HomeMy WebLinkAbout2016-01-18-HC-min HISTORICAL COMMISSION MEETING MINUTES January 18th, 2016 Call to Order: A public meeting of the Historical Commission was held in the Parker Room of Lexington Town Hall located at 1625 Massachusetts Avenue. The meeting convened at 7:23PM. Historical Commission Members in Attendance: David Kelland, Chair, Frank Kern, Sally Zimmerman, Marilyn Fenollosa(7:26PM) AGENDA ITEM #1 (7:24 PM) Public hearing regarding the full building demolition of the home located at 346 Concord Avenue. APPLICANT (S) PRESENT: Fabian Flori ABUTTER(S) PRESENT: None DOCUMENT(S): -Letter from Ms. Brenda Tabak, Historical Commission Clerk -Form B document regarding address 346 Concord Ave SUMMARY: Mr. Flori discussed the house has been vacant for two years. He showed a letter from 2013 stating 346 Concord Avenue is not preferably preserved. Mr. Flori stated the house is in poor condition. Applicant presented documentation of previous decision that stated the dwelling is not preferably preserved. HC COMMENTS: The commission asked what the homeowner plans to build if demolished. Mr. Flori, the applicant stated that their intent was to build a 1,600 square foot colonial. The commission discussed there being no reason to overturn their decision from last time. PUBLIC COMMENTS: None MOTION: Moved by Mr Kern. Seconded by Ms. Zimmerman to find 346 Concord Ave is not preferably preserved. VOTE: Mr. Kelland, Mr. Kern and Ms. Zimmerman in favor 3-0 AGENDA ITEM #2 (7:30PM) Public hearing regarding full building demolition of the home located at 332 Concord Avenue. APPLICANT (S) PRESENT: Paul Reardon ABUTTER(S) PRESENT: None DOCUMENT (S): -Letter from the nephew of the home owner, Paul Reardon stating the condition of the home -Home inspection report -Photographs of the property -Plot plan SUMMARY: Mr. Reardon discussed the conditions of the house and why he would like to get approval for demolition. He also requests that the house be removed from the Historical registry. Applying for both dwellings to be demolished. HC COMMENTS: The commission found that the reasons for demolition are appropriate. House is significant but not preferably preserved. PUBLIC COMMENTS: None VOTE: Mr. Kelland, Mr. Kern, Ms. Zimmerman, Ms. Fenollosa 4-0 AGENDA ITEM #3 UPDATES (7:45PM): Discussion on clarification of policy concerning transferability of demolition permits. The commission will add an agenda item for this during February 15th meeting. The Commission also discussed the progress of the NCD. AGENDA ITEM #4 VOTE TO ACCEPT MEETING MINUTES (8:10PM): The commission made minor changes regarding the meeting minutes from December 21st 2016. Motion to accept meeting minutes as amended. Voted 3-0 Mr. Kelland, Mr. Kern, Ms. Fenollosa AGENDA ITEM #5 ADJOURN (8:17PM) Meeting adjourned 8:17PM
