A meeting of the Lexington School Committee was held at the School
Administration Building on Monday, March 21, 1977, at 7:00 p.m. Present
were Swanson, Gaudet, Hoffman, Brown, Michelman and student representa-
rive Jonathan Miller. Also present were Lawson, Maclnnes, Monderer,
Pierson and Barnes.

VOTED: to table the minutes of February 3 and 5, 1977 to the next
scheduled school committee meeting. (Michelman, Brown, Unani-
mous) .
Nancy Abelman introduced the members of the new Student Advisory STUDENT
Committee; Ann Carroll, Ruth Abelman, Jonathan Miller, Evanthia Spe- ADVISORY
lotis and Jonas Berman. Nancy also noted that Jonathan Miller, Chairman COMMITTEE
of the Student Advisory Committee, would serve as student representative
to the school committee. This was the first time that the student repre-
sentative to the school committee has been coordinated with membership
on the Student Advisory Committee. She thanked the members of the school
committee for a very interesting and exciting year. In return, members
of the school committee expressed their gratitude to Nancy for her fine
contributions while serving as school committee representative.
Upon the recommendation of the superintendent of schools it was SCHEDULE OF

The Financial Statement for the month. ending February, 1977 was FINANCIAL

discussed. STATEMENT
The superintendent reviewed the process of the search for a new Ad- NEW PERSONNEL
ministrator of Special Education. He said that the administration had ADMINISTRATOR
received 61 applications for Administrator of Special Education, after OF SPEC. ED,
soliciting throughout the country twice. These candidates were screened
with nine finalists being referred to the interview committee. The in-
terview committee was made up of parents, teachers, a special educator,
and a central office representative. He said the person he was recommend-
ing to the school camaittee was the overwhelming choice of the interview
committee. Dr. Lawson reviewed the credentials of Ms. Mabyn Martin.
The school committee expressed its gratitude to the interview committee
and to the superintendent for his recotmaendation. Upon his recommenda-
tion it was

VOTED: to elect Ms. Mabyn Martin to be Administrator of Special Education
in the Lexington Public Schools for the 1977-78 school year start-
ing June 20, 1977, at the annual salary of $25,002 for a twelve
month year with 22 days of paid vacation. (Brown, Michelman,
Unanimous)
Personnel Changes (Professional & Classified) were discussed. Mr. PERSONNEL
Michelman said that he would like to request the reasons for resignations CHANGES -
and length of service be placed on the personnel changes pages. Mr. Hoff- PROFESSIONAL
man agreed that it was very important to know the reasons for the "ins & CLASSIFIED
and outs" of the system. He said that he would ask for a staff profile
in the future when the entire topic was discussed by the committee. Up-

An informational memo was presented by the superintendent of schools HANCOCK
prepared by Mr. Barnes after a meeting with the principals of Hancock SCHOOL
School, Kay Dillmore; Fiske School, Charles Como; Hastings School, Ellen TRANSITION
Difantis. The informational bulletin described transition plans for the PLANS
Hancock School students containing such events as parent meetings, stu-
dent visitations, and coffee hours.
Dr. Monderer presented a review of the tutoring program and of the TUTORING
anticipated over-expenditure of tutoring funds for 1976-77 . He outlined
the measures being taken to reduce the projected over-expenditure. Fac-
tors attributed to the over-expenditure included the variance of tutor-
ing loads in the schools, and large number of one-to-one tutoring. He
also noted that not all tutors were working with special needs students.
Some were working with other students. He said that one problem was
the variance in interpretation of the definition of special needs from
school to school. He said the development of a standard definition was
a critical item. Mr. Michelman said that it would be a fine idea to
arrive at a set of criteria for special needs students. He wondered
whether we were moving towards a policy of giving special educational
services only to studahts who had been formally labelled "special needs",
after a core evaluation, and whether that would be wise from either a
budgetary or educational standpoint. Dr. Monderer said that he was do-
ing more monitoring a.ong with the principals and was trying to elimi-
nate the con usl:On regarding long-term placement as well as reduction

of one-to-one tutoring. The school committee stated thait in )od
that the program was being reviewed and hoped for a dets,geet report in
the future.
Mr. Michelman asked if the school committee would receive a report ROLE OF
regarding the role of the principal and recommendations of the superin- PRINCIPAL
tendent regarding the role. Dr. Lawson said that there had been some
planning sessions and reactions on the topic and he would report as
soon as possible.
It was
VOTED: to go into executive session at 7:56 p.m. to discuss a matter per-
taining to litigation. It was announced that the school committee
would not be coming out of executive session.
