Those in attendance were: Brown, Swanson, Michelman, Hoffman, Gaudet, and student represen- tative Mende. Also present were: Lawson, Spiris, Pierson, Maclnnes and Barnes. It was MINUTES 10/3/78 VOTED: to accept the minutes of October 3, 1978, as presented. (Michelmaw, Swanson, Unanimous) VOTED: to accept the minutes of October 17, 1978, as corrected. 10/17/78 (Swanson, Gaudet, Unanimous) Upon the recommendation of the superintendent of schools it was SCHEDULE OF PAYMENTS VOTED: to accept the following schedule of payments. (Michelman, Swanson, Unanimous) (See attached) Dr. Lawson introduced the November 1, 1978, School Closing Report. SCHOOL CLOSING He noted the enrollment of 1969 was 9609 students and the present en- REPORT rollment was 6858. He said the enrollment for 1982, Grades K-12, was projected to be 5138. He stated that the Lexington School Committee on October 11, 1977, voted unanimously to adopt a policy relating to the closing of schools, and in accordance with the policy, the 1978 School Closing Report was developed. Dr. Lawson introduced Mr. Barnes, Director of Planning and Research; and Dr. DiGiammarino, Coordinator of Planning; who developed the report for presentation to the school com- mittee. Mr. Barnes presented the 1978 Analysis of School Closing Report. He noted that three major questions were addressed in the report: 1) How many classrooms and schools will the Lexington school system need to educate the projected 5138 (including authorized number of METCO students) beginning in the school year, 1982? 2) What are the grade level organizations or combinations that can be used to determine the number of classrooms and schools needed to house the 5138 students (including authorized number of METCO students)? 3) What savings would result from school closings based upon projected needs? He noted that the study was an attempt to provide information neces- sary to respond to those questions. He then reviewed the simulations which are as follows: 1) 1979-1983 yearly projections by grade, by building assuming no schools closed. 2) 1979-1983 yearly projections assuming the closing of Munroe School with students reassigned to Fiske and Franklin, 3) 1979-1983 yearly projections assuming the closing of Adams School with students reassigned to Bowman and Harrington with Bowman 2 students reassigned to Harrington. 4) 1979-1983 yearly projections assuming the closing of Muzzey Junior High with students reassigned to Clarke and Diamond. . October 20, 1978 Professional Payroll 1,465.77 October 20, 1978 Bill Schedules #2 14.66 October 27, 1978 #3 79.17 PL 89-313 Special Education October 27, 1978 Classified Payroll #3C 89.28 October 20, 1978 Professional Payroll 531.66 Bus Tickets October 20, 1978 Bill Schedule #1 1,177.50 Page 136 November 7, 1978 • He then noted the constraints as follows: : 1 1) To retain present teacher-pupil ratios. 2) To disrupt as few students as possible by transfer to other schools. 3) To improve instruction in the elementary art, music and French programs by designated classrooms for these subjects. 4) To retain the authorized number of METCO students. 5) To plan to enter twenty-nine Lexington students in the Minuteman Regional Vocational School each year. 6) The Cohort Survival ratio technique currently being used by the Lexington Public Schools was used to gain projections through the 1982-83 school year. 7) The K-12 population figures used as a basis for the projections are actual body counts as of November 1, 1978. This information was made available by building, grade, street and year of graduation for the base year (1978-79) . 8) The 0-4 information used in this study are actual body counts sup- plied by LHS Associates. (LHS is responsible for conducting the actual Town census.) 9) The Report of the Committee to Study the Reassignment of Pupils was used as a basis for the new school district boundaries. 10) The 1978-79 building utilization figures resulted from discussion with each principal in the receiving schools. After a review of the procedures of the study, the building capacities, and classroom utilization, he then presented the four options in the report. Mr. Spiris commented on class sizes which illustrated class sizes if Munroe School were closed, and if Adams and Muzzey Schools were closed. In conclusion, Mr. Barnes noted the population trends were obtained from discussions with Mr. Briggs, Town Planner. He said the town popula- tion in the past year had stabilized with population changes of less than one per cent; and no major changes in land use patterns within Lexington were predicted. Dr. Lawson then presented the recommendations which follow: 1) That Munroe School be closed effective September 1, 1979 and that the Munroe students be reassigned to Fiske and Franklin. 2) That Adams and Muzzey continue to remain open during the 1979-80 school year. Mr. Brown said the committee was in receipt of the report, and an- nounced the School Committee's intention to schedule a meeting for in- terested citizens. Mr. Michelman suggested that P.T.A. groups at the receiving schools be contacted in order to have some input into the agenda. Dr. Lawson agreed to do this. Mrs. Gaudet suggested the School Committee visit each of the receiving schools. The Superintendent agreed to set up a schedule. Mr. Michelman listed several comments and suggested that if infor- mation was available for the hearing, it would be extremely beneficial: 1) Had consideration been given to the straight line projection method as a check on the Cohort Survival Method since the Fiske School had a discrepancy in the enrollment projection in the current year? • • Page 137 • November 7, 1978 2) Would the principals of- the receiving schools present a view of how they wouldkztilize their buildings if students were received? Dr. DiGiammarino feplied that after conversations with authorities at Data Resources, they felt the Cohort Survival Technique was the proper approach. Mrs. Swanson added it would be extremely valuable to have examples of class sizes under Option 1 as well as under Option 2 for Fiske and Franklin. She also commented that it would be informative to know how many transfer students were in each building. Mr. Barnes and Dr. Di- Giammarino stated that they would have this information for the school closing hearing. It was agreed to schedule a hearing on the school closing report (1978) for Tuesday evening, November 28. The School Committee thanked the superintendent, Mr. Barnes and Dr. DiGiammarino for the presentation. The School Committee acknowledged the retirements of Mitchell J. Spirit (24 years of service) , and Mrs. Gladys Washburn, Secretary to Mr. Maclnnes, (212 years of service) . They expressed their gratitude to each of them for their dedicated service. The Superintendent stated that he was pleased with the overwhelm- RATIFICATION OF ing vote of the teachers to ratify the three-year contract. He acknow- SCHOOL COMMITTEE/ ledged the leadership of Bob Lague, LEA President; Mitchell Spiris, LEA AGREEMENT James Maclnnes, and counsel Alan Miller. He said he recommended the contract be ratified by the School Committee. It was VOTED: to accept and ratify the agreement with the Lexington Educa- tion Association as stated in the memorandum of agreement of October 16, 1978. (Michelman, Hoffman, Unanimous) MEMORANDUM OF AGREEMENT October 16, 1978 The present agreement shall be continued through August 31, 1981 with the following modifications: 1. Effective either July 1, or September 1, 1978, whichever is appli- cable, salaries and stipends shall be increased by 5%; effective July 1, or September 1, 1979, increases shall be 52%; effective July 1, or September 1, 1980, increases shall be 521. 2. Retirement Incentive A separate letter apart from the contract but enforceable under the grievance procedure shall provide as follows: Teachers with 15 years of continuous service in Lexington School System who give written notice by December 1, 1978 of irrevocable intent to retire either at end of 1979-80 school year or 1980-81 school year shall receive $2500 during their last year or last 2 years whichever is applicable. Teachers who give notice by December 1, 1979 of irrevocable intent to retire at end of 1980-81 school year shall receive $2500 during their last year. A teacher who has given retirement notice stated above shall not be laid off prior to his/her retirement. 3. Article XXXI Elementary teachers shall have release time to prepare the written conferences forms on the Thursday afternoons immediately preceding the required fall and spring conferences. Article XXVII ; The Committee shall furnish the Association with an agenda and minutes of its meetings except for agendas and minutes of its meetings held in executive session and kept confidential in ac- cordance with laws governing meetings of the Committee. 5. Maternity Grievants in the previous arbitration case and professional staff who have become eligible since the date of the arbitration hear- ing shall receive pay to which they are entitled. 6. Special Education Stipend Effective 1978-79 school year: only teachers qualifying under definitions proposed by School Committee and agreed to by LEA shall receive stipends. A special class teacher shall be defined as: a staff member who works in a substantially separate class- room with fifty (507) or more of those students having a 502.4 prototype will qualify for the special class teacher stipend. 7. Leadership Article shall be deleted from the contract. Those teachers pres- ently receiving leadership awards shall continue to receive them for the duration of their proposals pursuant to the previous con- tract. Those teachers who have applied for leadership and who are successful shall receive their awards for the duration of their proposals pursuant to the previous contract. Professional staff who have received leadership under the old pro- gram (prior to 1976-1977) shall continue to be grandfathered. 8. Coaches' Package - as agreed. 9. Longevity Effective September 1, 1978, teachers shall receive longevite pay- ments as follows: After 15 years of continuous service in Lexington - $200 After 20 years of continuous service in Lexington - $300 After 25 years of continuous service in Lexington - $400 A teacher hired prior to February 1, shall be given credit for the full year. 10. Articles XXXIII (Reduction in Force) and Article XVII, B (Sickness of Near Relative) : Shall remain as written in the current contract. (Michelman, Swan- son, Unanimous) Upon the recommendation of the Superintendent of Schools, it was PSYCHOTHERAPY EXCEPTION VOTED: to accept the following psychotherapy exception: (Swanson, Gaudet, Unanimous) It was announced that American Education Week would be the week AMERICAN EDUCATION of November 12, and all citizens were invited to visit their schools. WEEK Dr. Lawson presented the School Committee with a memorandum from SAT SCORES Dr. Clune which noted the 1977-78 Senior SAT scores. He stated that the Mathematics SAT scores remained the same as last year, 518; but verbal scores had increased to 478 from 473. Page 157 November 7, 1978 • A letter was read from Robert J. O'Donnell, Direction of Evalu- NEASC LETTER ations, for the Commission on Public Schools of the New England As- sociation of Schools and Colleges, Inc. , which informed the School Committee that the Commission on Public Schools at its September 24- 25 meeting recommended that the Lexington High School be awarded con- tinued accreditation in the Association for ten years through 1988, and the recommendation would be acted upon by the Executive Committee at the December 7, 1978 meeting. It was VOTED: to go into executive session at 9:38 p.m: to discuss a col- lective bargaining matter. The chairman announced that the School Committee would be coming out of executive session , later in the evening. (Michelman, yes; Hoffman, yes; Gaudet, yes; Swanson, yes; Brown, yes) It was VOTED: to return to open session at 10:16 p.m. (Swanson, Michelman, Unanimous) It was moved by Mrs. Swanson to deny the grievance of The motion was seconded by Mr. Hoffman. Mr. Michelman pro- GRIEVANCE posed an amendment to the original motion as follows: #78-79-1 That the grievance be denied on the basis of the following find- ings: 1) Certain supervisors' evaluations were not shown to the grievant in the manner required by the contract. 2) No showing was made of resultant prejudice to the grievant which would warrant the relief requested in the grievance. The motion on the amendment was seconded by Mr. Hoffman. A vote was called on the amendment. (Yes, Hoffman, Michelman; No, Swanson, Gaudet, Brown) A vote was called on the original motion that the grievance of be denied.
