HomeMy WebLinkAbout1980-01-22-SC-min Page 8 January 22, 1980 A meeting of the Lexington School Committee was held on January 22, 1980, 8:00 p.m. , at the School Administration Building. Those in attendance were: Brown, Swanson, Shaw, Michelman, Gaudet , and student representative, Dohan. Also present were: Lawson, Monderer, Macinnes , Pierson, DiGiahmwarin0, and Barnes. Martha Hauptman, of 3 Hayes Avenue, expressed her concern after PUBLIC reading the local newspaper that the Muzzey Jr. High School could pos- PARTICIPATION sibly close earlier than the superintendent 's recommdation. She re- viewed several points why it would not be in the best interest of the town to close the Muzzey Jr. High School earlier than had been recom- mended if at all. Larry Robinson, staff member at Muzzey Jr. High School, expressed his concern for the closing of Muzzey Jr. High School. He suggested that as soon as possible a vote should be taken so that people would know'whether Muzzey would close at the end of the 1980 school year or 1981 school year. Mr. Brown added if there were an earlier closing of Muzzey than the one recommended by the superintendent , the School Committee would have additional hearings to discuss the matter. It was moved: to accept the superintendent 'srecommendation that MUZZEY VOTE Muzzey Jr. High School close at the end of the 1980-81 academic year and this decision be reviewed by March 1, 1980 to see if financial and/or educational consideration indicated an earlier closing to be ad- visable. Mr. Michelman stated that the language of the motion implied an earlier school closing than 1981. He noted that all committee votes were open to re-consideration, and felt , therefore, that he could not support the motion due to the language of the first part of the motion. He also added that he doubted there would. be additional facts by March 1 to persuade him to recommend Muzzey close earlier. Mrs. Shaw expressed her support of the superintendect 's recocanen- dation, and said the motion as stated did not decrease the apparent con- fusion over the coauuittee's stand in the eyes of the public. She felt the motion as presented would not clarify the issue, and, therefore, felt she could not support it as presented. Mrs. Gaudet asked the superintendent if heexpected to receive any additional information by March 1 that could change his recom- mendation. The superintendent said it was difficult to speculate as to how many parental requests there would be for sixth graders to trans- fer to other junior high schools. He felt there would be no other in- formation to change his recouaoendation.. Marc Dohan, student representative, stated that he felt strongly that the other two junior high schools would be crowded if Muzzey Jr. High School closed this year. He suggested Muzzey not close in 1980. A vote was called upon the motion. Yes, Swanson, Gaudet , Brown: No, Michelman, Shaw. Page 9 January 22, 1980 Mr. Brown requested that if there were to be any further action on the Muzzey closing, a public hearing would he held. Upon the recommendation of the superintendent of schools, it was SCHEDULE OF PAYMENTS VOTED: to accept the following schedule of payments . (Michelman, Shaw, Unanimous) (See attached sheet) The financial statement was discussed. FINANCIAL STATEMENT Mr. Michelman stated that due to the letter received from the PROPOSED POLICY principals which stated some items of concern regarding the proposed CLASS SIZE - policy, he felt it would be inappropriate to discuss or to request a 2ND READING vote until the School Committee had a chance to discuss the policy with the principals. Mr. Michelman then made several editorial changes to the policy. (See attached sheet) Mrs. Swanson said she felt the principals preferred the present policy as it existed. She stated the new policy would make it inflex- ible for principals, which perhaps, was not the intention of the poli- cy. She suggested a professional consultation with the principals on the proposed class size policy. It was the concensus of the School Committee that a professional consultation be arranged with the principals. The budget discussion began with a review of Program 2105-In- 1980-81 structional Supervision and Coordination. Mr. Pierson reviewed the BUDGET program. He proceeded to review Program 2111-Curriculum Resource Center and Program 2112 - Professional Library. A question regarding the reason for the 27.8 increase in Object Code 251 and a 17.6 decrease in Object Code 252 was reviewed. Dr. Pierson said he would review the matter with Mrs. Angevine and report back, The following accounts were then reviewed: • SCRAD - Code 2120 . Professional Training and Development - Code 2130 • EdCo - Code 2140 It was noted that the Object Code 141 provided EdCo aides for two schools. (Bowman, Adams) . Service Direction - Code 2205 . Core Evaluation - Codes 2211, 2212 . Screening - Code 2220 . Core Evaluation - Codes 2211, 2212 . Guidance - Code 2225 . Health Service - Code 2230 . Student Activities -Code 2235 Mr. Michelman asked if Dr. Clune's request was sufficient to meet needs of program without extensive fund raising. Dr. Pierson respond- ed that it was difficult to project since it depended cn the level of success of the team in competition. (Michelman, Shaw, Unanimous) ( See attached sheet) Upon the recommendation of the superintendent of schools, it was PERSONNEL CHANGES- VOTED: to accept the following personnel changes (classified) . (See CLASSIFIED attached sheet) Upon the recommendation of the superintendent of schools, it was AMENDMENT TO STUDENT RIGHTS VOTED: to accept the following amendment to the Student Rights Policy: POLICY "Grading and Discipline Teacher grading policies should reflect achievement of course objectives. Academic grades should not be re- lated to student attendance or student deportment. Stu- dent attendance and deportment can be recorded in the appropriate places on the student temporary record." (Michelman, Swanson, Unanimous) It was TRANSFER OF ADAMS SCHOOL TO VOTED: to authorize the superintendent to notify the Board of THE SELECT!EN Selectmen that the School Committee no longer needed the Adams School for school purposes after June 30, 1980. (Michelman, Swanson, Unanimous) It waS VOTED: to rescind the above vote. (Michelman, Daudet , Unanimous) Page 11 January 22, 1980 Upon the recommendation of the superintendent of schools , it was VOTED: to authorize the chairman of the School Committee to send a letter to the Board of Selctmen informing them that the School Committee no longer needed Adams School and the land site for school purposes as soon as practicable after July 1, 1980 and the School Committee request the Board of Selectmen assume re- sponsibility for the building and grounds as of August 1, 1980. (Michelman, Swanson, Unanimous) The EdCo Lexington 1979-80 Contract , in the amount of $5,100 EDCO CONTRACT was reviewed. It was VOTED: to accept the contract as presented by the Education Collabor- ative for Greater Boston, (Michelman, Gaudet , Unanimous) (See attached sheet) Dr. Lawson noted that it had been brought to his attention that DRIVER EDUCATION the Driver Education Program was in need of review as to its Finan- PROGRAM cial status, and asked Mr. Maclnnes and Mr. Barnes to prepare a report. Mr. Maclnnes and Mr. Barnes reviewed the Driver Education Program. They noted that four major items had a significant effect on the Driver Education Program this far, this year: . Increase in the price of gasoline . Rental and interest charges being paid for use of automobiles . 52 increase in salary rates for staff . Increase in rates charged to students They added the program as presently being administered by Mr. George Coules would have a significant deficit at the end of the year unless changes occured immediately. They recommended as follows: . Reduce the program by one car as soon as possible(assumed not later then January 31, 1980) . Set rates to be charged to students at $85 per student effective at the start of the next course offering (estimated late Febru- ary, 1980) . Unless there is a substantial change in the number of students or cost of operation, plan to subsideize the program in the ap- proximate amount of $2900. . Evaluate the program at its conclusion in June and make recom- mendations for continuing or discontinuing the program in the 80-81 school year A brief discussion of the Driver Education Program was held. Mr. Michelman said that due to a family member enrolled in the program, he would not participate in the vote. A vote was called on the recuuunendation. The following classroom teacher/pupil ratios shall be maintained - a. For all the elementary schools taK n together, the ratio of classroom teachers to, pupils shall at all timez be at least for kindergarten 1: 13 for grades 1-6 1:24 b. The following ratios of classroom teachers to pupils shall be maintained for each elementary school, except when (1) the Super- intendent has advised the School Cormnittee that in his judgment an exception is warranted by special circumstances and can be implemented with no significant impairment of educational equity or effectiveness , and (2) the School Committee has voted to approve the esceation - for kindergarten, 31. lest 1:20 for grades 1-6, at least 1:24 2. Staffing for the elementary grades shall Le planned and conducted with the aim that individual class sizes will cot normally exceed the following target levels . for kindergarten, 2:a for grades 1-2 2Z for grades 3-6 25 These aims shall be kept in view at all stages of the staffing process and related decisions, such as preliminary projections and planning, budget preparation, and transfer requests, 3 . Class sizes in excess of the taget levels 1n par. 2 may be established in the following circumstances: a. In the judgment of the school principal, in consultation with teaching staff and with the approval of the Superintendent , it will be educationally preferable in the particular case to establish a larger class, and the average class size for the school and grade in question, or for that grade and either adjacent grade taken together, does not exceed the larget level in par. 2. b. The number of students registering exceeds the number ex- pected and planned for, and the administration determines that a resulting class size in excess of the target level will net n the particular case (with such additional teaching assistance as may he ret.ommended pursuant to par. 4 below) , significantly impair educational equity or effectiveness . 4. 6hnenever it appears to the princ'_palof any elementary school that the size of any class in the school does or Itheiy ill exceed the target level, the principal will promptly so advise Lao _-uerietendent and School Comitittee.
