The Historic Districts Commission met at the time and
place specified in the public notice of the hearing on the
application of the Cary Memorial Library Building Addition
Committee to demolish or remove the existing flagpole in the
grass plot in front of the main entrance to the Cary Memorial
Library at 1874 Massachusetts, and to erect a new flagpole
at said location. Present were Donald R. Grant, Chairmen,
Philip B. Parsons, Secretary, Edwin B. Worthen, Jr., Donald
E. Legro, and Cyrus Wood.
The Chairman read the letter received from Mr. Belding,
the Chairman of the Committee, dated November 25, 1959, and
questions were asked by various members of the commission.
On motion made and duly seconded, it was unanimously
voted to grant to the Cary Memorial Library Building Addition
Committee a permit for the demolition or removal of the
existing flagpole at the above location.
On further motion made and duly seconded, it was
unanimously voted to grant a certificate of appropriateness
to the same committee for the erection of a 30 O" tapered
steel flagpole to be painted white, and with a six inch
diameter gold ball on the top, in the approximate center of
the grass plot at the aforementioned location.
The Commission was joined by Mr. Stevens, Town Counsel,
with whom there was discussion about various problems and

policies in connection with the enforcement of the act in
particular. There was discussion in regard to possible
problems in connection with Depositors Trust Company and
in connection with the billboards on the ends of the Central
Block, so- called. The Chairman was instructed by the
commission to write a letter to the president of the
Depositors Trust Company inquiring as to why the commission's
earlier letters had not been answered and asking for
cooperation on the part of the Depositors Trust Company.
The meeting was adjourned at 9:45 P. M.

The Commission then discussed briefly the application
of the Cary Memorial Library Building Addition Committee for
certificate of appropriateness, and decided to hold a hearing
on that application on December 29, 1959,
The Commission then discussed Oirious matters in
policy including matters pertaining to the enforcement of
the act and of the provisions of certificates of appropriateness
which have been granted in the past. The chairman was
instructed to request Mr. Harold Stevens, the Town Counsel, to
meet with the commission at its next hearing for the purpose
of discussing some of these problems with him.
The meeting was adjourned at 9:30 P.M.
