Approval of Minutes of Regular Meeting of October 9, 2018
Upon a motion by Robert D. Peters and seconded by Nicholas Santosuosso, the Board
voted to approve the Minutes of Regular Meeting of October 9, 2018. The roll call
vote was as follows:

Upon a motion by Robert D. Peters and seconded by Nicholas Santosuosso, the
Board voted to accept the Bills and Checks as presented for October 2018. The roll call

4. EXECUTIVE DIRECTOR'S REPORT
A. LHA Financials
We are 6 months in the year and are in good shape.
B. Presentation of FY Budgets; Jenna Milne of Milne, Shaw, Robillard P.C.
Jenna presented the FYI Budgets. The guidelines were released in late
September. They provide for an allowed 4% ANUEL (Annual Non-Utility
Expense Level). The Executive Director salary has been frozen by DHCD for 3
years until another study is completed. Revenues are increasing due to the
purchase of Pine Grove Village units and solar net metering project.
Maintenance labor rates are set by DLI in April. Last winter electric costs were
very high, so we are budgeting more this year. Non-routine expenses include a
new truck, improvements at Bedford Street, tree maintenance and replacement of
equipment.
Upon a motion by Robert D. Peters and seconded by Weidong Wang, the
Board voted to approve the FYI Budgets as presented. The roll call
vote was as follows:

C. HOME Funds-$87,722.00 for Pine Grove Village renovation project
The Board of Selectmen approved the use of FY 18 and FY 19 HOME funds in
the amount of$87,722.00 allocated to Lexington to be used to supplement the
Pine Grove Village modernization project.
Upon a motion by Robert D. Peters and seconded by Weidong Wang, the Board voted
to approve and execute Certificate of Authority of the HOME Project Funding
Agreement authorizing the Executive Director to be the contract officer in the
name and on behalf of the LHA for this funding agreement. The roll call vote was as
follows:
