealing with collective bargaining (yes, Michelman; yes, Gaudet; yes, Shaw; yes, Brown) .
