Minutes of Meeting
November 28, 2018
A meeting of the Recreation Committee was held on Wednesday,November 28, 2018 at 8:00pm in Room
237 of the Lexington Community Center, 39 Marrett Road, Lexington.
Members Present: Rick DeAngelis, Lisah Rhodes, Lisa O'Brien, and Francesca Pfrommer
Member Absent: Ruixi Yuan
Staff Present: Melissa Battite, Director of Recreation and Community Programs,Peter
Coleman, Assistant Director of Recreation, Christine Dean, Community Center
Director, and Chris Filadoro, DPW Superintendent of Public Grounds
Others Present: Eileen Jay(School Committee liaison), Doug Lucente (Board of Selectmen
liaison), and Tom Shiple (18 Phinney Road, Lexington)
1. Meeting Minutes from October 17,2018
Lisah Rhodes moved and Lisa O'Brien seconded approval of the Recreation Committee
Minutes of October 17, 2018. The Recreation Committee voted 4-0 to approve the
minutes of October 17,2018.
2. Citizens and other Boards—None
3. Liaison Reports
• Community Center Program Advisory Committee (CCPAC)—Francesca Pfrommer
provided the CCPAC update. Items that were discussed at the CCPAC meeting on
Thursday,November 8'included the CPR memorial to honor Dan Palent, the Lexington
Special Education Parent Advisory Council(SEPAL)Resource Fair will be held on
Saturday, March 2nd at the Community Center, the Cotton Farm revitalization project, and
the curb cut-out in front of the Community Center for the Lexpress bus stop. Christine
Dean, Community Center Director,reported that the Haunted House was a huge success as
hundreds of children came through the facility the night of the event. Ms.Dean also stated
that the CCPAC is in the process of adding a representative from the Lexington Youth
Commission.
• Lincoln Park Sub-Committee (LPSC)—Lisa O'Brien gave an update on the LPSC,
which last met on Tuesday, October 30th. There are new members that need to be
recognized by and current members that need to be reappointed by the Recreation
Committee. David Williams will need to provide a list of active members. The
fundraising for the Granite Forest is continuing and the LPSC will be invited to provide an
update at the February Recreation Committee meeting.

• Community Preservation Committee (CPC) —Lisah Rhodes gave a quick update. The
Recreation capital improvement proj ect requests for FY2020 were presented to the CPC
on Thursday,November 8'by Peter Coleman, Assistant Director of Recreation. The CPC
is currently receiving requests from all departments and organizations and their
recommendations will be finalized by mid-January.
• Board of Selectmen—Doug Lucente reported that the Selectmen will be hearing the
Recreation capital improvement proj ect requests for FY2020 on Monday, December 3rd.
• School Committee—Eileen Jay provided an updated on the later school start time that the
School Committee is considering. The proposed later start time would be for Lexington
High School only and the time frame is not definitive as it could go into effect for the
2019-2020 or 2020-2021 school year(still to be determined). Members of the Committee
expressed their concerns about how a later start time would have a significant impact on
after-school programming (both indoor and outdoor), and thus the revenue that could be
generated by the department. Ms. Jay indicated that the proposed 45-minute later start
time would not necessarily mean practice times would start 45 minutes later. This is a
topic that will continue to be discussed at future Recreation Committee meetings.
Melissa Battite, Director of Recreation and Community Programs, added that the Bicycle
Advisory Committee (BAC) should come to a future meeting to provide an update to the
Committee.
4. Inter Municipal Agreement with Minuteman High School Update
Melissa Battite provided an update on the proposed Inter Municipal Agreement(IMA)with
the Minuteman High School. The working group, community stakeholder design team, and
executive team all continue to meet. Town Counsel will review the memo of understanding
for the IMA next week, the Minuteman School Committee will discuss it at its meeting in mid-
December, and the Town's executive team will review it on Thursday, December 13th. Staff
will provide the term sheet for the IMA and the detailed cost breakdown for the proj ect,
including which elements are and are not CPA-eligible, to the Community Preservation
Committee on Thursday, January 10th
5. 5-Year Capital and Budget Updates
Melissa Battite provided updates on the ongoing capital projects. The contractor for the
athletic lighting project at the Center Recreation Complex has mobilized. It is anticipated that
the project will be completed on or around April 1st. The bids for this project came in higher
than expected. The lighting upgrades at the Center 91 baseball field and Center 92 softball
field will be completed and the conduit for the lights at the tennis courts will be installed
through this project. The Town Pool renovation project is nearing completion. The feasibility
study for the Old Reservoir bathhouse is also nearing completion and the intent is to
incorporate technology into this renovation project much like was done at the Town Pool. The
capital proj ects page on the Department's website is now live. The Department's FY2020
operating budget was presented to the Board of Selectmen on Tuesday,November 27'and the
FY2020 capital budget will be presented on Monday, December 3rd.
6. Recreation, Community Programs, and Parks Reports
Melissa Battite, Christine Dean, and Peter Coleman provided the Committee with their
monthly update. The November 2018 Recreation and Community Programs Report is
included as an attachment to the minutes. The golf course management contract at Pine

Meadows will be awarded early next week. Ms. Battite reported that two companies
submitted bids,which was the first time in a few cycels that multiple bids were received. A
copy of the Department's FY2018 Annual Report was also distributed and is attached to the
minutes. Chris Filadoro, DPW Superintendent of Public Grounds, gave the Parks Report.
Owen Hartery, a DPW staff member,retired on Friday, October 26'after 40 years of service
with the Town. Staff attended a two-day CPR/first aid training program recently. He also
completed a site visit of Gillette Stadium earlier this month to look at the hybrid field. All of
the rain this fall presented challenges with trying to keep the athletic fields playable. DPW is
now gearing up for winter. The first plowable snowstorm is in the books and staff will be
assisting with the initial set-up and installation of the outdoor skating rink at Fletcher Park.
The next meeting of the Recreation Committee is scheduled to take place on Wednesday,December
19"at 7:00pm in Room 237 of the Lexington Community Center. This will be the fourth public
meeting regarding the Center Track and Field reconstruction project,followed by the December
Recreation Committee meeting.
The November 28`" 2018 meeting of the Recreation Committee adjourned at 8:53pm.
