HomeMy WebLinkAbout2018-09-23-LEXHAB-min LexHAB Board Meeting 1620 Massachusetts Avenue,Suite 4, Lexington, MA 02420 September 12, 2018—7:00 AM Minutes of the meeting held at the offices of LexHAB at 1620 Massachusetts Avenue in Lexington on September 12, 2018 Members present were Bob Burbidge, Les Savage, Bob Phelan, Bill Hays, and Bill Kennedy Patricia Nelson, Counsel for LexHAB. Gerry Howell, Treasurer and Bob Pressman, present. Donna Leary Via Conference Call. Absent were Henry Liu, Martha Wood The Chairman, Bill Kennedy presided. FINANCIAL REPORT Gerry Howell Reviewed comparison of 2017 income and expenses with YTD Rents have increased partially due to Fairview. Expenses increased due to landscape and snow removal. Solar credits at Fairview are being tracked. Motion made to accept Treasurers report. Motion approved. TASK FORCE REPORT Discussion of details of Tenant Selection policy as applied to units on the SHI list but not subject to any Regulatory agreement. Bill Kennedy took the position that these units are grandfathered and therefore Not subject to DHCD requirements for tenant selection. It was agreed that Bill would discuss this further With Liz Rust. FARM VIEW Lester Savage Questioned whether LexHAB could build Farm View using prefab construction. Pat Nelson There will be some public bidding issues.Will run this by LexHAB's public bidding attorney. WRIGHT FARM Lester Savage Major issue of lead specifications given to contractor as they were different than those required by the state. There is a 22K upcharge to meet state standards for lead paint removal. The building needs to meet the higher lead removal standards before Students can start work. Motion made to give Lester Savage the authority to make decisions for expenditures at Wright Farm to$7400. Motion approved. Motion made to approve up to $25,000 for increases in cost of lead paint remediation. Motion approved. Executive Director Bill Kennedy There are two applicants for Executive Director. Executive Director would work up to 20 hours per week, no pension or medical benefits. Lester Savage, Bob Phalen, Bob Burbidge and Donna Leary to interview candidates. Job Description to be forwarded. Gerry Howell Pay scale would be$50/hour—total of$50K/year Motion to acceptAugust minutes. Motion approved. NEXT MEETING October 24,2018 at 7 AM EXECUTIVE SESSION The chairman then proposed that the Board go into executive session to consider tenant matters, stating that consideration of same in open session could have a detrimental effect on the negotiating position of a semi-public body, namely LexHAB, and might also affect adversely the privacy rights of tenants and that the Board not return open session at the end except to adjourn.
