HomeMy WebLinkAbout1968-11-20VI HISTORIC DISTRICTS COMMISSION MINUTES OF ADJOURNED MEETING HELD ON NOVEMBER 20, 1968 The Historic Districts Commission held an adjourned meeting on Wednesday, November 20, 1968, at 7:45 P.M., in the Selectmen' s Room, Town Office Building. Members present were Commissioners Wilbur M. Jaquith, Chairman, Philip B. Parsons, Secretary, Ruth G . Bevan, Max H. Straw and George E . Graves and Associate Commissioner George W. Emery. An adjourned hearing was held at 7:45 P.M. on the application of Hanlon' s Shoes for a Certificate of Appropriateness with respect to the erection and display of a sign for the store at 1725 Massachusetts Ave- nue, which is within the Battle Green District. New scale drawings by Back Bay Sign Company, Inc . were presented to the Commission. After discussion, upon motion duly made and seconded, it was unanimously VOTED to issue a Certificate to the applicant. The adjourned hearing was closed at 8:30 P.M. Discussion was held with respect to the standing sign for the Shell Oil Company retail automobile service station building at 1095 Massachusetts Avenue . The Chairman will discuss with Harold E. Stevens, Attorney, the removal of "ginger-bread's trimming on the sign as sub- mitted to the Commission in a scale drawing at the adjourned hearing on November 13, 1968. Action on the sign was deferred until the next meeting night. A discussion was had on the application of Hancock Congregational Church for a Certificate of Appropriateness for four ventilators which had been installed on the roof of the building at 1912 Massachusetts Avenue without an application for or issuance of such a Certificate . It was noted that only three of the ventilators were subject to public view within the meaning of the Historic Districts Act, one on the rear slope of the roof of the front elevation visible from the Battle Green and surrounding vicinity and two on the back slope of the roof of the westerly elevation visible from Harrington Road, Massachusetts Avenue and vicinity. Consideration was given to information submitted at the hearing by Messrs . Hodges and Soule that the ventilators had been in- stalled in connection with use of the third floor of the building as a meeting place for Youth groups of the Town and that the size of the ven- tilators was governed in part by safety requirements of the State De- partment of Public Safety and that the location of the ventilators was limited in part by structural features of the roofs of the building. After discussion, upon motion duly made and seconded, it was unanimously: VOTED that the architectural features of the ventilators are inappropriate for the purposes of the Historic Districts Act but that, owing to conditions especially affecting the building involved and not affecting the historic district generally failure to approve the application would involve a substantial hardship to the applicant and that the application may be approved without substantial detriment to the public welfare 411 411 Minutes of adjourned meeting held on November 20, 1968--Page 2 and without substantial derogation from the intent and purposes of the Act provided that appropriate restrictive conditions pertaining to long-term use of the ventilators are imposed in connection with such approval; and that a Certificate of Appropriateness be issued on the basis of the foregoing provisions of this Vote. The Chairman discussed the Commission budget for 1969. The ap- propriation requested will be for the same amount granted for the year of 1968 . The next meeting night will be on Tuesday, December 3, 1968, at 7:45 P.M. , in the Comptroller' s Office, Town Office Building. The meeting was adjourned at 11:15 P.M. Philip B . APRIL" HISTORIC DISTRICTS COMMISSION CERTIFICATE OF APPROPRIATENESS This certificate is issued pursuant to Chapter 447, Acts of Massachusetts, 1956, as amended, to Hancock Congregational Church withrespectto the maintenance of three ventilators on the roofs of the building, as set forth below, at 1912 Massachusetts Avenue, which is within the Battle Green District . One of the ventilators is located on the rear slope of the roof of the front elevation of the building facing Massachusetts Avenue and two of the ventilators are located on the rear slope of the roof of the westerly elevation of the building all as shown on drawing bearing the legend 'Hancock Congregational Church", dated November 8, 1968, by W. G. Hodges submitted to the Commission at the hearing on November 13, 1968. The above three ventilators may be maintained subject to the following conditions which, if this Certificate is acted upon, shall be binding upon the applicant, the owner of the property and its suc- cessors in title as provided in Section 9 of said Historic Districts Act: 1. The ventilators shall be painted dull black and be maintained in this color at all times so long as the ventilators remain subject to view from a public street, way or place . 2. If at any time in the future the Commission shall determine, after a public hearing held in accordance with the provisions specified in Section 8 of the Act for an application, that the continued main- tenance of any of such ventilators in a location subject to view from a public street, way or place is not essential to the then use of that part of the { third floor of the building for which they were in- stalled, the ventilator or ventilators so determined not to be essential shall be removed from such view within four months of such determination. This Certificate is issued pursuant to the powers granted to the Com- mission under Section 9 of the Act authorizing approval of an applica- tion under certain conditions set forth in said Section when the Com- mission has determined that the architectural features involved are inappropriate for the purposes of the Act . The sign is to be located on the front of the building above the windows and doorway of the first floor store in the area immediately above the awning hood and is to extend across the full width of the store front. The sign is to consist of the following legend: " HANLON'S shoes " The letters of the sign ere to be cut out of flat plexiglas approxi- mately 1/8" thick of a deep green color. The letters are to be not more than 16" in height and are to be fastened to a background of matte white plexiglas . The material and color of the plexiglas letters and background are to match the samples submitted to the Com- mission at the adjourned hearing on November 13, 1968. The plexiglas background is to be framed top and bottom and on each end with a 1" wood molding . Additional details of the design, layout, style and dimensions of the sign, including lettering, are shown on a scale drawing by Back Bay Sign Company, Inc ., dated November 18, 1968, sub- mitted to the Commission at the adjourned hearing on November 20, 1968 . There is to be added behind the spindles of the sign a metal back- ground painted a shade of gray to match the adjacent color of the building. All woodwork of the sign is to be painted a shade of white to match as nearly as possible the matte white plexiglas background. The sign may be lighted by a continuous fluoroflood fixture erected immediately above the top of the sign and extending outward not more than 10" from the back of the framing of the plexiglas background as shown on the "End View" set forth on the aforesaid drawing. The lighting fixture is to be finished in a shade of white to match as nearly as possible the matte white plexiglas background. HISTORIC DISTRICTS COMMISSION by Date November 21, 1968 68 C- Wilbur M.
