Approval of Minutes of Regular Meeting of November 13, 2018
Upon a motion by Robert D. Peters and seconded by Nicholas Santosuosso, the Board
voted to approve the amended Minutes of Regular Meeting of November 13, 2018.

4. EXECUTIVE DIRECTOR'S REPORT
A. LHA Financials
Tabled for January 8, 2019 meeting. The FYI Budgets have been approved.
B. CFC FISH# 155100
The Vynebrooke Village paving project is complete. The Certificate of Final
Completion in the amount of$8,193.50 is due to Site Improvements, Inc.
Upon a motion by Richard Perry and seconded by Weidong Wang, the Board voted
to accept the Certificate of Final Completion in the amount of$8,193.50
to Site Improvements, Inc. The roll call vote was as follows:

C. 2018 ACOP Amendment-Over Income in Federal Public Housing
Our ACOP (Admissions and Continued Occupancy Policy) dictates how we
run the Federal Public Housing program. In July 2018, HUD issued a notice
regarding income limitation in Public Housing. The rule requires family incomes
that exceed the very low income for the area be multiplied by 2.4 and be tracked
for 2 years. At that point the LHA can decide to evict or charge a new higher rent
based off the FMR. The LHA's ACOP amendment indicates the LHA will track
over income families, notify them after 1 year and charge the new rent after 2
years if applicable.
In addition, the ACOP is amended to state that the LHA requires an annual
income recertification for flat rent payers rather than every three years.
Upon a motion by Robert D. Peters and seconded by Richard Perry, the Board voted
to approve the 2018 ACOP Amendment of Over Income in Federal Public Housing.

D. Performance Management Review (PMR) results
Staff from DHCD was at our office 10/16/18 to conduct our PMR(Performance
Management Review). Results were favorable other than 2 small issues-
submit reports on time and utility costs exceeding 10% on our budget. Caileen
refuted these issues in response letter. They said we were doing a great job in our
maintenance program: work orders and preventative maintenance plan were
good, and we have been deemed exceptional. Kudos to Mike and staff.
E. Tenant Board Member Legislation
Caileen informed the Board that stakeholders in support of the Tenant Board
Member Legislation testified at the State House on 12/5/18. It was received
favorably and was voted to send to House Ways and Means. They are hoping to
get it passed and adopted before formal session ends in January. It is unclear if it
will effect the March 2019 elections. More information will follow.
