Members Present: Lisah Rhodes,Lisa O'Brien,Francesca Pfrommer, and Ruixi Yuan Members Absent: Rick DeAngelis Staff Present: Melissa Battite,Director of Recreation and Community Programs,Peter Coleman, Assistant Director of Recreation, Christine Dean, Community Center Director, and Chris Filadoro,DPW Superintendent of Public Grounds Others Present: Doug Lucente (Board of Selectmen liaison),Mark Andersen(2 Thoreau Road), Anhthu Day(100 Wood Street),Ken Ford, (22 Philip Road), Bobby Lyng(2 Russell Square), Cynthia Pfeiffer(298 Marrett Road),Beth Sager(2 Whittier Road),Umesh Shelat(34 James Street),Allyson Whyte(8 Watson Road) Prior to the official start of the meeting, the Recreation Committee received an update on golf course operations from John Allen, Pine Meadows Golf Club Superintendent. The Recreation Committee also viewed the newly renovated 4t'green,which was completed in the spring. 1. Meeting Minutes from June 20,2018 Francesca Pfrommer moved and Lisa O'Brien seconded approval of the Recreation Committee Minutes of June 20,2018. The Recreation Committee voted 3-0-1 to approve the minutes of June 20,2018. 2. Citizens and other Boards Mark Andersen,resident of 2 Thoreau Road and Town Meeting Member, spoke to the Recreation Committee about the need for an indoor swimming facility in Lexington since a pool is not being rebuilt as part of the new Minuteman High School. Mr. Andersen informed the Committee that the group LexSwim has formed. LexSwim will examine opportunities for year-round swimming in Lexington and how to make swimming opportunities available for all Lexington residents. LexSwim would like to be included on the agenda and give a formal presentation at the Recreation Committee meeting in August. Cynthia Pfeiffer,resident of 298 Marrett Road, added that there is a high demand for aquatics in Lexington and people will be displaced with the pool at Minuteman High School going away. Bobby Lane and Ken Ford attended the meeting on behalf of Lexington Youth Lacrosse (LYL). They were curious to see how the Recreation Committee operates and are looking forward to grow the sport of lacrosse within the community. 2 3. Liaison Reports Doug Lucente updated the Committee on the goal setting process for the Board of Selectmen. The initial list included 55 goals and that list has now been reduced down to 21 goals that were determined to be of utmost importance. One of the goals included on the revised list is to look for open space for parks and recreational opportunities to meet the recreational needs within the community. 4. Liaison Assignments Following up on a conversation that took place during the June meeting, Franceca Pfrommer expressed her interest in serving as the liaison to the Community Center Program Advisory Committee (CCPAC), Lisa O'Brien is interested in serving as the liaison to the Lincoln Park Sub-Committee(LPSC), and Lisah Rhodes would like to be the liaison to the Community Preservation Committee(CPC). After a brief discussion, Ruixi Yuan made the following motion: The Recreation Committee votes to appoint Lisah Rhodes as liaison to the Community Preservation Committee, Lisa O'Brien as liaison to the Lincoln Park Sub- Committee, and Francesca Pf�ommer as liaison to the Community Center Program Advisory Committee. Lisa O'Brien seconded the motion. The Recreation Committee voted 4-0 to approve. Melissa Battite,Director of Recreation and Community Programs, mentioned that the Committee should consider appointing a liaison to the Bicycle Advisory Committee at a future meeting since Sandra Shaw is no longer serving in that capacity. The Minuteman Bikeway 25r'anniversary celebration will take place on Saturday, September 29r'from 11:00am-3:00pm. Christine Dean, Community Center Director, stated that the Community Center Program Advisory Committee will be full with the appointment of Sandra Shaw as the Council on Aging liaison to the Committee. 5. Capital 5 Year Plan and Updates Melissa Battite, Director of Recreation and Community Programs,provided the Committee with an update on the 5-year capital plan. Staff are currently working on creating the FY2020- FY2024 5-Year Capital Plan. Final recommendations must be submitted by mid-September, so the plan will be reviewed and voted on at the August meeting. The FY2019-FY2023 capital plan will provide the framework for this year's plan. Staff will be visiting playgrounds, relying on recommendations from the Recreation Facilities and ADA Compliance Study, consider a potential software replacement,review proposed golf course improvements, and the current equipment inventory at Pine Meadows when putting the capital plan together. Ms. Battite informed the Committee that the department recently received a grant from the United States Tennis Association (LISTA)to paint blended tennis lines on all 10 courts and pickleball lines on 4 courts at the Gallagher Tennis Courts. Between Clarke and Gallagher,there will be 10 outdoor pickleball tennis courts in Lexington and Ms. Battite recommended the removal of the $100,000 request for outdoor pickleball court construction in FY2021. The Recreation Site Assessment for Potential Land Acquisition capital request that has served as placeholder in previous years will be populated this year. The Town's potential partnership with Minuteman High School is coming together very quickly as legislation will be signed on July 26, 2018 stating that the long term agreements up to 50 years are possible with this new legislation. Minuteman High School is interested in having a partnership solely with the Town of Lexington. The various youth and adult sports organizations, as well as the athletics department at Lexington High School will be consulted on this partnership moving forward and a specific dollar amount will be requested in FY2020. 6. Recreation and Community Programs Report Melissa Battite provided the Committee with her monthly update. The July 2018 Recreation and Community Programs Report is included as an attachment to the minutes. Ms. Battite 39 MARRETT ROAD,LEXINGTON,MASSACHUSETTS 02421 3 reported that approximately 500 feet of fence is being removed as part of the dam project at the Old Reservoir. The remaining fence will be reviewed in the future. Lisah Rhodes expressed her gratitude to staff for clearly communicating information and updates about the project through social media as well as having the fence removal included in the project. Route J of ACROSS Lexington,which is located near Adams Park is moving forward. The first neighborhood meeting on the Center Track and Field reconstruction project is scheduled to be held on Thursday, September 13 . 7. Parks Report Chris Filadoro, DPW Superintendent of Public Grounds,provided the Parks Report. DPW supports Recreation through the maintenance of the parks,playgrounds, and athletic fields and overseeing the mechanical day-to-day operations at the Irving H. Mabee Town Pool Complex. This includes grass cutting, trash removal, and lining the athletic fields and Mr.Filadoro indicated that summer is a very busy season for his staff. Melissa Battite added that the DPW staff were instrumental in getting the Town Pool open for the season and have continued to be instrumental in keeping the Town Pool open throughout the season. Mr. Filadoro reported that the irrigation upgrade project at the athletic fields is approximately 50% complete. The next meeting of the Recreation Committee is scheduled to take place on Wednesday,August 15ri',2018 at 6:30pm in Room 237 of the Lexington Community Center. This will be a joint meeting with the Community Center Program Advisory Committee(CCPAC). The June 20", 2018 meeting of the Recreation Committee adjourned at 8:00pm.
