MEETING OF FEBRUARY 22, 1988
The meeting of the Lexington Planning Board held in Estabrook Hall, Cary Memorial
Hall, was called to order by the Chairman, Mrs. Uhrig, with members Klauminzer,
Sorensen, Williams, Planning Director Bowyer and Secretary Peters present. Mrs.
Wood arrived during item 61, the Public Hearing on Article 39, Adjustments,
Various Sections.

APPLICATIONS TO THE BOARD OF APPEALS
59. PUBLIC HEARING. Westview Street. Colin Richardson. Revetitive Petition: Mr.
Richardson explained why he felt the Board should consent to the rehearing of his
application before the Board of Appeals for a special permit allowing an automo-
tive garage at 80 Westview Street. He reviewed the specific and material changes
in the conditions upon which the previous unfavorable action was based. He said
the access would now be from Maguire Road; new landscaping plans included the
addition of upright yews and a fence between his property and the adjoining
residential neighborhood; the number of parking spaces had been reduced and the
use (automotive garage) is now permitted by special permit in the CRS zone.
In response to a question from Mrs. Klauminzer, Mr. Richardson agreed that he
' would only be making minor automotive repairs.
There were no other comments from the audience.
Mrs. Uhrig declared the hearing closed at 7:40 p.m. The Board agreed to vote
whether or not to give consent at the start of their next meeting.

60. PUBLIC HEARING Article 38 - Technical Corrections.
As required by Chapter 40A, the Planning Board conducted a public hearing, begin-
ning at 7:45 p.m., on the following proposed amendment to the Zoning By -Law:

Mrs. Uhrig declared the hearing closed at 8:12 p.m.
61. PUBLIC HEARING, Article 39 - Adjustment, Various Sections.
As required by Chapter 40A, the Planning Board conducted a public hearing, begin-
ning at 8:15 p.m., on the following proposed amendment to the Zoning By -Law:

Mrs. Uhrig declared the hearing closed at 8:45 p.m.

62. PUBLIC HEARING, Article 40 - Nonconforming Situations.
As required by Chapter 40A, the Planning Board conducted a public hearing, begin-
ning at 8:47 p.m., on the following proposed amendment to the Zoning By -Law:

Mrs. Uhrig declared the hearing closed at 9:50 p.m.
Mrs. Klauminzer left the meeting at 9:52 p.m. due to illness.
63. Approval of Minutes: The Board reviewed the minutes for the meeting of
January 11, 1988. On the motion of Mr. Williams, seconded by Mr. Sorensen, it
was voted 4-0-0 to approve the minutes, as amended.
The Board reviewed the minutes for the minutes of January 20, 1988. On the
motion of Mrs. Wood, seconded by David Williams, it was voted 4-0-0 to approve
the minutes as written.
The Board reviewed the minutes for the minutes of January 25, 1988. On the
motion of Mr. Sorensen, seconded by Mrs. Wood, it was voted 4-0-0 to approve the
minutes as amended.

' DETERMINATION OF GRADE AND CONSTRUCTION UNACCEPTED STREET
64. CUS/88-1, Hunt Road, Schumacher: The Board reviewed a letter, dated Feb-
ruary 10, 1988, from Attorney Frederick DeAngelis, attorney for John J. Schu-
macher, who requested a waiver from numerous sections of the "Policy on Construc-
tion for Unaccepted Streets, Relative to Building Lots" Mr. Bowyer commented the
applicant was in effect asking that the Policy be set aside. The Board agreed
the street should be constructed in essential compliance with the policy, and
they might consider minor waivers from the standards contained in the policy.

65. Planning Director
a. Pine Meadow: The Board reviewed and amended a draft entitled "RESPONSE,
OBSERVATIONS, DIRECTION AFTER THE FEBRUARY 17, 1988 PRESENTATION OF FOUR
ALTERNATIVES FOR THE DEVELOPMENT OF PINE MEADOWS-MEAGHERVILLE SCHOOL SITE".
On the motion of Mr. Sorensen, seconded by Mr. Williams, it was voted unani-
mously to send the response, as amended, to Mr. Moore, and also distribute
it to members of the Boards and Committees that had been invited to the
February 17 meeting.
b. Meagherville site: Mr. Bowyer reported the Town Manager's office dis-
covered the school site had been transferred to the jurisdiction of the
Board of Selectmen in 1985 as part of the vote to acquire the Pine Meadows
Golf Course Thus Article 54 of this year's Town Meeting is moot.
The meeting was adjourned at 10:15 p.m. '

PLANNING BOARD MINUTES
MEETING OF FEBUARY 29, 1988
The meeting of the Lexington Planning Board, held in Estabrook Hall, Cary Memor-
ial Hall, was called to order at 7:38 p.m. by the Chairman, Mrs. Uhrig, with
members Klauminzer, Sorensen, Williams, Wood and Secretary Peters present.

SUBDIVISION OF LAND
66. Carriage Drive subdivision, Winnetucket Realty Trust: Mrs. Uhrig noted this
was a non -agenda item. Gary Larson, representing the developer, asked if the
Board would empower the Planning Director to sign, in their behalf, the corrected
definitive subdivision plans. He said the Conservation Commission planned to
review the plans tomorrow evening, and the Engineering Department would be send-
ing a memo containing their report. The Board noted that neither they nor the
staff had seen the revised plans, and declined to empower the Planning Director
to sign before their next meeting on March 7, 1988, when they will again discuss
the matter.
APPLICATIONS TO THE BOARD OF APPEALS
67. Westview Street, Colin Richardson, action on repetitive petition: Mr.
Williams reported that he had visited the site during the week and felt he could
not support the request that the Board give its consent for a rehearing of the
petition by the Board of Appeals.
Dorothy Brennan, 87 Westview Street, said the proposal would have an adverse
impact on the neighborhood, and she hoped the board would not consent to the
rehearing of the petition.
On the motion of Mrs. Klauminzer, seconded by Mrs. Wood, it was voted 4-1-0 (with
David Williams voting in the negative) to consent to the petition being reheard
by the Board of Appeals.

68. PUBLIC HEARING: Article 42 - Minimum Developable Site Area
As required by Chapter 40A, the Planning Board conducted a public hearing, begin-
ning at 7:45 p.m., on the following proposed amendment to the Zoning By -Law:

Mrs. Uhrig declared the hearing closed at 8:10 p.m.

As required by Chapter 40A, the Planning Board conducted a public hearing, begin-
ning at 8:13 p.m., on the following proposed amendment to the Zoning By -Law:

Mrs. Uhrig declared the hearing closed at 8:55 p.m.
70. PUBLIC HEARING: Article 43 - Rezoning of Land on Lowell Street
As required by Chapter 40A, the Planning Board conducted a public hearing,begin-
ning at 8:58 p.m., on the following proposed amendment to the zoning By -Law:

Mrs. Uhrig declared the hearing closed at 10:20 p.m.
71. Approval of Minutes. The Board reviewed the minutes for the meeting of
February 1, 1988. On the motion of Mrs. Wood, seconded by Mrs. Klauminzer, it
was voted unanimously to approve the minutes of February 1, 1988, as written.
The Board reviewed and amended the minutes for the meeting of February 8, 1988.
On the motion of Mrs. Wood, seconded by Mrs. Klauminzer, it was voted unanimously
to approve the minutes of February 8, 1988, as amended.
The meeting was adjourned at 10:37 p.m.
