HomeMy WebLinkAbout1988-04-06PLANNING BOARD MINUTES MEETING OF APRIL 6, 1988 The meeting of the Lexington Planning Board, held in Room G-15, Town Office Building, was called to order at 7:08 p.m. by the Vice Chairman, Mrs. Wood, with members Klauminzer and Sorensen, Planning Director Bowyer and Secretary Peters present. Mr. Williams and Mrs. Uhrig arrived after the meeting had been recessed to Cary Hall. 101. Review of Minutes: The Board reviewed the minutes for the meetings of March 21 and 30, 1988. On the motion of Mrs. Klauminzer, seconded by Mr. Sorensen, it was voted 3-0-0 to approve the minutes for the meeting of March 21, 1988, as written. On the motion of Mr. Sorensen, seconded by Mrs. Klauminzer, it was voted 3-0-0 to approve the minutes for the meeting of March 30, 1988, as written. ******************** ARTICLES FOR 1988 TOWN MEETING ********************** 1U2. Planning Board Reports: Mrs. Wood requested, and the Board agreed, she be recorded as voting with the majority vote on the Planning Board reports for Articles 38, 39, 40, 41 and 42. 103_. Article 55_, Report on Affordable Housing: The Board reviewed and approv- ed, with corrections, a draft of a proposed joint report, of the Board of Sel- ectmen and the Planning Board, dated 4-6-88. They agreed to send the revised report, in draft form, on to the Selectmen, and to join them Monday evening, April 11, for further discussion. 104. Article 43, Middlesex Mall: The Board reviewed and made changes to a draft of the Planning Board report on Article 43 for Town Meeting. Marc Wexler, representing the developers of Middlesex Mall, reported they had agreed to increase the amount of money they would commit for a traffic signal at the intersection of North Street and Lowell Street from $60,000 to $90,000. This was the amount that the Town Engineering Department had estimated for installation of the light. Mr. Wexler asked the Board's guidance on how to handle this amendment to the preliminary site development and use plan at Town Meeting. It was agreed to request that consideration of Article 43 be postponed to a date not sooner than April 25, 1988. Mrs. Wood, under Article 2, will announce that the Planning Board report on Article 43 is available, and indicate a request will be made to poetpone the Article if it comes up during this evening's session. The Board will reconvene in Cary Hall, later in the evening, for the vote on the Planning Board report on this article. 105. Article 38, Technical Corrections: Town Meeting Member, Robert Domnitz, reported that in amendment A 11), that amends subparagraph 4.1.2 and subpara- graph 1'L.1.2, paragraph 1) fourth line, the words "or loading" should be remov- ed in both places. The Board agreed and will present an amendment when the article is presented. 1 1 Minutes for April 6, 1988 The meeting was recessed at 7:58 p.m, to Cary hall subject to the call of the Chairman. At 11:00 p.m. the meeting was reconvened in Cary Hall by the Chairman, Mrs. Uhrig. All members were present. 106. Article 43, Middlesex Mall, cont.: On the motion of Mrs. Klauminzer, seconded by Mr. Sorensen, it was voted 3-2-0, with Mrs. Wood and Mr. Williams voting in the negative, to recommend that Article 43 be approved, and to ap- prove the wording of the report.
