HomeMy WebLinkAbout2017-06-21-HC-min HISTORICAL COMMISSION MEETING MINUTES June 21"2017 Call to Order: A public meeting of the Historical Commission was held in the Parker Room of Lexington Town Hall located at 1625 Massachusetts Avenue. The meeting convened at 7:30PM. Historical Commission Members in Attendance: David Kelland, Chair, Marilyn Fenollosa and Diane Pursley, Wendall Kalsow AGENDA ITEM #1 (7:31 PM) Public hearing on the roofline change at 7 Theresa Avenue APPLICANT (S) PRESENT: Tama Evron, homeowner ABUTTER(S) PRESENT: None DOCUMENT(S): Copy of plans dates 4/11/2017 SUMMARY: Tama Evron is the homeowner at 7 Theresa Avenue. She went over the plans with the commission for adding a new bathroom onto the second floor. She said adding another bathroom is critical for her family. She loves the home and the neighborhood and does not want to move. She already went through the Zoning Board of Appeals and got approval for the bathroom addition. HC COMMENTS: The commission went over the plans with Ms. Evron. The board had concerns over the placement of the new dormer. Ms. Evron explained the architect tried to work with the existing conditions of the house. The commission mentioned Ms. Evron having her architect meet with Mr. Kalsow to go over plans that will work better. PUBLIC COMMENTS: None MOTION: Moved by Mr. Kalsow the commission voted 2-1 with David Kelland abstaining to deny the proposed roofline change and suggest that the applicant consider keeping the proposed structure symmetrical with the existing dormer and less visible from the street. VOTE: 2-1 Mr. Kalsow and Ms. Fenollosa opposed and Ms. Pursley in favor. AGENDA ITEM #2 (7:50PM PM) Public hearing on the full building demolition located at 100 Simonds Road. APPLICANT (S) PRESENT: Joseph Gelormini, homeowner ABUTTER(S) PRESENT: Ed and Kim Bond 105 Simonds Road Tal Dinnar 95 Simonds Road Dana Hunt 108 Simonds Road Denise Bianco, 127 Simonds Road Yannick Fillon 107 Simonds Road DOCUMENT(S): None SUMMARY: Mr. Gelormini discussed coming to the commission last month and getting approval for an addition on 100 Simonds Road except for the windows. He was hoping he could keep the existing windows but that will not work. He also said due to the new zoning bylaw changes he would not be able to do the addition as planned anyways. He decided to come forward for a full building demolition. HC COMMENTS: The commission asked if Mr. Gelormini made any effort to sell the house. Mr. Gelormini explained the house was on the market for quite some time, he waited and then put an offer on the house. Ms. Pursley also mentioned she admired this house for years and enjoyed its historical character and feels it could be livable. PUBLIC COMMENTS: The neighbors of 100 Simonds came forward to discuss the uniqueness of the house and would like it to stay like in kind with the neighborhood and want to see it preserved. The neighbors also discussed their concerns regarding the size the new house would be compared to the rest of the neighborhood. MOTION: Moved by Ms. Fenollosa to find the house preferably preserved and impose 12 month demolition delay which will expire 6/22/2018 VOTE: 4-0 Ms. Fenollosa, Mr. Kalsow, Ms. Pursley and Mr. Kelland AGENDA ITEM #3 (8:07PM) Public hearing on the full building demolition at 27 Clarke Street APPLICANT (S) PRESENT: Jason Brickman, Developer Dustin Melvin, Architect Kenneth Busa, Builder Thomas Busa, Attorney ABUTTER(S) PRESENT: Kate Colburn, 49 Forest Street Lee Webster, 22 Forest Street Suzanne Marner, 33 Forest Street Shu Lei, 34 Forest Street Susan Luperfoy, 31 Clarke Street Norman Cohen 33 Forest Street DOCUMENT(S): Packet containing area form information, plot plan, and photos on 27 Clarke Street SUMMARY: Mr. Melvin discussed the packet made for the commission regarding 27 Clarke Street. Mr. Melvin explained the house is not listed specifically in the area form and therefore does not believe the house should be preferably preserved. The house was built in 1964. HC COMMENTS: The commission discussed whether or not 27 Clarke Street should remain listed on the Comprehensive Cultural Resources Survey. PUBLIC COMMENTS: Abutters from 27 Clarke Street came forward to discuss their reasons the home should not be demolished. 27 Clarke Street is part of form J which specifically lists Garrison Colonial homes hence why it is considered historical. The abutters feel this home is significant due to that. This neighborhood is described as one of Lexington's more historical architecturally cohesive neighborhoods. The abutters also mentioned concerns over the size of the house. This house would be significantly larger and not in keeping with the modest styles on Forest Street. They want to preserve the neighborhood character. MOTION: Moved by Ms. Fenollosa to find the demolition of the building to be detrimental to the historical and architectural heritage and resources of the town and therefore should be considered a preferably persevered building and impose the one year demolition delay expiring on June 22, 2018. Seconded by Mr. Kalsow. VOTE: 4-0 Ms. Fenollosa, Mr. Kalsow, Ms. Pursley and Mr. Kelland AGENDA ITEM #4 COMMUNICATIONS FROM THE PUBLIC (9:01PM) None AGENDA ITEM #5 (9:02PM) Appointment of Diane Pursley as Turning Mill NCD Representative Moved by Ms. Fenollosa seconded by Mr. Kalsow 3-0 all in favor Ms. Fenollosa, Mr. Kalsow, and Mr. Kelland AGENDA ITEM #6 (9:03PM) Appointment of Marilyn Fenollosa as Historical Commission representative to Community Preservation Committee. Moved by Mr. Kelland seconded by Mr. Kalsow 3-0 Ms. Pursley, Mr. Kalsow, and Mr. Kelland in favor AGENDA ITEM #7 (9:04PM) Turning Mill NCD Study Report and Pierce Lockwood NCD -Sally Castles member Turning Mill NCD study, present at meeting -Donna Moltrup Chair, Pierce Lockwood NCD,present at meeting Mr. Kelland wanted to go over the timeline and process of what may need to be done as a commission. Ms. Pursley explained by mid-august have to send out certified mailing announcing the public hearing between Historical Commission and the Planning Board. Which will occur in September/October. Timeline: The board is planning for a meeting September 5th, 6th or 7th. Then neighbors have 25-30 days to opt out. Then the lines have to be re-drawn. Town meeting would take place right after this. Ms. Pursley also mentioned now that she is on the Historical Commission board, there needs to be a new NCD member. Ms. Pursley mentioned speaking with Carol Kowalski and wanting to get more feedback from the staff on the NCD and the process before going to town meeting. AGENDA ITEM #8 (9:30PM) Adjourn
