HomeMy WebLinkAbout1974-09-25 • • HISTORIC DISTRICTS CONII~IISSION A meeting of the Historic Districts Commission was held on Wednesday, September 25, 1974, in the Selectmen's Meeting Room, Town Office Building, Lexington, Present were Commissioners Wilbur M. Jaquith, Chairman; Georgia H, Williams, Secretary; Donald J. Shaw; S, Lawrence Whipple; and Associate Commissioners Ruth B. Adams and Amalia G, Samoylenko, Mrs, Adams was ap- pointed to serve for Commissioner Thomas J. Holzbog who was unable to be present. A hearing was held at 8s00 P.M, on the application of Stephen Minasian for a Certificate with respect to a free standing sign on the premises at 10 Muzzey Street, which is within the Battle Green District, l~r, Jaquith read the legal notice and application. He stated that the Board of Appeals had denied the application as presented for a second free standing sign but had approved modifications of the existing free standing sign by enlarging the present sign, Mrs, Samoylenko submitted drawings of a possible sign. Following discussion, the hearing was adjourned at 8s35 P. M. Commissioner Williams withdrew and Associate Commissioner Samoylenko was appointed to serve on the next hearing, An adjourned hearing was held at Ss40 P,M, on the application of the Lexington Historical Society with respect to tha erection of a foundation on the premises at 36 Hancock Street and moving the Hancock-Clarke House to said premises, which are within the Hancock-Clarke District. Roland Greeley, President, and Charles Cole, Architect, represented the Society, Mr, Cole stated that the basement work area beneath the proposed addition is to be capped with precast concrete planks 3'4" wide and 8" thick and that these planks would be covered with a waterproof felt membrane overlaid with a granolithic compound, The foundation is to be constructed of concrete except that the exposed part of the .foundation which is to support the Hancock- Clarke House is to be of granite, The exposed part of the foundation for the proposed addition will have a brick facing, Mr, Cole stated that installing the waterproof felt membrane over the exposed concrete planks for the proposed addition foundation would eliminate weather humidity penetration to the work area beneath the proposed addition, He said that the precast concrete planks are put in place by a crane, sealed, and membrane. placed over this with a granolithic grout over the membrane to make the floor level, Then, when the addition is constructed, a wood plank floor would be installed over this. He stated that the planks are poured in the factory and brought to the site but that slabs are poured at the site; thus the desire to have the word "slab" changed to "plank", It was stated that a condition would be inserted in any Certificate issued that, if the addition is not constructed, the Society will come back to the Commission with plans for covering the foundation for the addition, The hearing was adjourned at 9:00 P.M, Mr, Shaw moved. that the August 28, 5974 vote of the Commission approving the wording of the Certificate to be issued to the Lexington Historical Society HISTORIC DISTRICTS COMMISSION -page 2 September 25, 1974 for erection of a foundation on the premises at 36 Hancock Street and moving the Hancock-Clarke House to said premises be rescinded, Seconded by Mrs, Samoylenko and so VOTID, Participating in this decision were Commissioners Wilbur M. Jaquith and Donald J, Shaw, Associate Commissioners Ruth Adams and Amelia G, Samoylenko, and Commissioner S, Lawrence Whipple who abstained from voting, It was moved, seconded, and VOTED to issue a Certificate of Appropriate- ness to the Lexington Historical Society with respect to the erection of a foundation on the premises at 36 Hancock Street and moving the Hancock-Clarke House to said premises, the premises being within the Hancock-Clarke District, Participating in this decision were Commissioners Wilbur M, Jaquith and Donald J, Shaw, Associate Commissioners Ruth B, Adams and Amelia G. Samoylenko, and Commissioner S, Lawrence Whipple who abstained fxom voting. Mrs. Williams resumed her seat. A hearing was held at 9:30 P,M, on the application of F. William Smith for a Certificate with respect to changes in calor in the condominium dwell- ing units being erected under Certificate of Appropriateness No. 74 C-10 issued April. 17, 1974 on the premises at 1505 Massachusetts Avenue, which is within the Munroe Tavern District, Mr, Smith stated that professional advice had been sought on the exterior colors for the units and submitted proposed color samples. He said that they proposed to paint units 1 through 4 a brown color with off-white trim and black blinds; units 5 and 6 a green color with. darker green blinds; units 7 and 8 a dark gray with lighter gray trim and blinds; unit 9 red with the same gray trim and blinds; units 10 through 12 a brown color with trim and blinds in a green color; units 13 through 16 a gold color with trim and blinds in dark brown, He said that the ends of units 9. ' 10, and 16 axe shingled and that a natural bleaching oil would be used on the shingles and paint would be used on the clapboards of all units, Colors for the carports are to be submitted, The hearing was adjourned at 10:00 P.M. It was moved seconded, and unanimously VOTED to issue a Certificate of Appropriateness to F. William Smith with respect to changes in color in con- dominium dwelling units nos, 5, 6, 7, 8, and 9 being erected under Certifi- cate of Appropriateness No, 74 C-10 issued April 17, 1974 on the premises at 1505 Massachusetts Avenue, which is within the Munroe Tavern District. Par- ticipating in this decision were Commissioners Wilbur M. Jaquith, Georgia H. Williams, Donald J, Shaw, 5. Lawrence Whipple, and Associate Commissioner Ruth B, Adams. Mr, Jaquith stated that the door change discussed at the September 18th meeting had been passed on to Stephen Diamond of the Planning Office For IIrban Affairs, Inc, but that no answer to this change request had been re- ceived. He stated that the Planning Office still prefers to paint the units white, HISTORIC DISTRICTS COMi~SSION - page 3 September 25, 1974 The tower on the Cary Library addition was discussed, Mrs. Williams suggested that the white slats at the top of the tower might look better if they were painted an asphalt color. Mr, Whipple suggested that the slats be slanted towards the center of the tower as one possible way to improve the appearance of the top of the tower. Mr, Jaquith submitted a bill for August 1974 from Barbara Gilson, Clerk, for $101.92 ($2.75 for postage and stamps; $.92 for telephone call to the Chairman at Annisquam; $30,75 for meetings and hearings; aril $67,50 for clerical services), It was moved, seconded, and VOTED to approve pay- ment of this bill, An adjourned hearing was held at 10:30 P.M, on the application of Equity Realty, Inc, for a Certificate with respect to the erection and dis- play of a sign for the second floor office at 10 Muzzey Street, which is within the Battle Green District, Mrs, Samoylenko submitted three scale drawings of a proposed sign and stated that they want only the word "Equity" with the sign centered horizontally above the doorway opening, The hearing was closed at 10:40 P.M. It was moved, seconded, and unanimously VOTED to issue a Certificate of Appropriateness to Equity Realty, Inc. with respect to the erection and dis- play of a sign for the second floor office at 10 Muzzey Street, which is within the Battl® Green District. Participating in this decision were Com- missioners Wilbur M. Jaquith, Georgia H, Williams, Donald J. Shaw, S. Lawrence Whippel, and Associate Commissioner Ruth B. Adams, A discussion was held with Mrs. 3amoylenko on the new directory sign for 10 Muzzey Street. Mrs. Samoylenko said that she can salvage the present di- rectory signs for the Forest Street elevation side of the sign, "10 Muzzey" in incised gold leaf letters, 6" in height will be inserted in the top panel of the sign on both sides. On the Massachusetts Avenue elevation the word "flicks" will be in raised white lexan flat letters adhered to a dark brown backboard, The sign will be lighted from the fascia of the building, Mr, Whipple moved that a new directory sign be approved, seconded, and so VOTED, It was moved, seconded, and unanimously VOTED to issue a Certificate of Appropriateness to Be.skin-Robbins, Inc, with respect to changes in the exte- rior architectural features of the front elevation of the building at 1729 Massachusetts Avenue, which is within the Battle Green District. Participating in this decision were Commissioners Wilbur M. Jaquith, Georgia H. Williams, Donald J. Shaw, S, Lawrence Whipple, and Associate Commission®r Ruth B, Adams, It was moved, seconded, and unanimously VOTED to issue a Certificate of Appropriateness to Baskin-Robbins, Inc, with respect to the erection and dis- play of a sign for the store at 1729 Massachusetts Avenue, which is within the Battle Green District. Participating in this decision were Commissioners Wilbur M, Jaquith, Georgia H. Williams, Donald J. Shaw, S. Lawrence Whipple, and Associate Commissioner Ruth B, Adams.
