The Historic Districts Commission met at the time and place
specified in the public notice of the hearing on the application for
a Certificate of Appropriateness with respect to the amendment to
Certificate of Appropriateness #210, previously issued, with respect
to the exterior architectural features of the single family dwelling
with two-car attached garage on the premises at Lot C, Tavern Lane,
which is within the Munroe Tavern District.
Present were Wilbur M. Jaquith, Chairman, Philip B. Parsons,
Secretary, Ruth G. Bevan, George E. Graves and Associate Commissioner
George W. Emery.
The hearing opened at 7:40 P.M., and the Chairman read the notice
of hearing and the letter of application. Mr. Robert Ray, foreman for
Moore Homes, Inc ., appeared in behalf of Mark Moore, Jr. and presented
revised Plot Plans for the property and color swatches and a stained
board for the Commission's consideration. Mr. Robert Gary, President
of the Lexington Historical Society was present in the interest of the
Munroe Tavern, which abutts Lot C, Tavern Lane.
The hearing was adjourned at 8:17 P.M.
Upon motion duly made and seconded, it was VOTED as follows to
issue an Amendment to Certificate of Appropriateness to Moore Homes,
Inc. with respect to the exterior architectural features of the single
family dwelling with two-car attached garage referred to and des-
cribed in Certificate #210 issued by the Commission on March 30,
1967:
AFFIRMATIVE - Messrs. Jaquith, Graves and Parsons
NEGATIVE - Mrs . Ruth Bevan and Mr. George Emery
Mrs . Bevan questionned the roles of the Board of Appeals and the
Historic Districts Commission on matters of interest to both. The
Chairman stated that he felt that communication between the Board and
the Commission would be greatly improved with the appointment of
Associate Commissioner George W. Emery as an Associate to also serve
on the Board of Appeals.
Discussion was held as to the proper use of "white paint" . Does
the Act say "---except a color may be changed to white without a
hearing"? The Chairman felt that this was the wording. Mrs . Bevan
said that the word "changed" was possibly the key word as to the per-
mitted use of "white paint" without the Commission' s approval.
The Chairman stated that he had observed the "Two Worlds" sign
in Depot Square, as suggested by Mrs . Bevan, and that he, too, felt
that it is not in accordance with the Certificate issued, and that
the owners should be asked to do it over correctly. The Chairman
plans to write a letter to Mrs . English in this regard.
Mr. Emery questionned the over-due planting at the Stop & Shop.
April 15, 1967 had been the deadline. The matter will be looked into.
Also, the Chairman expressed his intention of writing to Mr. Roland
Wardrobe, who resides on Massachusetts Avenue within the Munroe Tavern
District, concerning the erection of fencing on the premises without

having filed with the Commission an application for a Certificate of
Appropriateness.
The Chairman reported that the First Pari Church extension to
May 26, 1967 had been further extended to June- 1967, per the re-
quest of Mr. Norman May. The Chairman expressed his intention of
talking to or writing to the Church Committee and will ask them to
come in to the Commission with their plans, if they do not, only a
90 day extension will be considered.
The Chairman presented the following bills to the Commission:
Ingalls (stationery) $ 4.55
Minute Man Publications (2) 4.50
13.50
Elizabeth Adam 74-85
Elizabeth Flynn 5€3.05
Total $155.45
Upon motion duly made and seconded, it was unanimously VOTED
to process these bills for payment.
The next hearing is scheduled for Wednesday, June 7, 1967, at
7:30 P.M., to consider the applications of Leonard J. Colwell,
Dr. Daniel C . Yuill and the New England Telephone and Telegraph
Company.
The meeting was adjourned at 9:50 P.M.
