A meeting of the Lexington School Coumnittee was held on Tuesday,
November 25, 1980, at 8:00 p.m. , in the School Administration Building.
Present were: Shaw, Swanson, Gaudet, Michelman, Brown, and Student
Representative Anderson. Also present were: Lawson, Pierson, Monderer,
D'iGiammarino, Maclnnes, and Barnes.

Upon the recommendation of the Superintendent of Schools, it was
VOTED: to accept the following schedule of payments as listed on the SCHEDULE OF
attached sheet: (Michelman, Swanson, Unanimous) PAYMENTS
The financial statement was discussed. FINANCIAL
STATEMENT
Mr. Barnes reviewed the procedures for the selection of personnel
to serve on Advisory Committees and gave a comprehensive report on the PROCEDURES FOR
process used to fill the vacancy of Administrator of Special Education. SELECTING PERSONNE
The report requested by the School Committee partly was in response to FOR ADVISORY
a letter from the Executive Board of the CCLPS in which questions were COMMITTEES
asked pertaining to the process and filling of the Special Education
position. Mr. Michelman asked for copies of the assessment sheet used
in such interviews. Mr. Barnes said he would forward copies to each
member. Mr. Brown, on behalf of the Committee, requested that Mrs. Natalie
Miller, Secretary, receive a copy of the report. Dr. Lawson agreed to for-
ward the report to her.
Upon the recommendation of the Superintendent of Schools, it was
VOTED: to accept the following personnel changes (certified) as listed PERSONNEL CHANGES
on the attached sheet: (Michelman, Gaudet, Unanimous)
Dr. Clune explained that participation in basketball and wrestling ASSISTANT COACHE:
had increased to the point that assistant coaches were needed. Dr. Clune BOYS' BASKETBALL
suggested that if approved, the financing of the coaches be through the AND WRESTLING
High School Personnel Account. The amount of $3,021 would be needed.
After a brief discussion with Mr. Lord, and upon the recommendation
of the Superintendent of Schools, it was
VOTED: to establish the positions of Assistant Basketball Coach and As-
sistant Wrestling Coach for the remainder of the 1980-81 school

Evelyn Brega, Coordinator of Foreign Languages, and Dr. Clune, Prin- FOREIGN LANGUAGE
cipal of Lexington High School, presented a proposal for foreign language FIELD TRIPS

study trips for thirty High School students. The three-week study trips
to France and Venezeula would occur in February of 1981. Dr. Clune and
Miss Brega outlined the educational benefits of such trips. Dr. Lawson
said he supported the study trips and complimented the Foreign Language
Department for its enthusiasm, hard work, and constant efforts to provide
a quality program for students.
After a brief discussion, it was
VOTED: to endorse the foreign exchange study trips. (Michelman, Swanson,
Unanimous)
The 1980 School Closing Report was presented to the School Committee. SCHOOL CLOSING
Dr. Lawson outlined the procedures. Dr. DiGiammarino reviewed highlights REPORT
of the Report.
Mr. Michelman stated that last year Diamond and Clarke principals
recommended that Muzzey not be closed due to possible facility and enroll-
ment problems. He noted that after reviewing the projections, which seemed
to be at the upper limits, he speculated as to whether Muzzey closing in
1981 would lead to facility problems and student enrollment concerns. Dr.
Lawson said that according to reports from Mr. Sullivan and Mr. Hibbard,
there were none anticipated. Mr. Sullivan also said that his review of the
enrollment and facilities indicated no problem. Dr. Lawson then noted that
the building would be 10% under capacity when School Building Assistance
Board Guidelines were used as determinates.
After a brief discussion, it was
VOTED: to authorize the Superintendent to notify the Board of Selectmen MUZZEY WARRANT
that the School Committee no longer needed Muzzey Junior High School ARTICLE
for school purposes after June 30, 1981. (Swanson, Gaudet, Unani-
mous)
A Level III hearing on Grievance (80-81-#1) ( was held by the L.E.A.
School Coumuittee. The hearing began with a presentation by Richard Rossi, GRIEVANCE
Chairman of the L.E.A. Professional Rights and Responsibilities Committee. (80-81-#1)
Mr. Rossi contended that coerced and intimidated
bargained individually, and modified her benefits when her con-
tract was changed to a part-time (50%) basis from September 1, 1980 to Jan-
uary 23, 1981.

a physician's certificate validating that she could not work. They reviewed
the events of the case from June, 1980, through the present.
noted that during a conference with she requested a
half-year contract, from September 1 to January 23, 1981, and submitted a
written request. said that approximately twenty other staff were
on part-time contracts, and that such a procedure for staff to request an ac-
commodation of schedule was neither unique nor a contract violation in his
judgment.
At this point, School Committee members asked for clarification of some
items . Mr. Michelman asked Mr. Rossi if it were possible to have a copy of
statement, since he had introduced it as evidence. Mr. Rossi,
after conferring with MTA legal counsel, T. Winkler, said it would be made
available through School Committee counsel, Alan Miller. At this point, it

VOTED: to continue the grievance hearing on December 9, 1980. (Michelman,
Swanson, Unanimous)
A report of the distribution of High School graduates (1980) was given HIGH SCHOOL
by Dr. Clune. It was noted that of the 634 graduates, 787 went on to two GRADUATES
and four-year colleges.
A copy of a memo from Martha Angevine regarding CATV was presented to CATV
the School Committee for its information.
Dr. Lawson said he had attended a Massachusetts Board of Education MASS. BOARD
meeting at which the Board outlined several steps being suggested in re- OF EDUCATION--
lation to Proposition 21. Among the suggestions were: PROPOSITION

1. Urge Legislature to change effective date of excise
tax change
2. Consider elimination of all school bus transportation
3. Change override provision to a majority and permit this
to occur in non-general election year
4. Have State Human Services Division participate in cost-
sharing in residential placements of Chapter 766 students
