Call to Order: Mr. Lamb called the meeting to order at 7:45 a.m.
Minutes: A Motion was made and seconded to approve the Draft #3 Minutes for the
February 21, 20197 CEC meeting as presented. Vote: 5-0
Announcements: Mr. Lamb and Mr. Kanter noted that, traditionally, this Committee has
distributed its report one week prior to the opening of the ATM, which would be March 18th
this year. They added that because this Committee is awaiting information regarding a
number of Warrant Articles for the 2019 ATM it may be necessary to either distribute the
report on March 18th and issue a supplement or delay its publication. It was noted that the
financial Articles are not taken up during the first week of the ATM, and Deborah Brown,
Town Moderator, will consider deferring discussion of any non-finance articles on which this
Committee is reporting until after the first week. This Committee agreed that a delay in
publication was preferable to writing a supplement and, therefore, decided to hold March 20th
and March 22nd open for potential additional meetings, as may be necessary.
Preparation for the 2019 ATM, including Review of Draft#1 of this Committee's Report
to that Town Meeting: General comments about the draft report included, but were not
limited to, the following:
• Members should send comments or suggestions on the Executive Summary to
Mr. Lamb;
• Ms. Manz will prepare a list of acronyms for Appendix B;
• A thank you will be added to the Executive Summary, recognizing those who have
assisted in the preparation of the report.
• Recommended modifications to the Board of Selectmen's (BoS's) five-year financial
plan for incorporation into this Committee's five-year plan should be brought to this
Committee's next meeting.
Mr. Kanter led a page-by-page review of Draft #1 of the CEC Report to 2019 ATM, to
address/clarify comments/questions, make corrections, and verify the person responsible for
additional actions needed to complete the report, including developing supplemental text for
the Article in the back matter of the report, where warranted. This process included a brief
discussion about the Motion for Article 4: Reduce Community Preservation Act (CPA) Surtax
Rate From 3% To 1% Pursuant To G.L. c. 44B, § 16 (Citizen Article). It is understood that

the Ms. Brown has agreed that the Motion can be based on the intent of the Citizen Petition
rather than a strict interpretation of the words used in the petition. Ms. Beebee also reported
that the Board of Selectmen had supported a recommendation by the Ad hoc Crematory
Committee to adjust the design for a Westview Cemetery maintenance building so that it
could, at some point in the future, accommodate an attached crematory.
While reviewing the back matter of the report, Articles that require additional information from
Carolyn Kosnoff, Assistant Town Manager for Finance, were identified, as listed below:
