Members Present: Rick DeAngelis, Lisah Rhodes, Lisa O'Brien, Francesca Pfrommer, and Ruixi Yuan Staff Present: Melissa Battite,Director of Recreation and Community Programs, Peter Coleman, Assistant Director of Recreation, and Christine Dean, Community Center Director Others Present: Sandy Beebee(Capital Expenditures Committee liaison), Ellen Cameron (Council on Aging liaison), Tim Clackson (14 Winthrop Road,Lexington), Anhthu Day(100 Wood Street), Cynthia Pfeiffer(298 Marrett Road), Beth Sager (2 Whittier Road),Joe Seidel (10 Lincoln Terrace, Lexington), and Nancy Shepard(Community Center Program Advisory Committee 1. Meeting Minutes from July 25,2018 Francesca Pfrommer moved and Lisa O'Brien seconded approval of the Recreation Committee Minutes of July 25, 2018. The Recreation Committee voted 4-0-1 to approve the minutes of July 25,2018. 2. Citizens and other Boards—None 3. Liaison Reports Francesca Pfrommer, liaison to the Community Center Program Advisory Committee (CCPAC)reported that LexSwim gave its presentation at the August CCPAC meeting. Ms. Pfrommer also indicated that the idea of conducting a community-wide recreation needs assessment was discussed at the meeting. Rick DeAngelis, Chairman of the Recreation Committee, stated that a representative from the Lincoln Park Sub-Committee (LPSC) should be invited to attend the October or November Recreation Committee meeting to provide an annual update. 4. LexSwim Presentation Beth Sager,resident of 2 Whittier Road, spoke to the Recreation Committee about the need for an indoor swimming facility in Lexington. This was the same presentation that was given at the CCPAC meeting in August. A pool is not being rebuilt as part of the new Minuteman High School and this served as a catalyst to the group LexSwim forming. The vision of LexSwim is to"create year round, accessible swim opportunities that promote physical and mental health, and water safety for Lexington residents including children, seniors, 2 competitive swimmers, adults, and those with special needs." Throughout the informative presentation,Ms. Sager cited research and statistics to emphasize how beneficial swimming is for people of all ages and abilities. The presentation provided an overview of the indoor pools that are operational or currently being constructed in surrounding communities. The presentation outlined three potential options in Lexington: installing a bubble over the Irving H. Mabee Town Pool Complex,building a pool on the Pelham Road property, or purchasing land and creating a stand-alone pool. Other factors to consider are the configuration recommendations as well as the financing and revenue options. The Committee members asked a variety of questions regarding the financing options and space requirements needed for a project of this magnitude. It was recommended that a feasibility study be completed to determine size, design, and parking requirements and LexSwim was encouraged to gauge what the genuine interest in having an indoor pool is, which would help validate the need. Melissa Battite, Director of Recreation and Community Programs, indicated that a Recreation Community Needs Assessment is an inclusion in the FY2020 capital budget. If the funding is approved at Town Meeting,the needs assessment would be completed on all recreational activities and facilities in Town and the findings of the assessment could be incorporated into the 5-Year Capital Plan in future years. Rick DeAngelis agreed, stating that the Recreation infrastructure are assets and resources that must be maintained throughout the community. The Committee thanked Ms. Sager for her presentation and suggested that LexSwim continue its efforts and report back to the Recreation Committee, as needed, moving forward. 5. LUSC Temporary Portable Light Request Joe Seidel, President, and Tim Clackson, Fields Coordinator, of the Lexington United Soccer Club (LUSC)requested permission for LUSC to use temporary lights at Lincoln#1 and Lincoln#3 on weeknights from 5:30pm-8:30pm beginning on Tuesday, October 9'and ending on Friday,November 9t". Mr. Clackson stated that the request to have temporary lights at both Lincoln fields was a result of Center#1/#2 being offline this fall due to the lighting renovation project that will be taking place at the Center Recreation Complex throughout the fall. LUSC will cover the cost to operate the lights and ensure proper installation of the fixtures. While the option of installing lights at Diamond was explored, it was determined to not be feasible due to the close proximity of the neighbors and it would be difficult to install the lights safely at this site. Mr. Clackson also indicated that LUSC has successfully used temporary lights at Lincoln in previous years (Fall 2014, 2015, and 2016, and Spring 2015 and 2017). Children in grades 5 and under would use the fields from 5:30-7:00pm and participants in grades 6-8 would use the fields from 7:00-8:30pm. Ruixi Yuan made the following motion: The Recreation Committee votes to approve the installation of temporary lights at Lincoln #1 and Lincoln #3 from October 9, 2018 through November 9, 2018,following the same conditions that were outlined and followed in previous years. Francesca Pfrommer seconded the motion. The Recreation Committee voted 5-0 to approve. 6. Capital 5 Year Plan and Updates The ADA accessible path at Adams Park has been completed. The bid opening for the Center Recreation Complex lighting upgrade project will be held on Thursday, September 20th. The first public meeting on the Center Track and Field reconstruction project will take place on Thursday, September 13"'. The feasibility study on the Old Reservoir bathhouse renovation is ongoing and the new mower,bunker rake, and spreader for Pine Meadows have been purchased. 39 MARRETT ROAD,LEXINGTON,MASSACHUSETTS 02421 3 Peter Coleman,Assistant Director of Recreation, presented a draft of the FY2020-FY2024 Recreation 5-Year Capital Plan. The plan includes 13 different categories over the next five years with an estimated cost of over$22 million. The six projects scheduled for FY20 are entering into a proposed Inter Municipal Agreement(IMA)with Minuteman High School for the shared development,use, and operations of a Recreation Athletic Complex, completing a Recreation Community Needs Assessment,renovation of the Old Reservoir bathhouse, renovation of the athletic fields at the Diamond Middle School, a series of golf course improvements at Pine Meadows, and resurfacing and restriping the tennis and basketball courts at Adams Park. The IMA with Minuteman High School would result in the development of a state-of-the-art athletic complex. The complex would include a stadium-like facility with a multi-purpose field,track, and structures such as bleachers, a press box, concession stand, and storage shed. It would also include a new softball field with an overlaying multi-purpose field, a new senior baseball field with an overlaying multi-purpose field, and six new tennis courts. The fields would be synthetic turf and new lighting systems would be installed at all of the fields and tennis courts. The Recreation Community Needs Assessment will provide critical data and information that will be used to determine which programs, services, and facilities should be included in the Community Center campus expansion in the future. After a brief discussion, Lisah Rhodes made the following motion: The Recreation Committee votes to approve the FY2020-FY2024 Recreation S-Year Capital Plan and the prioritizations as outlined in the plan. Lisa O'Brien seconded the motion. The Recreation Committee voted 5-0 to approve. 7. Recreation and Community Programs Report Melissa Battite,Peter Coleman, and Christine Dean, Community Center Director,provided the Committee with their monthly update. The September 2018 Recreation and Community Programs Report is included as an attachment to the minutes. 8. Parks Report-None The next meeting of the Recreation Committee is scheduled to take place on Thursday, September 13th at 6:00pm in the Dining Room of the Lexington Community Center. This will be the first public meeting regarding the Center Track and Field reconstruction project. The September 11 rig, 2018 meeting of the Recreation Committee adjourned at 8:38pm.
