APRIL 19TV Minutes, Meeting of August 23, 2018

The meeting was called to order at 8:32 AM.
1) The Committee reviewed and approved the meeting minutes of May 14, 2018
by a vote of 5-0.
The Committee next took up item 5 on the agenda due to member time constraints.
5) Discuss mission of Policy Manual Committee
The chair posed the following question to the committee: should the committee look at
the substance of policy questions or should it focus on making sure that policies are
written properly.
The consensus of the committee was that it should address the substance of policy
issues. Some policies are poorly written and need review or need updating to stay
current, but a significant portion of the committee's deliberation should be around the
substance of the policies based on assignments made by the Selectmen.
2) Review draft replacement for the Sustainable Design Policy
The committee received a draft update to the Sustainable Design Policy overnight and
had printed copies at the meeting. There was some disappointment that the policy did
not spell out specific sustainable design targets—but a recognition that this draft was a
step forward and was clear that specific goals need to be set before hiring design teams.
There was a sense that the next Town Manager should further rationalize the building
design and construction process, but that the draft was a positive step forward and
clearly established the scope of concerns to be addressed in building projects. A
member noted that language explicitly balancing economic considerations had been lost
from the draft and requested that it be reinstated.
The Committee approved submitting the draft with the requested edits to the Board of
Selectmen without objection (5-0).
Ms Ciccolo left the meeting to attend another obligation.
3) Review of Battle Green Use policy revision requests
Town staff had requested a few additional updates to the Battle Green Use policy to:
a) amend the section that says no alcohol or illegal substances to no
alcohol, marijuana or illegal substances.
b) revise sign limitation to require signs to be hand held without poles
or sticks
c) under impermissible activities add:
t. Grills, open flames or any other type of cooking devices.
u. Portable restrooms.
The Committee voted to accept the changes as submitted and refer the policy to the
Selectmen (4-0)
4) Roundtable review of "dated" policies
Committee members briefly discussed policies that may need updating. Each member
will prioritize their work list and send that information to the chair for inclusion in
future agendas.
