HISTORIC DISTRICTS COMMISSION
MINUTES OF A MEETING HELD ON OCTOBER 21, 1970
The Historic Districts Commission held a meeting on Wednesday, October
21, 1970, in the rear of Cary Memorial Hall, Cary Memorial Building, Lexing-
ton. Present were Commissioners Wilbur M. Jaquith, Chairman Philip B.
Parsons, Secretary= George E. Gravest Max H. Straw; and Associate Commis-
sioner George W. Emery.
The meeting was called to order at 7:30 P.M. by the chairman who read a
letter from Daniel E. Power, Chairman of the Lexington Democratic Town Com-
mittee, requesting permission to erect and display a temporary sign at 14
Waltham Street, which is within the Battle Green District, for the period
from October 21 until after the State election. Frank Polestra represented
the petitioner and submitted a sketch and dimensions of the sign to be
erected.. "After discussion upon motion duly made and seconded, it was unani-
mously VOTED that pursuant to the provisions of Section 6 (b) (1) of the
Lexington HistoMc Districts Aet as amended pertaining to exceptions to the
provisions of Section 5 of the Act the Commission hereby authorizes the Lex-
ington Democratic Town Committee to erect and display a temporary sign for
the store at 14 Waltham Street for the period of October 21, 1970 to Novem-
ber 6, 1970 without the filing of an application for or the issuance of a
Certificate of Appropriateness therefor by the Commission, said sign to be
as fo7lowss The sign is to bear the legend 'Democratic Headquarters' com-
posed of cutout plywood letters painted blue and fastened to a wood signboard
approximately eleven feet in length by ten inches in height. The sign is to
be located on the existing signboard above the store windows and is to be
centered vertically and horizontally on the existing signboard and is to cover
the letters now affixed to that signboard; that the foregoing authorization
is based on a determination by the Commission that such sign be excluded from
the provisions of Section 5 of the Act without substantial derogation from
the intent and purposes of the Aet for the following reasons
1. The proposed location of the sign is not in the immediate
vicinity of the Battle Green, a park or other place of
substantial historic interest
2. The sign is to be used in connection with a State election
campaign
3. The sign will be subject to public view fora relatively
short period of time=
subject to the fallowing conditions:
i. That no signs of any kind shall be erected or displayed on
the exterior surface of the store front elevation including
windows and doors
2. The sign approved by this vote will be removed within three
days following the election on November 3, 1970."

Participating in this decision were Commissioners Wilbur M. Jaquith, Philip
B.. Parsons, George E. Graves, Max H. Straw, and Associate Commissioner George
W. Emory who had been appointed. to serve for Georgia H. Williams who was un-
able to be present.
A hearing was held at 7:50 P.M. on the application of Wesley W. and
Edith F. Mansir for a Certificate of Appropriateness with respect to a change
in color of the dwelling at i6 Tavern Lane, which is within the Munroe Tavern
District. Mr. Emery was appointed to serve for Mrs. Williams who was unable
to be present. Mr. Jaquith read the letter requesting the change in color
for the shutters and front door of the dwelling. It was moved, seconded, and
unanimously VOTED to issue a Certificate of Appropriateness to Wesley and
Edith F. Ma.nsir with respect to change in color of the dwelling at 16 Tavern
Lane. Participating in this decision were Commissioners Wilbur M. Jaquith,
Philip B. Parsons, George E. Graves, Max H. Straw, and Associate Commissioner
George W. Emery.
The meeting was ad3ourned at 8c00 P.M.

sit on the petition of Lexington Democratic Town Committee the
chair designates Associate George W. Emery to serve in this action.
