HomeMy WebLinkAbout1988-04-11PLANNING BOARD MINUTES MEETING OF APRIL 11, 1988 The meeting of the Lexington Planning Board, held in Room G-15 and the Select- men's Meeting Room, was called to order 7:08 p.m. by the Vice Chairman, Mrs. Wood, with members Klauminzer, Sorensen, Williams and Planning Director Bowyer present. Mrs. Uhrig arrived during item 110. **************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ************* PLANS NOT REQUIRING APPROVAL UNDER THE SUBDIVISION CONTROL LAW 107. FORM A/88-6, North Street, James A. Manganello: See Item 108. SUBDIVISION OF LAND 108. North Street Development, Acceptance of Covenant. Endorsement of Plan and Form A/88-6: The Board reviewed a covenant dated March 31, 1988. Mr. Bowyer reported the covenant had been approved by Town Counsel, and that the plans were ready for the Board's endorsement in conjunction with endorsement of Form A/88-6. On the motion of Mr. Sorensen, seconded by Mrs. Klauminzer it was voted 4-0-0: 1) to accept the covenant dated March 31, 1988; ' 2) to endorse the definitive subdivision plans entitled North Street Development; and 3) to endorse the plan entitled "Plan of Land in Lexington, Mass. (Mid- dlesex County), dated December 10, 1987, by The BSC Group - Bedford, Inc. certified by Donald J. Forand, Professional Land Surveyor, for North Street Development Trust with Form A/88-6. 109. Montessori School, Recommendation to Board of Appeals: The Board reviewed and corrected a draft report dated April 11, 1988. On the motion of Mrs. Klauminzer, seconded by Mr. Sorensen, it was voted 4-0-0 to approve the report on the special permit application of the Lexington Montessori School, as cor- rected. The report recommends the maximum enrollment on the site not exceed 150 students and that the Board of Appeals include in its decision language indicating it will not look favorably on future proposals for additional expansion. At 7:16 p.m., the meeting was recessed to the Selectmen's Meeting Room, At 7:20 p.m. the meeting was reconvened with the Board of Selectmen. ****************** ARTICLES FOR 1988 TOWN MEETING *************************** 110. Article 55, Report on Affordable Housing, Joint Meeting with Board of Selectmen: Mrs. Uhrig joined the meeting during discussion of this item. Chairman Eddison of the Board of Selectmen opened the meeting by asking the Planning Board for comments on the site evaluation report prepared by housing consultant, Robert Engler. Mrs. Wood responded that the Planning Board had just received copies and had not discussed it as a board. Minutes for April 11, 1988 -2- Mr. Eddison and Mrs. Smith expressed essential satisfaction with the draft of the proposed joint report on Article 55 with some minor changes. Mr. Eddison suggested that reference be made to the meeting co-sponsored by the Board of Selectmen and the Emerson Gardens Tenants Association to hear Thomas McIntyre of the Bricklayers Union about their efforts in the construction of affordable housing. Several members of the Board of Selectmen had not reviewed the draft report. Town Manager White suggested the report be left open for minor changes until noon on Wednesday, April 13 and it then be printed for distribution to Town Meeting Members that evening so that they would have it during the week vacation from Town Meeting to read the lengthy document. With the understanding that minor changes could be made up until that time, both Boards agreed the report was acceptable and should be distributed to Town Meeting Members on April 13. It was agreed that promptly after the conclusion of the Annual Town Meeting, the two boards should meet to set direction and priorities on affordable housing. The Planning Board recessed from its joint meeting with the Board of Selectmen at 7:41 p.m.. The Planning Board reconvened its regular meeting in Room G-15 at 7:43 p.m. Mr. Williams was not present when the Board reconvened. 111. Annual Planning Board Report on Affordable Housing: Mr. Bowyer reported that he had obtained data on the 1988 median incomes for the Boston Metropoli- tan Area earlier in the day from the Regional Economist of the US Department of Housing and Urban Development, which is the basis for the income and housing cost data in the Planning Board's policy on affordable housing.
