MINUTES OF MEETING
of the
Lexington Historic Districts Commission
Wednesday 19 September 1990
A meeting of the Lexington Historic Districts Commission was held on
Wednesday, September 19, 1990 in the Selectmen's Meeting Room of the Town
Office Building, Lexington, Massachusetts.
Present at the meeting were Commissioners John L. Davies, Chairman;
Linda J. McAuley, Secretary; Stephen M. Politi; Associate Commissioners
Walter H. Bergler, Jr.; and Elizabeth B. Cotten; and Charles D. Grant, Clerk.
At 8:00 PM the Chairman declared the meeting open and read the notice on
the application of Lisa Puopolo d/b /a Liatris Hair Design with respect to the
erection and display of a sign on the building at 6 Muzzey Street, which is
within the Battle Green District. She and James Puopolo presented a plan of
the sign and showed a photograph of the building where the sign is to be
installed. It was VOTED unanimously that the sign, made of wood measuring
6' -8" long X 1' -8" high, painted white with incised letters reading "Liatris"
in script letters painted black, and "Hair Design" in painted black letters
underneath, be approved as presented, with the added provision that there be
approximately 4" between the top of the window casing and the bottom of the
sign.
Bills of $66.49 from Beacon Communications, and $348.75 for services
plus $117.79 for expenses from C.D. Grant were VOTED unanimously.
At 8:15 PM the Chairman read the notice on the application of Nancy
Schock for an exterior architectural change on the building at 8 Marrett
Road, which is within the East Village District. She and Charles Schock
presented a set of plans, including the north elevation showing the proposed
extension to the kitchen, the west elevation showing no change, the plot plan
and the construction section, and a set of photographs. In a discussion on
the windows visible on the north elevation, their different sizes were deemed
appropriate because the old windows will be used in the new extension. It
was VOTED unanimously that the proposed change be approved as presented, with
the materials and colors to match those on the existing building.
At 8:30 PM the Chairman read the notice on the application of Cary
Memorial Library for an exterior architectural change on the building at 1847
Massachusetts Avenue, which is within the Battle Green District. The
proposed change concerns the installation, in the interest of comfort and
conservation, of operating casement windows and screens in two of the five
existing windows in the bottom tier of windows in the main reading room.
Robert Hilton, Director of the library, presented a photograph on which the
proposed redesigned windows were sketched. It was VOTED unanimously that the
installation of the proposed operating casement windows be approved as
presented.
In the fourth hearing, the Chairman read the notice on the application
•
- 2 -
of Stately Flowers, Inc. for an exterior architectural change to the building
at 7 Meriam Street, which is within the Battle Green District. Lynn Coffland
and Curt Corazzini presented a plan, prepared by William Blanchard, awning
makers in Wakefield, Massachusetts, of a new awning proposed for the entrance
of their business in the Giroux Building, and a sample of the material.
Although they had no fault with the dimensions, fabric and its color and the
design to be painted on the awning, the members of the Commission had
difficulty in picturing how the awning would appear on the building which has
such a strong linear design. In that the applicants did not receive the
notice sent from the Commission, the problem seemed to be one of
communication and therefore it was decided that the hearing should be
continued by reviewing the complete set of plans by telephone as soon as they
are received by the Commission.
In the next hearing the Chairman read the notice on the application of
Ron Castellucci d/b /a Lexington Family Chiropractic concerning the erection
and display of signs on the building at 1775 Massachusetts Avenue, which is
within the Battle Green District, and also noted that this hearing raises the
issue of 2nd floor signs in the Historic District. The applicant presented a
floor plan of the second floor of the building, a drawing of the proposed
signs, and photographs of the elevations of the building where the proposed
signs should be installed. It was VOTED (Commissioners Davies and Politi,
and Associate Commissioners Bergler and Cotten voting Aye; and Commissioner
McAulay voting Nay) that the following signs be approved:
1. A sign, to be centered between the window and the right side of
the 2nd floor of the east side of the building facing BayBank
and the parking lot, measuring approximately 3' -4" long X 2' -9"
high, made of wood, reading "Lexington Family Chiropractic" in
dark blue lettering on a light grey background, and having a
border in gold leaf, as shown in the submitted drawing.
2. A sign, to be located on the first floor of the blank wall on
the west side of the building facing Depot Square, and with the
top of the sign approximately level with the top of the door on
north side, and identical to the first sign.
3. "Lexington Family Chiropractic" painted in black lettering in
two lines over the door on the north side of the building,
replacing "Marshall- Bartlett Incorporated" and matching "Wells
& Balthasser Assoc. Insurance" underneath it.
At 9:45 PM the Chairman read the notice on the application of Lemon
Grass, Inc. concerning the erection and display of a sign on the building at
1708 -1710 Massachusetts Avenue, which is within the Battle Green District.
The owner, Lee Narbunshant, and his lawyer Stephen Russian, presented a plan
of the proposed sign prepared by Thompson Corporation of Walpole, and a
photograph of the building showing where the proposed sign is to be located.
It was VOTED unanimously that the proposed sign, made of wood measuring 16'
long X 30" high, with incised letters reading "Lemon Grass Thai Cuisine" in
gold against a dark green background (Chromatic Paint Corporation #148), and
an outer border painted black, be approved as submitted, except that the gold
be gold leaf rather than gold paint.
The next hearing concerned a color change proposed by Laurel Hudson for
- 3 -
the building at 8 Parker Street, which is within the Battle Green District.
• It was VOTED unanimously that the proposed changes, which are that the carved
details such as corner brackets, spindles and gingerbread be painted a light
blue similar to Benjamin Moore #1425, the trim be painted California Paints
"Birchwood" #45044, while the body of the house should remain grey, be
approved.

At 10:00 the Commission took up the continued hearing on the application
of Mary Ouzounian for external architectural changes to the building at
1001 -1003 Massachusetts Avenue, which is within the East Village District.
It was VOTED unanimously that the installation of two identical baked white
enamel aluminum storm doors, as shown in the submitted page from a
manufacturer's catalogue (the Harvey Industries "Hi -Lite" model) or similar
design, be approved. In a continuing discussion, the Commission still
disapproved the installation of vinyl siding within the Historic District.
At 10:15 the Commission took up the continued hearing on the application
of Mr & Mrs Henry Camp for external architectural changes to the building at
37 Hancock Street, which is within the Hancock - Clarke District. Their
architect, William Erikson, made a presentation consisting of a panel of
photographs of existing conditions and local examples on other buildings of
structures similar to those proposed, and five panels of elevations and views
of the proposed additions linking the old house with the old barn. Mr
Erikson explained that the utility additions were historical incidents in the
lives of old houses and that he had followed that style in his design. The
Chairman and other members of the Commission felt that, in the proposal, the
few, big features of the old house have added to them a section of busy
events in which there is rather too much going on and which needs further
consideration, and therefore the hearing should be continued.
At 10:40 the Commission resumed the continued hearing on the application
of Shell Oil Company concerning exterior architectural changes to the
building at 46 Bedford Street, which is within the Battle Green District.
Thomas Swaim, representing Shell Oil Company, and Carlos Davis from Ayoub
Engineering, Inc. of Pawtucket, Rhode Island, presented a remodel of the site
plan, with additional trees and planting, and elevations of the building
showing the proposed changes, particularly in the Shell Snack Shop. It was
VOTED unanimously that the proposed changes be approved as presented, with
the added stipulation that antique white paint be used.
The meeting was adjourned at 10:50 PM.
