HomeMy WebLinkAbout2018-06-13-LEXHAB-min LexHAB Board Meeting June 13, 2018—7:00 AM Minutes of the meeting held at the offices of LexHAB at 1620 Massachusetts Avenue in Lexington on June 13, 2018. Members present were Bill Kennedy, Bob Burbidge, Les Savage,Gerry Howell, Bob Phelan, Martha Wood, Bill Hays, Donna Leary, Henry Liu and Patricia Nelson,Counsel for LexHAB. Bob Pressman,Selectman also present. The Chairman, Bill Kennedy presided. MINUTES APPROVAL Meeting Minutes for April and May reviewed and accepted. Note made that Henry Liu was absent in May and this was corrected. FINANCIAL Presented by Gerry Howell Reviewed P & L—reviewed Five months statement(Jan—May) 2018 of income and expenses Expenses • Bob Phelan indicated that Lexington lawn invoices were being reviewed. Lexington Lawn claims$20K is owed from previous years—this is being reviewed and discussed. General Expenses Utility • Discussed Solar credits for Fairview. Professional Services All in favor to accept Treasurers report. FARM VIEW Reported that the construction contract has been put out for bid again. July 11 sub bids are due. Discussed notifying additional contractors who worked on affordable housing in other towns. Discussed Value Engineering of latest bid package including change in siding to vinyl. Discussed requesting help of public bidding attorney to review bid package and restructuring of LexHAB to avoid public bidding requirements. WRIGHT FARM Lester Savage Out for Bid again. Bid due end of July 25. Bid for Farm view is also the end of day July 25. TASK FORCE The Board voted to approve the attached policies and procedures for tenant selection, renewal and rent determinations as recommended by the Task Force. NEXT MEETING Wednesday,July 18 2018 at 7 AM. EXECUTIVE SESSION The chairman then proposed that the Board go into executive session to consider tenant matters, stating that consideration of same in open session could have a detrimental effect on the negotiating position of a semi-public body, namely LexHAB, and might also affect adversely the privacy rights of tenants and that the Board not return open session at the end except to adjourn.
