HomeMy WebLinkAbout2017-10-18-HC-min HISTORICAL COMMISSION MEETING MINUTES October 18th 2017 Call to Order: A public meeting of the Historical Commission was held in the Parker Room of Lexington Town Hall located at 1625 Massachusetts Avenue. The meeting convened at 7:30PM. Historical Commission Members in Attendance: David Kelland, Chair, Marilyn Fenollosa, Diane Pursley AGENDA ITEM #1 (7:30 PM) Possible National Register nomination for Tower Estate/Community Center -Ms. Fenollosa discussed the eligibility with the commission. Ms. Fenollosa would like to apply for CPC funding. The application for funds are due November 1st. David supports this authorization. AGENDA ITEM #2 (7:34 PM) Continued hearing on the full building demolition at 70 Ward Street. (Applicant: William Ward and Louise Barbic, homeowners) -The commission voted 3-0 to be continued to the meeting next month, November 18th 2017. 3-0 Mr. Kelland, Ms. Fenollosa, Ms. Pursley in favor. AGENDA ITEM #3 (8:15 PM) Public hearing on the garage at 110 Shade Street APPLICANT (S) PRESENT: Joanne Kuo, Nashawtuc Architects Fen Mei, Homeowner ABUTTER(S) PRESENT: None DOCUMENT(S): Proposed plans, site plan and photos dated 10/18/17 SUMMARY: Ms. Kuo went over the plans with the commission. The homeowner wants to cut down the cost of the garage so Ms. Kuo is coming forward with new plans. Ms. Kuo showed photos of the houses in the neighborhood with similar garages. Mr. Kuo is proposing to put the garage closer to the front loop of the driveway to help with foundation costs and reduce the amount of stone exposure. The proposed floor plan is 572 square feet, the proposed garage before was over 800 square feet. Ms. Kuo went over the design with the commission which will be similar to the main house. HC COMMENTS: The commission liked the design of the garage and had no issues with the plans. PUBLIC COMMENTS: None MOTION: Moved by Ms. Fenollosa that we permit the construction of the garage according to plans dated October 17th 2017 seconded by Ms. Pursley. VOTE: 3-0 Mr. Kelland, Ms. Fenollosa, Ms. Pursley in favor. AGENDA ITEM #4 (7:49 PM) Public hearing on the roofline change at 38 York Street ABUTTER(S) PRESENT: Rick and Lisa Tyson, Homeowners Amy Nastasi, Architect Will Lacas, Builder DOCUMENT(S): Plans dated 9/19/17 SUMMARY: Mr. Tyson went told the commission him and his family have lived in the home for 11 years and looking to do a renovation. There are three primary objections: -Steep driveway: Goes into a small one car garage. It's dangerous in the winter time and hard to park -Want to convert the garage space into a family room. The structure on the outside would remain the same. They would then, move the driveway to the northwest side of the house which is a flatter grade, it would come in where the screen porch is now. -The porch is facing a lot of rot, and in bad shape. The porch would become a 2 car garage. They would use the space above for a master bedroom. Ms. Nastasi also went over the plans in detail with the commission. HC COMMENTS: Mr. Kelland asked if they are changing the footprint of the garage. Mr. Tyson said no. The footprint of the house will not change. The commission asked about setback and Ms. Nastasi told the commission they are within all their setback requirements. The commission had no further questions with the proposed plans. PUBLIC COMMENTS: None MOTION: Moved my Ms. Fenollosa that we permit the roofline change according to the plans submitted to us dated 9/19/17. Seconded by Ms. Pursley. VOTE: 3-0 Mr. Kelland, Ms. Fenollosa, Ms. Pursley in favor. AGENDA ITEM #5 (7:49 PM) Public hearing on the garage demolition, partial building demolition and roofline change at 364 Marrett Road. APPLICANT (S) PRESENT: Amy Nastasi, Architect Julie Fullerton, Homeowner ABUTTER(S) PRESENT: None DOCUMENT(S): Plans dated 10/18/17 Photos of existing house SUMMARY: Ms. Fullerton moved to Lexington with her husband twelve years ago and loved her small Dutch colonial home. Ms. Fullerton has three children and wants to add more space. Ms. Nastasi also went over the plans in detail with the commission. The plan is to add a bedroom and a bathroom on the second floor and a family room and bathroom on the first floor then a garage underneath. There is a garage currently but its small and falling apart and hard to pull into and out of. The neighbors did a similar project two years ago (358 Marrett Road). HC COMMENTS: The commission had no concerns and were comfortable with the plans. PUBLIC COMMENTS: None MOTION: Moved my Ms. Fenollosa that we permit the roofline change, garage demolition and partial building demolition according to the plans submitted to us dated 10/18/17. Seconded by Ms. Pursley. VOTE: 3-0 Mr. Kelland, Ms. Fenollosa, Ms. Pursley in favor. AGENDA ITEM #8 (8:10 PM) Adjourn
