Staff. Ralph Pecora, Superintendent, Beth LeBlanc, Utility Billing. Customers/Residents of the following addresses: 24 Carriage Road—Mr. Canes 6 Gerard Terrace—Ms. Manickas 12 Utica Street—Mr. Adhanom 8:00 am Call meeting to order Mr. Wood called the meeting to order at 8:00 am. Status Report of Abatement Requests • 4 Prior cases for review • 3 Recommendations to be reviewed • 0 Recommendations pending WSAB members reviewed appeal cases in order of appearance: 24 Carriage Drive—Customer indicated that a service person removed flow restrictors in an effort to identify a pressure issue. A faulty mixing valve at the hot water tank was subsequently found to be the problem, however excessive usage was noted due to the removal of flow restrictors. Mr. Osten motioned that water/sewer usage over the average usage be calculated at the wholesale rate. The motion was seconded by Mr. Ribich and voted unanimously to approve. 6 Gerard Terrace - The homeowner requested relief due to a broken pipe which caused a spike in usage for two consecutive bills. Mr. Osten motioned that water/sewer usage over the average usage be calculated at the wholesale rate. The motion was seconded by Mr. Ribich and voted unanimously to approve. 12 Utica Street. The homeowner stated that there was a leak in the tenant side of his residence. Mr. Osten motioned that water/sewer usage over the average usage be calculated at the wholesale rate. The motion was seconded by Mr. Ribich and voted unanimously to approve. The following appeal cases were again reviewed by WSAB members: Original hearing date - July 26, 2018 39 Wood Street—Customer provided interim readings and receipt of repair of leak(s) which showed that high usage was a one-time event. Mr. Osten motioned that water/sewer usage over the average usage be calculated at the wholesale rate. The motion was seconded by Mr. Ribich and voted unanimously to approve. 1 Approved Minutes of the 11/01/18 Meeting Lexington Water and Sewer Abatement Board 201 Bedford Street Lexington, MA 02420 Leaks 3 Dover Lane It was moved by Mr. Wood, seconded by Mr. Osten and voted unanimously to accept staff calculation for abatement. Billing/Meter Issues 32 Massachusetts Avenue It was moved by Mr. Wood, seconded by Mr. Osten and voted unanimously to bill all usage at Tier one rates only. 5 Tucker Avenue It was moved by Mr. Wood, seconded by Mr. Osten and voted unanimously to waive interest charges on bills 4901368 and 4901367. Review for approval Minutes of the Meetings from September 13, 2018 It was moved by Mr. Wood, seconded by Mr. Osten and voted unanimously to approve the minutes of the September 13, 2018 meeting as presented. Adjourn It was moved by Mr. Osten, seconded by Mr. Wood and approved unanimously to adjourn the meeting at 9:05 am. Next Meeting Date 2019 -TBD 2
