HomeMy WebLinkAbout1978-04-04-SC-min Page 47 April 4, 1978 The Lexington School Committee held a meeting on Tuesday, April 4, 1978 at 8:00 p.m. at the Muzzey Junior High School. In attendance were Swanson, Gaudet,Brown, Hoffman, Michelman and Student Representative Miller. Also present were Lawson, Spiris, Maclnnes, Monderer, Pierson, and Barnes. Mrs. Marthur Kalil, 40 Preston Road, questioned two items on pages PUBLIC 91 and 112 of the Preliminary 78-79 Budget Book. Dr. Lawson noted one PARTICIPATION of the items was for transportation for Christian Academy students. He said the other item would be reviewed since no information was available that evening. He said he would comment on it at the next meeting. It was STUDENT REPRE- SENTATIVE TO THE VOTED: to express strong appreciation to Jonathan Miller for his service SCHOOL COMMITTEE as student representative to the school committee, and admira- tion for his high caliber of performance. (Michelman, Gaudet, Unanimous) Jonathan Miller thanked the members of the School Committee and administration for assisting him in his year term on the committee. He introduced the new student representative for 1978-79, Paul Mende. CLASSIFIED) (Swanson, Michelman, Unanimous) Mr. Hoffman noted the resignation of Miss Elizabeth Murray, Princi- PRINCIPAL pal of Franklin School with regret, since he felt she was a particularly RESIGNATION valuable person as a principal. Mr. Brown said the remark was shared by the entire committee. Dr. Lawson noted that Miss Murray would prob- ably stay with the system in another position. The Superintendent presented five lists of certified staff to the STAFF RE-ELEC- school committee with recommendations. The superintendent noted that due to declining enrollments some non-tenure staff were not being elected at this time but as positions opened they would be recommended. She asked for a status report on these persons. Mr. Spiris said he projected that approximately 10 of the 40 persons would return next year. Mr. Michelman noted that 34 teachers from the eligible for tenure list of 36 were being recommended. He then questioned the attrition rate. Mr. Spiris said that of the 49 staff entered 22 years before 36 remained and now 34 were being recommended. Mr. Hoffman asked how many were recommended by the principal and added that the . seemed high. Dr. Lawson said all teachers being recom- mended this evening were being recommended by the principal. Mr. Michelman said he had some concern about the high percent of those eligible for tenure being recommended since there may be some su- perior non-tenure (2nd and 3rd elections) staff who might not have posi- tions in Lexington next year. Mr. Hoffman added a similar concern. Dr. Lawson noted that the process provided for recognition of superior tea- chers through the early tenure procedure. He added that at a later date recommendations would be made to elect some staff to early tenure. He concluded that he felt all superior teachers would be placed next year. Mr. Spiris reviewed the evaluation process and felt Lexington's process was far superior to that of any other school system. Mr. Hoffman said he had some comments regarding the process. He noted three questions: Were there some first and second year staff who were superior to some of the staff being recommended for tenure?. Were some non-tenure not being recommended at the time superior to all?, and were there some first and second year staff superior to 50 % of those being recommended for tenure? Dr. Lawson and Mr. Spiris said it was not possible to answer the question unless all principals, department heads, and other supervisors were consulted due to the teacher's subject spec- ialties, placements and systems needs. Messrs. Hoffman and Michelman encouraged the administrators to con- sider presenting staff for election as a complete package. Mr. Spiris responded that due to declining enrollments, continued staff needs assess- ments and size of staff, it was not possible. Mr. Hoffman added that perhaps the administration should consider a different process in the future due to the conditions of the times. Mr. Brown said that after 4 years on the committee he felt his un- derstanding of the process was complete and complimented the administra- tion for its admirable job in teacher evaluation. Mrs. Swanson added that she agreed with Mr. Brown. She said she would be concerned if tenure recommendations were few because it means to her that the screen- ing process had been ineffective for the previous three years. Mr. Hoffman reiterated that his questions were not criticism of the process but one that he felt would provide clarification. Mr. Michelman said the discussion had been most profitable and felt the school commit- tee should wrestle with such items in order to review information and perceptions, and enrich understanding. PROGRAM Dr. Monderer and school nurses, Gladys Newhall and Joan Goudreau SCREENING FOR presented a plan to conduct a pilot program of postural screening at POSTURAL PROBLEMS Muzzey Junior High School in grades 7 and 8. They noted that early identification and treatment could avoid the need for major, expensive, and sometimes dangerous surgery. School physical education staff, nur- ses and school physicians recommended the program to be initiated. The school committee agreed with the superintendent that a pilot program be initiated at Muzzey Junior High School.
