A meeting of the Lexington School Committee was held Tuesday evening,
October 21 at 8:00 p.m. in the School Administration Building. Present
were: Gaudet , Swanson, Shaw, Brown, Michelman, Student Representative
Anderson. Also present were: Lawson, Macinnes, DiGiammarino, and Barnes.
Nicholas Delfino, President of the Custodians Union said he was PUBLIC
unclear whether the most recent proposal by the custodians had been PARTICIPATION
brought to their attention.
Mr. Brown responded in the affirmative. Mr. Barnes said he had
tried Mr. Delfino twice on the phone, the proposal had been forwarded to
the School Committee.
Mr. Brown concluded the discussion by noting that a mediation session
had been set for October 22nd.
Upon the recommendation of the Superintendent of Schools,
it was
VOTED: to accept the schedule of payments as listed on the attached SCHEDULE OF
sheet. (Swanson, Gaudet , Unanimous) PAYMENTS
The financial statement was discussed. FINANCIAL
STATEMENT
Upon the recommendation of the Superintendent of Schools, it was
VOTED: to accept the personnel changes as listed on the attached PERSONNEL
sheet. (Swanson, Gaudet, Unanimous) CHANGES
VOTED: to accept the personnel changes (Food Services) as listed
on the attached sheet . (Michelman, Gaudet , Unanimous)
Frank DiCiammarino presented an analysis of planning vs. actual ENROLLMENT
enrollments for the 1980-81 school year. Mr. Michelman noted the PROJECTIONS
statistical differences at specific junior high school levels . He ANALYSIS
asked if there were some students not being picked up and if it were
relatively frequent, would the survival ratio method be the cause.
Dr. DiGiaum,arino responded in the negative and noted that the ratios
were updated annually.
Mr. Macinnes presented a report which listed the students who FREE LUNCHES
participated in Free and Reduced Price Lunch Program.
Mr. Barnes informed the School Committee that a check for $3,840.84 ROYALTIES
would be received for royalties on distribution rights for the series ,
"Integration of Children with Special Needs in a Regular Classroom" dur-
ing the 1979-80 year. The series was developed with ESEA Title III
funds .

Dr. Clune presented a report on SAT scores for 1979-80. He noted SAT SCORES
a drop this year in scores after a 3-year increase. Mrs. Gaudet asked
if Dr. Clune had information on the decline in test scores. He said he
couldn't tell why the scores increased last year, nor could tell why the
decline this year. He said he had met with a group of girls last year
to analyze the increase, but were unable to pinpoint any causes. Mr.
Michelman also noted his concern that efforts be made to hire women in
science and math fields. - Dr. Clune said efforts were made to find fe-
male applicants.
Mr. Brown began discussion on the Tax Policy Report by compliment- REPORT OF

Mrs. Swanson said she agreed with the problem but didn't feel the
reference to "bare bones" budget was an accurate description of Lexington's
budget . She added it was well done and agreed with the basic concept of
the report .
Mrs. Shaw said she felt the School Committee had something to say and
should show concern. She said 22 was bad for the School Department and
couldn't support it , but understood why some would feel hesitant . She
concluded that the School Committee should go on record.
Mrs. Gaudet said she felt a vote shouldn't be taken, but had no pro-
blem expressing her opinion. She said she would abstain since it was a
political issue and was like endorsing a candidate.
Mr. Brown said there was one major issue - the effect it would have on
Lexington. He said if it passed and the Town were penalized in taxes, the
Town could operate since there was an excess in E & D, and if the Proposi-
tion were amended by the State, some trial period could be served until
corrections were made.
Dr. Lawson said the only feedback he gets is that the State will let
it run at least a year, if passed.
Mrs. Gaudet added that she felt there could be a backlash if school
committees and boards start taking positions.
Mr. Michelman moved that the School Committee adopt the following
resolution: It is the sense of the School Committee that Proposition 2�
(Question 2 on the ballot) is an ill-advised approach to the problems of
taxation and public financing in the Commonwealth of Massachusetts and
would, if adopted, have serious adverse effects in the conduct of public.

Mrs. Swanson said she felt she could not endorse the motion as pre-
sented and offered the following amendment to the original motion:

The Compliance Report (Chapter 622) was presented by Mr. Barnes. COMPLIANCE
He reviewed the entire effort over the past year. Individual school REPORT
reports were also presented as a part of the report . After a brief
review, Mr. Michelman suggested a check list that could be improved
from year to year as in prior reports. Mr. Barnes agreed to provide
such a list next year as part of the report.
Mr. Michelman also expressed concern about minority recruiting and
requested discussion at a future meeting. The Superintendent agreed to
review present procedures first , then consider changes.
1980-81 Teacher loads (Secondary Schools) were presented to the TEACHER
