Wendy Heiger-Bernays, PhD, served as Chair Person. The board reviewed the Community Health Report; MDPH hosted a conference call for LBOHs on Wednesday, September 26' in response recent increase in Hepatitis A cases in Massachusetts. Since April, 2018, 65 cases of acute Hepatitis A infection have been reported to MDPH. These cases are all individuals who have recent experience of homelessness, unstable housing, and/or substance use disorder. There has been 1 death, 90% of these cases have required hospitalization, and many individuals have been co-infected with Hepatitis C. MDPH is making additional state supplied Hepatitis vaccine available to healthcare providers. Lexington's last confirmed case of Hepatitis A in a resident was in September 2016. Lexington Office of Public Health has received the entire order of privately purchased flu vaccine, 1,200 doses and 300 doses of"Fluad". The Office has also ordered 1,000 doses of pre-filled syringes and 400 doses of"Flumist" for children and adults without insurance. The first clinic of the year will be Wednesday, October 3rd from 10:00am to 1:OOpm at St. Brigid's Church. Environmental Health report was reviewed and the following cases were discussed; Beijing Chinese Dining, Maureen Lee, Food Consultant, reviewed the progress of the establishment. An unannounced final audit will be conducted (See April 24, 2018 meeting Minutes for more detail). Wilson Farms; Wendy Heiger-Bernays, PhD, requested that inspection data from past years be reviewed at the October 17, 2018 meeting date. 19C Greeley Village; The Office of Public Health re-inspected the dwelling, and State Sanitary Code violations were remediated. This case is closed (See September 26, 2018 meeting Minutes for more detail). 30 Bernard Street; An anonymous complaint was filed with the Office of Public Health about an alleged nuisance odor complaint. The property owner was contacted to arrange a time to inspect the premises. Variance Request— 101 Hartwell Ave; Brian Grisaru, representing Hartwell Pavilion, requested a variance from Food Code 6-202.15 (A) Outer Openings, Protected: which states in part "outer openings of a food establishment shall be protected against the entry of insects and rodents by: (1)Filling or closing holes and other gaps along floors, walls, and ceilings; (2)Closed , tight-fitting windows; and (3)Solid, self-closing, tight-fitting doors." Hartwell Pavilion would be using a garage style overhead door, which they would like to keep open in nice weather during business hours in the main seating area. There will be an enclosed kitchen in the rear of the building that is not open to outdoor air even when the overhead door is open. The food service counter will have hot and cold wells, a place to make sandwiches, and is located open to the main seating area. After some discussion, Burt Perlmutter, M.D., proposed a motion that stated, "The Lexington Board of Health grants a variance from Food Code 6-202.15 (A) allowing the establishment to operate during nice weather with an outer door opening that is not protected, with the stipulation that an IPM plan he implemented. " Sharon MacKenzie R.N., CCM, seconded the motion. All were in favor. rDNA Regulation Review, Rebecca Carusso, Lexington rDNA Consultant was unable to attend this meeting to review the regulation. This agenda item will be reviewed at the October 17, 2018 meeting date. Elpis Biopharmaceuticals- New rDNA Permit Application; Yan Chen, Elpis representative, reviewed operations and facility specifications for lab and office space at 128 Spring Street. After some discussion, Wendy Heiger-Bernays, PhD, proposed a motion that stated, "The Lexington Board of Health grants an annual rDNA Permit to Elpis Biopharmaceuticals. " Burt Perlmutter, M.D., seconded the motion. All were in favor. Kiniksa Pharmaceuticals- New rDNA Permit Application; Shaun Grier, Kiniksa representative, reviewed operations and facility specifications for lab and office space at 100 Hayden Avenue. After some discussion, Sharon MacKenzie R.N., proposed a motion that stated, "The Lexington Board of Health grants an annual rDNA Permit to Kiniksa Pharmaceuticals. " Wendy Heiger-Bernays, PhD, seconded the motion. All were in favor. The Emergency Preparedness report was reviewed and the following topics were discussed; On Tuesday, September 11th from 11:OOam to 12:00 noon the Health Director and Public Health Nurse met with Region 4ab Planners Tyler Bonnacorsi and Garrett Simonsen at the Lexington Public Schools Central Offices Building Gymnasium for an "Emergency Dispensing Site Reassessment". The planners reviewed the site, the current plan for clinic flow, security and other logistics related to the potential delivery and dispensing of items from the Strategic National Stockpile in the event of an emergency. The planners also reviewed Lexington's "throughput" calculation (the amount of people per hour who could be vaccinated, given antibiotics, etc. (based on the scenario at hand) at the EDS). The reassessment found that Lexington's throughput was sufficient to address Lexington's population, based on Lexington's EDS plans. On Wednesday, September 26th, the Public Health Nurse participated in the quarterly Emergency Preparedness drill. The drill involved signing into the MDPH Web EOC online portal and posting a message within 2 hours of notice of the drill. This was successfully completed. Sharon MacKenzie R.N., CCM, motioned that the meeting be adjourned and Burt Perlmutter, M.D., seconded. All were in favor. The meeting adjourned at 8:41 PM. It was noted that the next meeting will take place on Wednesday, October 17, 2018.
