HomeMy WebLinkAbout1988-03-30PLANNING BOARD MINUTES MEETING OF MARCH 30, 1988 The meeting of the Lexington Planning Board, held in Room G-15, Town Office Building, was called to order at 7:09 p.m. by the Vice Chairman, Mrs. Wood, with members Klauminzer, Sorensen, Planning Director Bowyer and Secretary Peters present. Mrs. Uhrig arrived during item 99. Mr. Williams was absent. 96. Review of Minutes: The Board meeting of March 14, 1988. On the Klauminzer, it was voted 3-0-0 to corrected. reviewed and corrected the minutes for the motion of Mr. Sorensen, seconded by Mrs. approve the minutes for March 14, 1988, as REPORTS ********************************** 97. Planning Director a. Amendment to Article 41, Accessory Apartments: Mr. Bowyer reported that Town Meeting Member Margaret Rawls had met with him to discuss two proposed amendments to Article 41. One would strike out the second para- graph under Part B which premits a dwelling in existence on January 1, 1983, containing less than 2,000 square feet, to be enlarged so that such dwelling can qualify for an accessory apartment if it meets the applicable conditions and requirements in section 5.2. Her second amendment would ' prevent the construction of a new dwelling containing an accessory apartment. ****************** ADMINISTRATION OF LAND DEVELOPMENT REGULATIONS ********* 1 SUBDIVISION OF LAND 98. Wood Street Development, Ruven Liebhaber, Preliminary Plan: The Board reviewed a letter dated March 30, 1988 which notified the applicant that the submission was incomplete. On the motion of Mr. Sorensen, seconded by Mrs. Klauminzer, it was voted 3-0-0 to transmit the letter, as written. APPLICATIONS TO THE BOARD OF APPEALS 99. Meeting of April 14, 1988: Mrs. Klauminzer gave an oral review of the hearings scheduled for April 14, 1988. The Board agreed to make no comment on the following applications to the Board of Appeals: 236 Lowell Street, Kheim Kwie & Jane Oei, SP, second story addition 245 East Street, James Kelly, Variance, front yard setback to add a foyer 1265 Massachusetts Avenue, Seasons Four, SP, to change daily hours. 83 Pleasant Street, Isaac & Lili Silvera, Var., rear yard setback, to construct a garage. The Board discussed the Lexington Montesorri School hearing, which was contin- ued from March 17 to April 14, 1988. They agreed the Board should make a recommendation on the application. Mr. Sorensen agreed to prepare a draft dealing with the traffic section of the application, and Mrs. Wood agreed to prepare a more general recommendation, reflecting her thoughts. Minutes for March 30, 1966 -2- The Board also agreed to recommend that the number of students be held to 150, the number set by the Board of Appeals at their previous hearing. Members expressed concern as to whether the mitigating measures, use of school buses and state approval of the previously denied curb cut, would be enough to bal- ance the increase in traffic generated by the proposed addition. ******************** ARTICLES FOR 1988 TOWN MEETING ********************** 100. Articles Proposed by Others on Which the Planning Board May Want to Take a Position: Article 33, Lexington Center Parking Study: The Board agreed to recommend that any study done be postponed until construction of the new building is completed and parking patterns for the Town center have been established. Article 34, Lexington Center Design Study: Mr. Sorensen and Mrs. Wood are opposed to an appropriation for this study which has little justification. Mrs. Uhrig and Mrs. Klauminzer thought the Board should not oppose the article. The Board agreed it would not speak against the article. Article 36, Pine Meadows Golf Course: A group of Town Meeting Members will offer a substitute motion to have a study conducted of the feasibil- ity of the Town acquiring the property, retaining much of the land in open space and conceivably selling part of it for development as a means of ' reducing the cost to the Town. The Board agreed not to take a position on this article because they may be in a conflict situation, since the Plan- ning Board will probably be the SPCA for any development of the property, if the Town does not choose to exercise its rights to purchase the proper- ty and retain it entirely for open space. Article 49, Historic District: On the motion of Mrs. Wood, seconded by Mrs. Klauminzer, it was voted unanimously that the Planning Board recom- mend passage of this article. Article 5l, General By -Laws, Non -Criminal Disposition: On the motion of Mrs. Wood, seconded by Mrs. Klauminzer, it was voted unanimously that the Planning Board recommend passage of this article. Article 56, Monroe School Conversion: The Board agreed to defer making a recommendation on this article until it is clearer what the total housing picture will be, and where this proposal fits with other housing proposals that are currently being discussed.
