3. MINUTES
Approval of Minutes of Regular Meeting of December 11, 2018
Upon a motion by Robert D. Peters and seconded by Richard F. Perry the Board
voted to approve the amended Minutes of the Regular Meeting of December 11,
2018, all members having received copies. The roll call vote was as follows:

Upon motion by Weidong Wang and seconded by Robert D. Peters, the Board voted
to accept the Bills and Checks as presented for December 2018. The roll call vote was

5. EXECUTIVE DIRECTORS REPORT
A. LHA Financials
The Board reviewed the November 2018 Financials. We are within our budget
projections. Due to the government shutdown, HUD is closed. Housing
authorities received an email stating that the funding is there for February HAP
checks. If the shutdown continues into March, that will be an issue.
B. Energy Audit
Federal Energy Audits are mandated every 5 years. Suggestions were Energy Star
Appliances, LED lighting and low flow aerators. Caileen also requested a
Physical Needs Assessment to see future needs of the units. This helps as a
planning tool for Capital Funds. The audit has been submitted to HUD.
C. Mass NAHRO & DHCD-contract dispute
In late 2016, DHCD release guidance for Executive Director contracts. They have
since overstepped their boundaries by withholding budgets and having audit
findings for not using their Executive Director contract template. Also, they want
to oversee all funding sources acting as a third party to the contract. The contract
is strictly between the Executive Director and Board. MassNAHRO is now
seeking plaintiffs for a law suit against DHCD. Caileen has a MassNAHRO
meeting this afternoon so she will keep the Board informed.
D. April 2019 Board Meeting date
Due to a schedule conflict, the date of April 2019 Board Meeting will be
4/16/19 at 7:30 A.M.
