Present were Wilbur M. Jaquith, Chairman, Philip B. Parsons, Secretary, Ruth G. Bevan, George E. Graves and Associate Commissioner George W. Emery. The hearing opened at 7:40 P.M., and the Chairman read the notice of hearing and the letter of application. Mr. Robert Gary, President of the Lexington Historical Society was present in the interest of the Munroe Tavern, which abutts Lot C, Tavern Lane. The hearing was adjourned at 8:17 P.M. Upon motion duly made and seconded, it was VOTED as follows to issue an Amendment to Certificate of Appropriateness to Moore Homes, Inc. with respect to the exterior architectural features of the single family dwelling with two-car attached garage referred to and des- cribed in Certificate #210 issued by the Commission on March 30, 1967: AFFIRMATIVE - Messrs. Jaquith, Graves and Parsons NEGATIVE - Mrs . Ruth Bevan and Mr. George Emery Mrs . Bevan questionned the roles of the Board of Appeals and the Historic Districts Commission on matters of interest to both. The Chairman stated that he felt that communication between the Board and the Commission would be greatly improved with the appointment of Associate Commissioner George W. Emery as an Associate to also serve on the Board of Appeals. Discussion was held as to the proper use of "white paint" . Does the Act say "---except a color may be changed to white without a hearing"? The Chairman felt that this was the wording. Mrs . Bevan said that the word "changed" was possibly the key word as to the per- mitted use of "white paint" without the Commission' s approval. The Chairman stated that he had observed the "Two Worlds" sign in Depot Square, as suggested by Mrs . Bevan, and that he, too, felt that it is not in accordance with the Certificate issued, and that the owners should be asked to do it over correctly. The Chairman plans to write a letter to Mrs . English in this regard. Mr. Emery questionned the over-due planting at the Stop & Shop. April 15, 1967 had been the deadline. The matter will be looked into. Also, the Chairman expressed his intention of writing to Mr. Roland Wardrobe, who resides on Massachusetts Avenue within the Munroe Tavern District, concerning the erection of fencing on the premises without _ i 4 Minutes of Hearing, May 24, 1967 Page 2 having filed with the Commission an application for a Certificate of Appropriateness.
