HomeMy WebLinkAbout1968-11-13 • HISTORIC DISTRICTS COMMISSION MINUTES OF MEETING HELD ON NOVEMBER 13, 1968 The Historic Districts Commission held a meeting on Wednesday, November 13, 19680 at 7:30 P.M., in the Conference Room, Cary Memorial Hall, to which place the meeting Was adjourned from the Selectmen' s Room, Town Office Building. Members present were Commissioners Wilbur M. Jaquith, Chairman, Philip B. Parsons, Secretary, Ruth G. Bevan and Max H. Straw and Associate Commissioner George W. Emery. A delayed hearing was held at 8:25 P.M. on the application of Wen- dell H. Burgess for a Certificate of Appropriateness with respect to changes in the architectural features of the building at 2-4 Wallis Court, which is within the Battle Green District . The Chairman read the Notice of hearing and the letter of application. Mr. Burgess ap- peared and presented photographs of the building and a prospectus showing the style and type of combination storm windows and screens to be installed. No other persons having appeared, the hearing was closed at 8:40 P.M. After discussion, upon motion duly made and seconded, it was unanimously VOTED to issue a Certificate to the applicant . A hearing was held at 8:00 P.M. on the application of Hancock Congregational Church for a Certificate of Appropriateness to maintain four ventilators on the roof of the building located at 1912 Massachu- setts Avenue, which is within the Battle Green District. The Chairman read the Notice of hearing and the letter of application. Mr. William G. Hodges, Chairman of the Church Prudential Committee and Mr. Richard Soule, the Contractor, appeared and presented scale drawings of the front and side elevations of the building and photographs showing the locations of the ventilators on said building. No other persons having appeared, the hearing was closed at 8:ZrP.M. Action on the applica- tion was deferred until the next meeting night. An adjourned hearing was held at 8:45 P.M. on Shell Oil Company' s application with respect to the erection of a standing sign for the new retail automobile service station building at 1095 Massachusetts Avenue, which is within the East Village District. Harold E. Stevens, Attorney, Mr. Edward Gallagher, District Engineer for Shell and Mr. Willard Wires, Real Estate Representative for Shell appeared and pre- sented a scale drawing of the proposed sign. Also discussed was a grading problem which had arisen during construction on the location of a proposed air pump. The Chairman advised the applicant that a formal advertised hearing was necessary for the installation of the air pump. An application for hearing will be sent to the Commission. The adjourned hearing was adjourned at 9:35 P .M. Action on the sign was deferred until the next meeting night. An adjourned hearing was held at 9:40 P.M. on the application of Hanlon' s Shoes with respect to the erection and display of a sign for III III f Minutes of Meeting--November 13, 1968--Page 2 the store at 1725 Massachusetts Avenue, which is within the Battle Green District . Mr. Chester W. Sheer of Back Bay Sign Co., Inc . ap- peared and presented drawings of 20" and 16" letters for the proposed sign. He also drew sketches of proposed lighting hoods. A set of scale drawings of a revised sign with lighting hood included will be delivered to the Chairman by Mr. Sheer by November 19, 1968. The adjourned hearing was adjourned at 11:00 P.M. A discussion was then had on the applications of Mr. Robert 0. Tillinghast for demolition of the shed and the erection of a building in place thereof as part of his ressoration plan for the premises at 465- )475 Massachusetts Avenue, which is within the East Village District . The Chairman read to the Commission a portion of the letter to Mr. Tilling- hast regarding his proposed plan on October 17, 1968. After discussion, upon motion duly made and seconded, it was: VOTED that on the applica- tions filed by Robert 0. Tillinghast on February 10, 1968 for restoration of the dwellings at Nos. 465-475 Massachusetts Avenue, the demolition or removal of the existing barn and shed on said premises, the time for acting on these applications having been sucessively extended by the ap- plicant to November 15, 1968, and the original hearing on the applica- tions having been held on March 21, 1968 and an adjourned hearing having been held on August 28, 1968 at which adjourned hearing the applicant submitted a plan for the proposed building to be erected in place of the shed to be demolished entitled "Proposed Studio Apartment in Relocated Garage Building (Building to be Rebuilt) Part of Restoration 475-465 Mass . Ave . , Lexington, Massachusetts, Mr. Robert O. Tillinghast, Owner", dated July 31, 1968, and following said adjourned hearing, the Commis- sion having considered the architectural features of said proposed building as set forth on said plan, the Commission hereby determines that the proposed building is inappropriate for the purposes of the His- toric Districts Act, Chapter 447, Acts of 1956, as amended, and hereby denies the application for the erection of said building for the reasons that the architectural features of the proposed building are not in ac- cordance with the applicant ' s plan of restoration as heretofore presented to the Commission, and that the architectural features of said proposed building are inappropriate for the purposes of the Historic Districts Act; and further the Commission hereby denies the application for a Per- mit for Demolition or Removal of said shed for the reason that the ap- plicant has failed to prosecute said application by submitting an ap- propriate plan for a new building as a replacement for the shed in the overall restoration plan for said premises . The next meeting night will be an adjourned meeting to be held on Wednesday, November 20, 1968, in the Selectmen' s Room, Town Office Building. The meeting was adjourned at 12:10 A.M. Philip B. Tilling- hast for a Permit for Demolition or Removal of the existing shed on the premises at 465-475 Massachusetts Avenue, which is within the East Village District, for lack of prosecution of said ap- plication through failure to submit an appropriate plan for a new building as a replacement for the shed in the overall resto- ration plan for said premises. Participating in this decision were Commissioners Wilbur M. Jaquith, Chairman, Philip B. Parsons, Secretary, Ruth G. Bevan and Max H. Straw and Associate Commissioner George W. Emery. Tilling- hast for a Certificate of Appropriateness for the erection of a building to replace the existing shed on the premises at 465-475 Massachusetts Avenue, which is within the East Village District, for the reasons that the architectural features of the proposed building are not in accordance with the applicant's plan of restoration as heretofore presented to the Commission and that the architectural features of said proposed building are inappropriate for the purposes of the Historic Districts Act. Burgess with respect to changes in the architectural features of the building, as set forth below, at 2-4 Wallis Court, which is within the Battle Green District. The architectural features to be changed consist in the installa- tion of anodized aluminum combination storm windows and screens for all windows on the first and third floors of said building. The type of screening to be used is to be black plastic to match the existing combination screens on the second floor of the building. The combination windows to be installed are to conform in style and type to that shown in the prospectus submitted to the Commission at the hearing held on November 13, 1968 .
