MEETING OF FEBRUARY 17, 1988
The meeting of the Lexington Planning Board held in Estabrook Hall, Cary Memorial
Hall, was called to order at 7:45 p.m. by the Chairman, Mrs. Uhrig, with members
Klauminzer, Sorensen, Williams, Planning Director Bowyer and Secretary Peters
present. Mrs. Wood was absent.

57. Pine Meadows, Moore Homes, Inc., presentation of sketch _plans: The follow-
ing representatives from invited Boards, Committees and Commissions joined the
Board to hear a presentation for the development of the Pine Meadow site (both
singly and in conjunction with the adjoining Meagherville school site) by Moore
Homes, Inc:
Paul Marshall, Jacquelyn Smith - Board of Selectmen
Judy Marshall, Donald Chisholm, Carolyn Wilson - Recreation Committee
Lisa Baci, Joel Adler, Conservation Commission members, Melinda Vinton,
Bruce Collier, Conservation Stewards, Charles Wyman - Conservation
Administrator, and
Elizabeth Flemings - Housing Advisory Committee.
' Frank Carney and Architect William Hubner, from Moore Homes, Inc., and Ron Wood
and David Evans, from Guidelines, presented four sketch plans. The first plan
showed a conventional subdivision of 104 lots with no golf course, located
entirely on the Pine Meadows site. The second plan (Scheme A) showed a cluster
development with all market rate housing in combination with a nine hole par 3
golf course on the Pine Meadow site. Schemes B and C showed cluster subdivision
plans combining the Meagherville school site with the Pine Meadows site. Scheme
B included a nine hole par 3 golf course on the Pine Meadows site, the same
market rate housing plan as Scheme A and affordable housing on the school site.
Scheme C included a longer standard nine hole golf course on both parcels with
housing also on the two parcels. Both Scheme B and C cluster plans showed 152-
157 market rate dwelling units and 72 affordable housing units.
Mr. Carney stated the alternative sketch plans had been developed to achieve the
the objectives set forth in the "Guidelines" position approve by the Planning
Board in March 1987.
Objections were raised to the concentration of all the affordable housing on the
Meagherville school site. Mr. Williams felt there should be more integration
between the affordable and market rate dwelling units. Mrs. Marshall of the
Recreation Committee asked for more recreation facilities on the school site.
Mr. Marshall of the Board of Selectmen said he would prefer Moore Homes develop
the two parcels as one development.
In response to a question as to what Moore Homes would commit to, Mark Moore
stated Moore Homes had identified wetlands, had borne the cost of developing the
alternative sketch plans, would pay for a connection from Cedar Street through
the school site to Garfield Street, as well as to develop and construct the new
golf holes for the course proposed in Scheme C.

58. EXECUTIVE SESSION, Value of Property, Pine Meadows: At 8:50 p.m., on the
motion of Mrs. Klauminzer, seconded by Mr. Williams, and after a poll of the four
members present, it was voted unanimously (4-0) to go into Executive Session to
discuss the exchange, lease or sale of real property, owned by the town of Lex-
ington, the discussion of which in an open session may have a detrimental effect
on the Town's negotiating position. It was agreed that the Board would return to
open session only for the purposes of adjourning.
While there were representatives of other boards, committees and commissions
present, no other group had a quorum.
The Board returned to open session at 10:22 p.m.
The meeting was adjourned at 10:23 p.m.

EXECUTIVE SESSION OF FEBRUARY 17, 1988
After a unanimous vote of the four members present, by poll of the Board, the
Lexington Planning Board met in Executive Session in Estabrook Hall, Cary Memor-
ial Hall, at 8:50 p.m. to discuss strategy with respect to the exchange, lease or
sale of real property, owned by the Town of Lexington, the discussion of which in
an open session may have a detrimental effect on the town's negotiating position.
Present were Chairman Uhrig, members Klauminzer, Sorensen, Williams, Planning
Director Bowyer and Secretary Peters.
While there were representatives of other boards, committees and commissions
present, no other group had a quorum.
The discussion centered on: dispersing the affordable housing so that it is not
concentrated on the school site, ways to involve Moore Homes in the development
of the affordable housing on the combined Pine Meadows/Meagherville school site,
the role of the school site as the Town's principal financial leverage in a
combined development, the costs of producing affordable housing and the value
of the school site for a larger golf course and a more marketable private
development.
Some of those present expressed concern that the Town was not receiving enough
for its provision of the school site, as reflected in the four schemes presented
by Moore Homes.
Most of those present preferred the approach shown in Scheme C, the development
of both sites in combination with a nine hole conventional golf course. A number
of changes would be needed before Scheme C would be acceptable however.
It was agreed the adjoining neighborhood should be compensated for the loss of
the existing open school site, by extensive recreational development and open
space incorporated into any plans that go forward, especially next to existing
neighborhoods.
There was a consensus to hire a consultant to negotiate with Moore Homes in
behalf of the Town. It was also agreed that the Town should share in any profits
received from the operation of the golf course for those parts of the course
located on the school site.
The executive session was adjourned and the meeting was returned to open session
at 10:22 p.m.
