MEETING MINUTES
February 5, 2019
The meeting of the Comprehensive Plan Advisory Committee (CPAC), held in the Parker Room,
1625 Massachusetts Ave, was called to order at 7:25pm,by Co-Chair Ruixi Yuan. CPAC
members in attendance: Matthew Daggett, Sarah Felton, Leonard Morse-Fortier, Pat Sullivan,
Hema Bhatt, Marilyn Fenollosa, Stacey Beuttell and Ruixi Yuan. The CPAC meeting was also
attended by Town Staff Carol Kowalski and Molly Belanger, HSH consultant Jeff Dietrich,
Selectman Joe Patto and Planning Board member Richard Canale.
********COMPREHENSIVE PLAN UPDATE TO BOARD OF SELECTMEN*******
An update on the progress made by the CPAC has been requested by the Board of Selectmen.
The Meeting is scheduled for Monday, Feb 11; Carol Kowalski will be presenting to the Board of
Selectmen.
Jerry from Housing Partnership Board asked for a member of the CPAC to attend their next
meeting on 2/21 at the Community Center Room 237; Leonard will try to attend this meeting on
behalf of the CPAC.
********************CPAC PRESENTATION SCHEDULE*******************
Meeting space has been reserved on March 7, March 21, and April 4 (4th date TBD for economic
development presentation).
The Demographics presentation will be scheduled for 3/7, Housing on 3/21, and Transportation
on 4/4; Meeting venues are Estabrook Hall and DPW.
***************COMPREHENSIVE PLAN WEBSITE UPDATES***************
The Comprehensive Plan website will serve as the home for the Comprehensive Plan and will
make the plan easier to update and more accessible.
Content from past public meetings including the Lexington World Cafe Input Frequency Analysis
will be included on the website; raw data will be presented along with reports.
The website will be launched in the next few months.

**********WORKING GROUPS
The next set of working groups will be staffed by the following CPAC members:
Public Facilities—Sarah, Marilyn
Historic—Pat, Marilyn
Open Space/Natural Resources—Ray, Stacey
Working group deliverables—compiling existing trends and conditions.
Carol will follow up with each working group to help with preparing each group's presentation
and to schedule addition working group meetings.
Jeff and the planning staff will lead the presentations but the CPAC members will contribute to
the presentations.
CPAC discussed best practices for listening and offering feedback at public presentations.
""""""PREPARATION FOR PLANNING BOARD WORKSHOP***********
Planning Board and CPAC Workshop is scheduled for February 12 7:30pm DPW.
Attendees will be broken into three groups to discuss the topics of economic development,
housing, and transportation; each breakout session will be allotted 30 minutes. CPAC members
and Planning Board members will be facilitating each of the groups; facilitators will take notes
and share them with planning Ginna Johnson.
Expected audience for the meeting could be between 20-50 people.

The Minutes from the January 8 CPAC meeting were approved unanimously.

ACTION: on a motion duly made and seconded the Committee voted to adjourn at 8:58pm. All
approved.
