A meeting of the Historic Districts Commission was held on Wednesday,
October 16, 1974, at 8c00 P. M. in Room G5, Town Office Building, Lexington,
Present were Commissioners Wilbur M. Jaquith, Chairman; Georgia H. Williams,
Secretary; Donald J, Shaw; S, Lawrence Whipple; and Associate Commissioner
Oliver F. Hooper. Mr, Hooper was appointed to serve for Commissioner Thomas
J. Holzbog who was unable to be present.
A draft of a Certificate of Appropriater~ss for the Planning Office of
Urban Affairs, Inc, was submitted by the Chairman and discussion ensued on
the wording of the Certificate, Mr, Shaw moved that the architectural fea-
tures of the townhouse dwelling complex as presented by drawings submitted
to the Commission by the Planning Office of Urban Affairs, Inc, are appro-
priate for purposes of the Historic Districts Act, Chapter 447, Acts of
Massachusetts, 1956, as amended, taking into consideration similar factors
of existing buildings in the immediate surroundings, Seconded by Mr, Hooper
and unanimously VOTID, Mr, Whipple moved that a Certificate of Appropriate-
ness for the townhouse dwelling complex in the form discussed at this meeting
be issued to the Planning Office of Urban Affairs, Inc, Seconded by Mrs,
Williams and unanimously VOTED, Participating in the two votes were Commis-
sioners Wilbur M, Jaquith, Georgia H, Williams, Donald J. Shaw, S, Lawrence
idhipple, and Associate Commissioner Oliver F. Hooper,
Then followed a discussion of the plan of sidewalks proposed for Muzzey
and Clarke Streets submitted by the Town Engineer, Mr, Shaw said that he
does not like the concrete proposed and that the grass strips between the
sidewalks aril the streets should be replaced with brick. Mr. Shaw said that
he does not think that brick will be used for the sidewalks because of the ,
Town Meeting vote which specified concrete. He suggested that the Commission
ask the Design Advisory Committee for their views. Mr, Jaquith said that
brick or concrete could always be installed later if the proposed grass strips
are not cared for, Mr, Slasw said that the Commission should advise the Town
that brick sidewalks must be installed when the second side of Massachusetts
Avenue is redone. Mr, Hooper suggested that the sidewalks should not be any
wider than 5', It was decided that the Commission approve concrete sidewalks
for these two streets as long as this does not affect the Massachusetts Ave-
nue sidewalk in the future, It was stated that brick should be carried around
the corners where these join the Massachusetts Avenue sidewalks, It was de-
cided to leave the grass strips in but state that the Commission has reserva-
tions on the feasibility of this, Mr, Shaw said that the Town should make
formal application for the installation of these sidewalks,
